SALARY/GRADE:£24,000 - £28,000 per annum, depending on experience

Job Purpose

Supervised by and working closely with the Chief Executive Officer of the Cornwall Youth Work Partnership (CYWP), the Accreditation Development Manager will be responsible for building the capacity of CYWP members in delivering accreditation and qualification opportunities to young people who are NEET, or at risk of becoming NEET. This will be achieved through a focus on CYWP’s mission to provide advocacy, brokerage, communication and development opportunities and increasing CYWP members’capacity to improve the lives of young people in Cornwall. The post has six main areas of responsibility:

  • ProvidingCYWP’s strategicoverview and leadershipin the field of young people’s vocational and non-formal training, working with the CEO.
  • Mapping current delivery and identifying partnership opportunities using relevant local and national intelligence to assist members to be better prepared and able to adapt programmes to suit changing needs
  • Capacity building by offering support, advice, information, training and guidance to help CYWP members improve the impact of their work with young people in Cornwallwho are NEET and seeking vocational opportunities
  • Coordinating activity across the voluntary sector to improve the impact of members’ work with young people and provide a more sustainable service
  • Communicatingand liaising as appropriate with a range of stakeholders in Cornwall and beyond to improve and influence provision for 14 – 19 year olds who are NEET, or at risk of becoming so
  • Identifying and drawing down funding from a range of statutory and non-statutory sources to continue this work in the longer term and provide additional resources for members to utilise in their programmes

Duties

1.Strategic overview and leadership

  • To provide a strategic overviewof the 14-19 vocational field to Cornwall Youth Work Partnership and its members, working with the CEO, Trustees and relevant others to develop strategies and programmes to meet current and future requirements, especially after Convergence programmes end in 2013 and the RPA changes begin to shape provision in Cornwall

2.Mapping and research

  • To create an up to date map of provision across members and beyond, identifying

-The types and levels of programmes and qualifications on offer to young people

-Staff and organisational training need, and what’s on offer across the sector, including PTTLS, CTTLS, DTTLS and other relevant courses

-Opportunities to avoid duplication and encourage a pooling of resources to maximise uptake between members

  • Gathering essential data from national sources and combining this with local intelligence toidentify gaps and better equip members to improve their programme offer to young people
  • Assisting members to find answers to operational issues through intelligent research and enquiry

3.CapacityBuilding

  • Providing ( through a variety of methods) advice, information, support and guidance on a range of issues relating to awarding bodies, qualifications and their verification, quality standards, progression opportunities for young peopleand additional funding for the same
  • To provide directly or through others staff development and training opportunities to enhance and develop members’ provision
  • To provide assistance to members to maximise uptake and effectiveness of the National Citizens Service programme, helping ensure that young people at risk do not become or remain NEET following the programme, making positive transitions to appropriate provision

4.Coordination of activity

  • To provide a coordinating point through CYWP to ensure a more effective, efficient and economic use of resources; to seek to match need to provision, to pool resources and opportunities from across the sector and wherever possible provide a more sustainable service to young people
  • To enable members to formulate and express their concerns collectively, providing through CYWP “one voice” which can speak clearly and influentially with stakeholders, funders and other relevant organisations in Cornwall or further afield
  • To work in partnership with the Cornwall Council Youth Service Accreditation Coordinator to maximise effective practice in the youth work sector in Cornwall

5.Communication

  • Ensuring representation of CYWP on a range of appropriate bodies in the county in order to keep members wired up to key decision makers
  • To promote greater collaboration between CYWP members and other key players, including the local authority, the Learning Partnership and Careers South West; schools and academies; colleges; health service organisations and employers;DWP and SFA; and other Cornish voluntary sector providers not currently in CYWP membership
  • To use all forms of communication (in house and external) to promote and publicise the work of members and keep all parties updated on progress

6. Funding

  • With the CEO, Trustees and members, identify and obtain sufficient fundsto continue and develop this work into the future, cognisant of major changes to Convergence Programmes in Cornwall from 2013 onwards and the impact of RPA in the medium term
  • Find and organise the distribution of small sums of money to provide the “extra mile fund” to assist young people on members’ programmes to enhance their progress through attendance at new and relevant development opportunities
