MINUTES

DRAFT PENDING APPROVAL

I. CALL TO ORDER

The meeting was called to order by Dr. Favretti at 9:31 a. m.

II. REVIEW OF PUBLIC COMMENT PROCEDURES

Copies of the public comment procedures were available in the back of the room.

III. APPROVAL OF MINUTES

A motion was made by Dr. Goodheart, second by Dr. Tucker, to approve the minutes of April 12, 2011 as circulated. (Y-8, N-0)

IV. ACTION ITEMS

A. The proceedings of the meeting, including all discussion on nominations, are recorded on digital audio, which is available at the State Historic Preservation Office (SHPO), One Constitution Plaza, 2nd Floor, Hartford, Connecticut. All registration forms are subject to changes made by the board and by the State Historic Preservation Officer. All properties were inspected by a member of the SHPO staff prior to the meeting.

Ms. Vairo reported that for nominations of individual properties, all property owners were notified by certified mail, return receipt requested, of the pending nomination sixty days prior to the meeting. For nominations of districts, the Chief Elected Official of the town or city was notified by certified mail, return receipt requested, of the pending nomination sixty days prior to the meeting. Property owners within districts of less than fifty properties were notified by regular mail of the pending nomination sixty days prior to the meeting. Public information meetings were offered to each city or town in which a district was proposed.

B. Completed National Register Nominations – Stacey

Vairo Reporting

Ms. Saunders recused herself at 9:35.

1. Temple Beth Israel, Killingly (Criteria A, C)

Staff recommends the site for listing. The consultant is Julie Abell Horn of Historical Perspectives, Inc. who spoke on the nomination. Letters of support were received from Dr. David Fetterman, Senator Edith Prague, Senator Donald Williams, Ms. Ray Gawendo, The Reverend Gregory Thomas and Mr. Norman Berman. Mr. Berman, who is a representative of the church, spoke very movingly on the history of the congregation and the community. Mr. Berman also mentioned that letters of support should have been received from the Killingly Historical Society and from Senators Blumenthal, Lieberman and Congressman Joe Courtney. Copies were provided and added to file. Mr. Joel Rosenberg also spoke in favor of the nomination.

A motion was made by Ms. Winters, second by Ms. Tucker, the State Historic Preservation Board approved to list Temple Beth Israel, Killingly, Connecticut, on the National Register of Historic Places. (Y-7, 0-N)

Ms Saunders returned to the room at 9:52.

2. The Bushnell-Dickinson House, Old Saybrook (Criterion C)

Staff recommends the site for listing. The consultant is Tod Bryant, who spoke on the nomination. No letters of support or objection have been received.

A motion was made by Dr. Feder, second by Ms. Winters, the State Historic Preservation Board approved to list The Bushnell- Dickinson House, Old Saybrook, Connecticut, on the National Register of Historic Places. (Y-8, N-0)

3. The Whitfield Cowles House, East Granby (Criteria A, C)

Staff recommends the site for listing. The consultant is Lucas Karmazinas, who spoke on the nomination. No letters of support or objection were received. Drs. Goodheart, Curran and Tucker all commented on the extensive and various collections found within the house and offered the owners advice on potential repositories.

A motion was made by D.r Tucker, second by Mr. Wigren, the State Historic Preservation Board approved to list the Whitfield Cowles House, East Granby, Connecticut, on the National Register of Historic Places. (Y-8, N-0)

4. Union & New Haven Trust Company Building, New Haven (Criteria A and C)

Staff recommends listing of the resource. The consultant is Lucas Karmazinas who spoke on the nomination. CLG information was sent to the City and they concurred with listing. No letters of support or objection were received.

A motion was made by Dr. Feder, second by Ms. Saunders, the State Historic Preservation Board approved to list the Unino & New Haven Trust Company Building, New Haven, Connecticut, on the National Register of Historic Places. (Y-8, N-0)

5. Lakeville Manor, Salisbury (Criteria A, C)

Staff recommends listing. Rachel Carley is the consultant. No letters of support or objection were received.

A motion was made by Dr. Feder, second by Ms. Saunders, to list Lakeville Manor in Salisbury, Connecticut, on the National Register of Historic Places. (Y-8, N-0)

Ms Saunders rescued herself at 11:19 am

6. Lyon House Move Documentation, Greenwich (Criterion C)

Staff recommends approval of move documentation. Jo Conboy of the Greenwich Preservation Trust is the consultant. Mr. Eric Brauer and Ms. Conboy spoke in favor of the documentation. No letters of support or objection were received.

A motion was made by Dr. Feder, second by Ms. Winters, the State Historic Preservation Board approved to the move documentation for the Lyon House, Greenwich, Connecticut, on the National Register of Historic Places. (Y-8, N-0)

Ms. Saunders returned to the room at 11:26.

V. DISCUSSION

The next meeting dates were discussed and a decision was made by vote to change the meeting day from Thursdays to Mondays. The meeting schedule for the remainder of 2013 was decided upon and is as follows: Monday, April 8; Monday, June 17; and Monday, October 21.

VI. REPORT OF THE DHPO

Dan Forrest reported on the addition of a new staff member Todd Levine and on potential new grant programs as well as a new RFP program. Stacey Vairo reported on upcoming nominations.

VII. MOTION TO ADJOURN – a motion was made by Ms. Winters and so moved. All in favor.
