PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Dearborn.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Steele, Neuhaus, Little, Neumann, Bradford, and Bumbalough.

Also present were Treasurer Babb, Police Chief Elliott, Public Works Director Ghidina, Fire Chief Fortier, Office Manager Minson, and Deputy Clerk Ratliff.

Clerk Worent and Engineer Good were absent.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Little made a motion, seconded by Alderman Bumbalough to approve the regular minutes of February 22, 2016. Roll Call Votes: Ayes-Alderman Little, Bumbalough, Neuhaus, Steele, Bradford, and Neumann. Nays – none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

No report.

Clerk

Absent. Deputy Clerk Ratliff stated the 2016 economic interest statements have been sent out. They can be signed and turned into her. She will mail them back to the Tazewell County Clerk.

Office Manager Minson was contacted by IMLRMA Field Representative Susan Jaynes. Susan has asked Marquette Heights to host a regional field meeting. Invitations will be sent from IMLRMA to all surrounding towns that belong to IML. The meeting will be held at Liberty Hall on June 1, 2016 from 9:00 a.m. until 11:30 a.m.

Treasurer

Treasurer Babb submitted revision #2 of next year’s budget.

REPORTS OF STANDING COMMITTEE

Water and Sewer - Alderman Steele

Well #4 still has not produced a good sample. The pump will run continuously and the water will be checked every 24 hours until two good samples have been obtained.

Law Enforcement – Alderman Bradford

The February, 2016 report is on file.

Officer Nelson will be back to active duty Tuesday, March 16, 2016.

Streets - Alderman Bumbalough

No report.

Public Buildings/Parks – Alderman Neuhaus

Carpet is fully installed in the police department office.

The revised Agreement(s) for Advertising and Ball Park Policies will be on the next agenda for approval.

Fire – Alderman Neumann

No report.

Finance

Alderman Little made a motion, seconded by Alderman Steele, to approve paying the bills: General Fund: $72,624.12, Motor Fuel: $-0-, Wheel Tax: $-0-, Water: $9,839.06, Sewer: $14,876.83, Water Replace: $49,094.49, IMRF: $1,947.69, and Social Security: $1,782.35. Roll Call Vote: Ayes – Alderman Little, Steele, Bradford, Neumann, Bumbalough, and Neuhaus. Nays - None. Motion passed.

NEW BUSINESS

1.  Approve payment to Bodine Services

Alderman Steele made a motion, seconded by Alderman Little to approve a $1,144.00 payment to Bodine Services for oil disposal from well #4 rehab. Roll Call Vote: Ayes – Alderman Steele, Little, Neumann, Neuhaus, Bradford, and Bumbalough. Nays – None. Motion passed.

2.  Approve sanitary sewer lining

Alderman Steele made a motion, seconded by Alderman Bumbalough to approve Hoerr Construction to line sanitary sewer from the 500 block of N. Main Street, North Pekin, to Route 29. Cost not to exceed $55,100.00. Funds from Sewer Savings. Roll Call Vote: Ayes – Alderman Steele, Bumbalough, Little, Bradford, Neumann, and Neuhaus. Nays – None. Motion passed.

3.  Approve purchase of ordinance violation books

Alderman Bradford made a motion, seconded by Alderman Neumann to approve purchasing ordinance violation books from P.F. Pettigrew, for a sum not to exceed $613.55. Roll Call Vote: Ayes – Alderman Bradford, Neumann, Little, Steele, Neuhaus, and Bumbalough. Nays – None. Motion passed.

4.  Approve ordinance amending fire department by-laws

Alderman Neumann made a motion, seconded by Alderman Steele to approve an ordinance amending Fire Department by-laws, to take effect April 2, 2016. Roll Call Vote: Ayes – Alderman Bradford, Little, Steele, Neuhaus, Bumbalough, and Neumann. Nays – None. Motion passed. Ordinance #849.

5. Approve camera of storm sewer at 215 Kaskaskia

Alderman Bumbalough made a motion, seconded by Alderman Steele to approve Hoerr Construction to camera the storm sewer at 215 Kaskaskia, for a sum not to exceed $870.00. Roll Call Vote: Ayes – Alderman Bumbalough, Steele, Neumann, Bradford, Neuhaus, and Little. Nays – None. Motion passed.

6.  Approve camera of storm sewers at 618 and 622 LaSalle

Alderman Bumbalough made a motion, seconded by Alderman Bradford to approve Hoerr Construction to camera storm sewers at 618 and 622 LaSalle, for a sum not to exceed $598.00. Roll Call Vote: Ayes – Alderman Bumbalough, Bradford, Little, Neuhaus, Neumann, and Steele. Nays – None. Motion passed.

7.  Approve payment to Brotcke Well & Pump for well rehab

Alderman Steele made a motion, seconded by Alderman Bumbalough to approve a payment not to exceed $38,020.00 to Brotcke Well & Pump for well #4 rehab. Roll Call Vote: Ayes – Alderman Steele, Bumbalough, Neumann, Bradford, Little, and Neuhaus. Nays – None. Motion passed.

8.  Approve payment to Brotcke Well & Pump for discharge

Alderman Steele made a motion, seconded by Alderman Little to approve a payment to Brotcke Well & Pump for re-piping well #4 discharge. Sum not to exceed $8,470.00. Roll Call Vote: Ayes – Alderman Steele, Little, Neuhaus, Bumbalough, Neumann, and Bradford. Nays – None. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Terry McLaughlin, 302 Decatur has submitted a building permit to frame and build a gable roof over his front porch. The permit is being denied due to the square footage not being in compliance with city code. He was advised to get a variance request started at the city office.

Alderman Neumann informed council that Travel Center of America (TCA) has purchased the BP in N. Pekin, and there is a possibility of expansion. Further discussion will occur at the next committee meeting.
