Reid W. Chave______Mt. Pleasant, SC
Reid W. Chave is serving on the NACCAS Board of Commissioners completing a five-year term this year. He has served on the Executive committee for three years and is currently the 2nd Vice Chair. Mr. Chave is also a member of the Standards and Policy Committee, the Academic and Institutional Changes Committee, and is the Chair of File Review Team 3. He has also served on various ad hoc and other committees such as Chair of Educational Quality and Compliance and Nominating Committees. Mr. Chave was originally elected as an academic commissioner, but became a public interest commissioner during his term to accommodate a change in the NACCAS By-Laws.
He currently holds the position of adjunct faculty member and academic director at the Charleston, SC, campus of Park University, Parkville, MO. He has instructed over 100 courses online in the distance-learning program in criminal justice, management, and interpersonal communication as part of online degree completion programs. Since 1987, Mr. Chave has served as an evaluator and program specialist on evaluation teams conducting accreditation evaluations for the Accrediting Council for Independent Colleges and Schools (ACICS). He has participated in 82 accreditation visits in 25 states and Ireland.
Mr. Chave had an active career in the field of law enforcement as a special agent, instructor, administrator, and consultant. He was previously the Director of Certification and Standards for the Ohio Peace Officer Training Commission within the Office of the Attorney General. Mr. Chave is a graduate of the University of Maryland, and has masters degrees in education and management and supervision from Boston University and Central Michigan University.
Grace Lawson______McAllen, TX
Grace Lawson has been interested and involved in the cosmetology industry for over 20 years. She has served as a NACCAS school evaluator for more than 12 years. She has been selected as a special evaluator and has provided bilingual English/Spanish services as needed. Ms. Lawson has held the position of Executive Director of LRGV Community Health Management Corporation, Inc., located in McAllen, TX, since 1999. She received her Bachelor’s degree in Economics from Goshen College, Goshen, IN in 1973. In 1995, she began her course work towards her Master’s degree in Adult Education. Her Master’s thesis is pending.

Ms. Lawson achieved one of her goals in 2007, when she established a grant funded wellness center that compliments the traditional primary health component. The center provides both traditional and holistic methods and facilitates overall health and well being in a setting that is affordable to the uninsured of her community.

Bill Hancock______Wichita, KS___
Bill Hancock is presently the owner and director of B Street Design School of International Hairstyling with locations in Wichita and Topeka, KS. He has been associated with the cosmetology profession for 15 years. Mr. Hancock received his Bachelor’s degree in 1972 from Fort Hays State University. He also completed the Wichita State University Executive Training Program in 1998. He is a member of the American Association of Cosmetology Schools (AACS) and the National Cosmetology Association (NCA).
Mr. Hancock served as a Commissioner on the Sedgwick County Board of Commissioners for 12 years prior to leaving and working full time at Classic College of Hair Design with his partner Mary Kay Mitchell. He has been actively involved in statewide associations as a member of the Kansas School for Effective Learning Board of Directors, Chairman of the Sedgwick County Board of Commissioners, President of the Kansas County Commissioners Association, Kansas State Board of Cosmetology and the Governors Task Force on Privatization.
Jessica Wolman______Scottsdale, AZ_
Jessica Wolman is presently the owner, vice-president, and secretary treasurer of Olympus, Inc., I.T.S. Academy of Beauty, and International Academy of Beauty with 17 locations in New Mexico, Oklahoma, Texas, and Arizona. She has been in the cosmetology school industry and hair care manufacturing business for over 25 years. Ms. Wolman received her Bachelor of Arts degree in 1975 from Point Park College in Pittsburgh, Pennsylvania. She also attended graduate school at Temple University, Philadelphia, Pennsylvania.
Ms. Wolman is directly involved and oversees the day to day operations of the 17 campuses including admissions, financial aid as well as advertising and marketing.

