MINUTES OF THE MEETING OF BILSBY & FARLESTHORPE PARISH COUNCIL

HELD IN HOLY TRINITY CHURCH, BILSBY

ON 6th NOVEMBER 2014.

Present: Councillors Morley, Wilson-Brown, Cooper, Iredale, P Maplethorpe, J Maplethorpe and Bailey.

Compliments to the Parish Church Council for the church path.

The signed Back Lane passing places need to be resurfaced and potholes filled when the work to resurface the road is carried out. Clerk to check with highways if and when the work is scheduled LC

64. a.Wi-Fi at Church – Cllr P Maplethorpe will ask PCC whether they will consider arranging this.

b.Ideas for December Newsletter – Cllr P Maplethorpe will contribute an item regarding events at the church. Delivery of the Newsletter will be at the same time as the “Group Messenger”.

CORRESPONDENCE

65.a.ICE (In Case of Emergency) templates which fit into Car Tax Disc Holders are being promoted by Lincolnshire police.

b.Letter from ELDC – Improving Planning Performance

Changes in Government legislation which may have an impact on East Lindsey District Council.

If an authority loses more than 20% of major applications at appeal it can be placed in “special measures”. These measures enable any applicant to apply directly to the planning inspectorate for a decision.

Authorities are assessed on a two year period.

The current position at ELDC is as follows (planning appeals over 2 year period August 2012 to August 2014.)

There have been 9 major appeals determined:6 were allowed, 3 were dismissed.

4 of the appeals allowed were for major housing schemes and were recommended for approval by the planning officer but refused at committee. 1 was for Gayton le Marsh Wind farm, the other was a variation to conditions so does not count against the authority.

In effect 5 out of 9 major appeals went against ELDC a loss rate of 55% well above the 20% set by the Secretary of State. This is a serious situation.

ELDC are holding a Reserved Members Day 17th November(for ELDC Councillors) to provide an update on the Local Plan and discuss planning matters. Notes of the meeting will be posted on the Parish portal.

FINANCIAL.

66.a.To formally agree the purchase of a wreath for Remembrance Sunday.

Resolved to agree purchase.

b.To approve accounts for payment.

Resolved to approve payments totalling £149.29.

UPDATE ON PROGRESS FOR THE CLEANING AND RESTORATION OF BILSBY WAR MEMORIAL.

67.One quote received which will be taken to the PCC by Cllr P Maplethorpe to see if a church

faculty is required.PM

Resolved that a second quote be obtained by the clerk.LC

PLANNING AND DEVELOPMENT.

68.Amendments to Asserby Wind Turbine development.

Resolved that the original objections should be resent.

69.a. Agenda items for December – Wi-Fi, War Memorial.

b.It was noted that the drain on the A1111 near the junction with Thurlby Road had been repaired.
