What is a Traffic Regulation Order (TRO)?

A Traffic Regulation Order (TRO) is a legal order, which allows the regulation of traffic speed, traffic movements and the parking of vehicles.TROs used to regulate parking are enforced by the County Council under our Civil Enforcement powers.

Why have we introduced Traffic Regulation Orders (TROs) at County Hall?

TRO’s were introduced in July 2013 to ensure safe operation of the car park, allowing access for emergency vehicles and safe movement of vehicles around the County Hall campus access roads.

If I get a ticket how much will the fine be?

There will be two different levels of fine, depending on the parking offence. A £50 fine will be issued for 'lower level' contraventions, such as parking for longer than restrictions permit, while a £70 fine is issued for 'higher level' contraventions, which would include parking on double yellow lines and parking in a disabled bay without a disabled blue badge. A 50% discount is applied to any fines paid within 14 days. The levels of fine and discount periods are set by the Government.

What is the appeals process?

Appeals against a Penalty Charge Notice (PCN) must be made in writing. Appeals cannot be dealt with over telephone and employees must not make direct contact with LCC Notice Processing staff. If employees believe that a PCN should not be paid and they wish to challenge it they must either:

·  Write to the LCC Notice Processing Centre, PO Box 9983, Leicester, LE3 7DD. Or

·  Electronically at www.leics.gov.uk/parkingmatters and follow the link from PCN information.

Quoting the PCN Number, the vehicle registration number and address in all contacts. Further information about Civil Parking Enforcement is available on line at www.patrol-uk.info .

What will happen with the money from these tickets?

Any money raised through parking fines on the County Hall campus will be held within the County Parking account and will be used to offset the cost of enforcement and processing of parking tickets. Any future annual surplus from the County Parking account will be reinvested in parking, transportation or environmental improvements within the county.

What should I do if I arrive at County Hall before/after a meeting and there are no parking spaces?

There is no requirement for the council to provide car parking for all employees. Therefore there may be times when staff have to wait for a space to become available. All vehicles parked on the County Hall campus must be parked wholly within a marked parking bay.

What other ideas are being looked into to reduce the pressure on car parking spaces at County Hall?

We will be continuing our successful Choose How You Move campaign which encourages staff to use other means of transport to get to work as well as car sharing. We have heard there have been altercations between local residents and council staff - is this true?


We have been advised of a couple of incidents allegedly involving damage to staff cars. As this is a public road, we have advised staff to contact the police regarding such incidents.

How many spaces have been created by the 2013 car park extension?

An additional 160 spaces were created as part of the summer 2013 car park extension. Along with the opening of part of the former Fire HQ car park and the alteration of some line markings, a total of 235 new spaces have been created at County Hall since April 2013 to reduce the pressure on car parking.

How many car parking spaces are there currently in the car park?

1,678

How many people currently work at County Hall?

Approx 2,800, this means we are above the 2:1 (2 people to 1 car parking space) ratio. This is relatively high for an organisation of our size and type. So we need to look at other solutions.

Would a Park and Ride to County Hall be a possible option to help reduce the pressure on car parking?

We will continue to look at initiatives such as this, however it is not possible at this moment in time.