Cynthia Becher______Fort Dodge, IA
Cynthia Becher is presently the owner of La’James International College with locations in Iowa, Illinois, and Nebraska. She has been in the cosmetology industry for over 40 years. She was instrumental in the conception and development of the Cosmetology Educators Association (CEA), a national organization for cosmetology educators and the continuing education thereof. She has served on the American Association of Cosmetology Schools (AACS) national board, and currently serves on the advisory boards of Pivot Point International, Iowa Association of Cosmetology Schools and the Iowa Coordinating Council representing specialized education.
Ms. Becher was awarded the 2007 Educational Service award for Outstanding Services to Business and Education from the Iowa Business and Education Association.
Phillip Stewart______Indianapolis, IN
Phillip Stewart is presently the co-owner (with Judith Stewart) of PJ’s College of Cosmetology, with locations in Carmel, Brownsburg, Clarksville, Richmond, IN and Crestwood, Ky. He has worked in the cosmetology industry for more than 40 years. He is also a practicing attorney with his law firm located in Indianapolis, Indiana. Mr. Stewart is currently the Chairman of the Executive Committee of the NACCAS Board of Commissioners. He has been on the NACCAS Board of Commissioners since 2004. Mr. Stewart has served on all existing committees of the Commission and was instrumental in guiding NACCAS through its re-recognition process with the United States Department of Education.

R. Terry Blackwell______Covington, LA
R. Terry Blackwell is president and C.E.O. of Beauty Basic Inc. which owns 8 NACCAS-accredited Aveda Institutes in Louisiana, Texas, Georgia, Alabama, and North Carolina.
He is the managing partner responsible for developing a small cosmetology school purchased in 1997 into a chain of nationally recognized Aveda Institutes. He received his Bachelor’s degree from Southeastern Louisiana University in 1971. He is a 1977 graduate of L.S.U. Banking School of the South. He was the Chief Financial Officer of Neill Corporation, the largest Independent Aveda Distributor from 1990-1997.
Mr. Blackwell is the past president and four term board member of the Hammond Chamber of Commerce. He is a current board member of the Neill Corporation.
James S. (Jim) Goins, Jr.__ Shreveport, LA
Jim Goins is vice president of Pat Goins Beauty Schools with locations in Bossier City, Ruston, and Monroe, LA. He has worked in the family business since 1986. He is a graduate of LA. Tech University. He is a member of the Louisiana Association of Cosmetology School (LACS). He served on the board of directors of the American Association of Cosmetology Schools (AACS) from 1990 until 2004. In July of 2004, he resigned his board position at AACS in order to receive an appointment as a zone commissioner with the National Accrediting Commission of Cosmetology Arts & Sciences, Inc. (NACCAS). Mr. Goins is the Immediate Past Chair of the Executive Committee of the NACCAS Board of Commissioners.
Mr. Goins has been active and is well known in the cosmetology school profession on a local, state and national basis. He has represented the National School Owners Association by testifying before the U.S. Department on several occasions. He has also testified before legislative committees at the Louisiana Legislature on several occasions representing LACS. He served as Treasurer of NACCAS prior to serving as Chairman.

Stuart L. Arnheim __ Fairfield, CT
Stuart Arnheim has been in proprietary education for over 30 years. He is presently the president and owner of Brio Academy of Cosmetology with 7 locations throughout the State of Connecticut. He has served as a School Owner Evaluator for NACCAS for 15 years and has had the opportunity to visit over 100 institutions for candidate, initial, renewal and change of ownership purposes. He has served on the NACCAS Commission Appeals Committee as a panelist in 2006 and was the Chair in 2007. He currently serves on the NACCAS Advisory Committee. He also was a constituency representative at the NACCAS Community Call for Comment in May 2007. He was appointed as a constituency representative for 2008, but had to cancel due to medical reasons. He was involved in Team Leader Training in May 2008.
Mr. Arnheim represents the State of Connecticut on the State Relations Committee for the American Association of Cosmetology Schools (AACS). He is a past Education Chair for Connecticut State Accredited Cosmetology School Association and served on the National Advisory Committee for Milady Publishing. He has a thorough working knowledge of NACCAS and Department of Education’s standards of compliance and can be proud that Brio Academy has never had a limitation cited by any evaluation team during any type of visit since it creation in 1992.
