Mr. Bob Martin currently serves as the Law Enforcement and Tactical Training Coordinator at Westmoreland County Community College (WCCC), and he also teaches several homeland security courses in WCCC’s new Homeland Security Associate in Applied Science degree program. Prior to coming to WCCC, he served as a National Park Ranger for more than 28 years, rising through the ranks and retiring as the National Ranger Division’s Security and Intelligence manager based in DC.

Mr. Martin has performed threat and vulnerability assessments at many of the Nation’s national icons; managed a Counterterrorism Academy; authored the agency’s National Terrorism Emergency Response Plan; and served in a wide variety of ICS positions. He was a medic for 15years; a certified wildland and structural firefighter; search and rescue leader; airplane pilot; and law enforcement officer. He also held positions as a local, regional, and national program manager. He has received 26 awards during his National Park Service career, several of which related to his efforts in homeland security and emergency management.

Mr. Martin was the lead author of the PA Region 13 Homeland Security Higher Education Training Initiative, working with three other county community colleges (Butler, Allegheny, and Beaver) as well as the University of Pittsburgh and Penn State University (Greater Allegheny) in the development of a series of degrees. Once all programs are being offered, a Southwestern Pennsylvania resident will be able to obtain homeland security education and training ranging from continuing education courses and undergraduate certificates through to a master’s degree—all within the greater Pittsburgh region.

Mr. Martin has an associate’s and bachelor’s degree in criminal justice management, an undergraduate certificate in homeland security, and is currently half-finished with his master’s degree in homeland security from the American Military University.
