Last week, Aaron Stewart from ODE trained the Southwest Region Tech Prep consultants on the new CTE-26/POS. Here’s an update of this process and details about how the Southwest Regional Center will help you and your districts with the new CTE-26/POS.
CTE-26/POS
As of today, here is what we know about the new CTE-26/POS:
· ODE anticipates rolling out the new CTE-26/POS in November 2015.
· The former process of using the PDF form will no longer be accepted.
· The new CTE-26/POS will be web-based and users will need to have a SAFE account to access the application.
· The district superintendent must authorize access to the CTE-26/POS in Ohio Educational Directory System (OEDS) for anyone who needs access to the CTE-26/POS. ODE will provide additional information on what level of access each individual will need to perform their duties. We will share that with all of our CTPDs once it is available.
· Only CTPD superintendents, or their designee, will be authorized to submit for approval a completed CTE-26/POS to ODE. Tech Prep staff will NOT have the ability to submit a CTE-26/POS to ODE.
· Only ODE consultants will have final approval.
· The owner of the CTE program will start the CTE-26/POS. They will enter local information such as: district IRN, building IRN, pathway code and the secondary pathway including all academic and CTE courses.
· Once the school has completed their part of the process, Tech Prep staff will assist with the postsecondary pathway. Tech Prep will also review the CTE-26/POS. The Tech Prep review will follow a rubric provided by ODE.
· Courses identified as CC (college credit) on the CTE-26/POS are not binding on the college. These courses are only a representation of college credits that can be earned.
· At this time the local superintendent will approve the CTE-26/POS and it will be ready for the CTPD superintendent, or designee, to approve, disapprove or take no action. The CTPD will submit the CTE-26/POS to ODE for approval or disapproval. If the CTPD owns the CTE program, submittal to ODE will be a one-step process.
· All CTE-26/POS for the 2016-2017 school year will be due to ODE by March 1, 2016. Other local deadlines may apply.
Added Enhancements
The new CTE-26/POS, in addition to being web-based, has some nice features:
· ODE has built in edits that will help ensure a quality CTE-26/POS submission. For example: it will check that a minimum of four CTE qualifying courses have been entered.
· There is an active history log, with timestamp, that will indicate who has accessed the CTE-26/POS.
· There is a comment area where information on each CTE-26/POS can be entered as needed.
· There are multiple search options to locate the desired CTE-26/POS.
· It will be possible to format and print various reports
· Some additional features will not be available on the first roll out of the CTE-26/POS but many “bells and whistles” will be added in the near future.
Regional plan to assist districts with the new CTE-26/POS
Over the past several years, the Southwest Region in cooperation with ODE and our secondary partners has held region-wide workshops to assist with the conversion to courses. Most, but not all, pathways are now completed.
As additional pathway courses are created, we will continue to hold region-wide workshops to assist with the conversion. For the FY16 school year, we will offer two regional workshops that will feature hands-on training and a broad overview of process and postsecondary pathway options:
December 10, 12—3 p.m. Sinclair Community College, Building 20, Dayton, Ohio
December 11, 10 a.m. – 1 p.m. Great Oaks Instructional Resource Center, Cincinnati, Ohio

ALSO, this year we will bring the workshop to you. To assist each CTPD and all local, community or charter schools within a CTPD:
· A regional consultant will work with each CTPD to set a date that works best to provide training on the new CTE-26/POS.
· Depending on your needs, we can have one, two or more Tech Prep consultants at your local workshops. Tech Prep consultants will work collaboratively to provide the level of service your CTPD requires.
· We recommend that each CTPD invite their feeder, community and charter schools to this training. This will help facilitate and ensure that your partner schools are meeting your requirements for CTE-26/POS submissions.
· Here is how we have divided the region internally.
o Nancy Brown– Centerville City Schools, Dayton City Schools, Greene County Career Center, Mad River Local School District, Miami Valley CTC,
o Rita Graf– Lawrence County JVSD, Ohio Valley Local School District, Pike County JVSD, Scioto County JVSD, Southern Hills Career Center
o Terry Benedict– Cincinnati City School District, Great Oaks Institute of Technology, U.S. Grant JVSD
o Katie Bauer and Terry Benedict—Butler Technology & Career Development, Hamilton City School District, Warren County JVSD
If your CTPD wants any additional Tech Prep consultant support at these workshops, please let us know and we will do our best to support your request. The Southwest Region consultants will also assist with pathways that are not available in our region.
· As a reminder, the CTE-26/POS is due by March 1, 2016, for the following pathways:
o Any new pathway(s) that you are adding for 2016-2017
o Agriculture and Environmental
o Marketing
o Health
o Education
o FCS (Family and Consumer Sciences) although not on the original ODE schedule was added for submission by ODE. FCS will have its own CTE26 process that will not require a POS. If a POS is available (with a postsecondary pathway) it can become a part of the CTE26.
· If two or more CTPDs find it beneficial to host a joint training, that is an option that can be provided.
· Due to potentially large numbers of Ag and FCS CTE26s that need to be submitted this year, each CTPD should consider local needs when determining preferred format and local deadlines.
· Computers for all attendees will be essential to this training. All who attend will need to have these items completed or available for the training:
o SAFE account
o Access to the CTE-26/POS provided by the appropriate superintendent
o Information on the academic and CTE courses they need to enter on the CTE-26/POS for grades 9 – 12 and 7 and 8th if doing a middle school pathway.
o Pathway Code (ODE or Tech Prep can assist if you are unsure of the appropriate pathway code you desire)
o District and Building IRNs
Articulation Agreement (Bilateral Articulation Agreements)
Southwest Region consultants will continue to assist with your articulation agreements. Due to the curriculum changes at the secondary and post-secondary levels and bilateral guidelines we are now updating agreements.
Articulation Agreements are contracts with the college for students who meet specified academic requirements. The courses that are eligible for articulation are identified within the agreement. Secondary schools must submit verification of student’s eligibility to receive credit(s). The student must enroll in the college to receive these credits.
CTAGs
The Southwest Region will continue to work with Rob Speckert, regional CTAG validation coordinator, to support regional CTAG needs. Workshops or individual consultations are available.
As future CTANs are released by ODHE (Ohio Department of High Education formerly OBR (Ohio Board of Regents), the Southwest Region will notify you and provide the appropriate support.
CCP (College Credit Plus)
Each CTPD will continue to work with their postsecondary partners per local processes. CCP courses can and should be included in your CTE-26/POS where applicable.
ODE or ODHE workshops
The Region will continue to offer regional workshops for ODE and ODHE as requested by these agencies.
