Inland Team Leader

This important operational post will have direct responsibility for the day to day management of a team of Countryside Rangers. The role will be to effectively and efficiently manage all inland sites, resources and operations as detailed in the Trust’s Services Agreement with Fife Council.

The post will be required to lead on the delivery of several large scale projects as part of the Trust’s commitment to the Living Lomonds Landscape Partnership.

The post will be based at Lochore Meadows Country Park but will involve travel between the Trust’s other bases throughout Fife.

Job Purpose

  • To ensure the delivery of the relevant sections of the Trust’s Services agreement with Fife Council in particular specificoutdoor recreation, site management, financial management and securing external funding in relation to the Inland staff managed area covered by the Trust including the HLF Living Lomonds Landscape area
  • The constant and ongoing development of the Inland Team to ensure it meets the needs of the sites managed by FCCT and that it is able to deliver required outcomes as detailed in the Services agreement to the highest professional standards.
  • Responsibility for the day to day running and supervision of the Inland Teamproviding effective leadership, good communication and regular, practicalsupport.
  • Work as part of the FCCT management team, providing management reports and promoting and implementing a culture of good practice and sound business management principles at all of the Trust’s sites.
  • Promote awareness of responsible access to the countryside and all the Trusts activities.
  • Manage all related assets within agreed budgets and operate in a cost effective manner.
  • To maintain and improve all FCCT agreed sites, routes, access, signage and infrastructure.

Key Responsibilities

  • Managing the Inland Team carrying out required performance reviews and monthly one-to-one’s, communicating positive site development and showing personal accountability for success.
  • Set and monitor work programmes for the Inland Team to ensure the effective delivery of the Trust’s obligations under its Services Agreement with Fife Council ensuring the identification and completion of management and maintenance requirements and other project work.
  • Co-ordinate the day to day running of the InlandTeam and ensure that all internal Trust policies and procedures, processes and controls are adhered to including performance management, absence management etc.
  • Ensure the successful delivery of the Living Lomonds HLF project by supporting key staff and directing work plans accordingly. Acting as the theme lead for Wild Places and Exploring the Lomonds and delivering key projects within the LLLP Programme.
  • Assess and monitor staff training ensuring that staff involved with plant and other equipment are adequately trained and provided with the necessary certificates of competence. Ensure the personal development of all direct reports.
  • Offer advice and support related to outdoor recreation and site management activities, providing guidance to improve the visitor experience.
  • Promote and ensure Health & Safety at Work being responsible for the well being of all FCCT staff and all FCCT assets and/or liabilities at all FCCT sites. Ensuring that repairs, maintenance, changes or removals are dealt with in accordance with Trust guidelines. Ensure appropriate Health and Safety policies and procedures are in place and regularly reviewed including Site, Risk and COSHH assessments.
  • Ensure the provision of fit for purpose equipment, assets and vehicles as well ensuring it is effectively managed and maintained..
  • Participate in staff recruitment where required.
  • Have responsibility for Project Management of minor / major projects by external contractors as appropriate.
  • Manage related budgets, pursue variances between actual and anticipated budget expenditure and income and make recommendations to reallocate resources within the team in consultation with Trust’s Management Team.
  • Liaise and work closely with managers and staff in FCCT, Fife Council, SNH, The Forestry Commission, Scottish Water, Local Councillors, internal and external stakeholders, communities, voluntary bodies and other agencies to ensure a joined up and seamless approach to countryside service development and provision.
  • Be the link officer for the delivery of an existing SLA with Scottish Water.
  • To support the effective delivery of current and new projects undertaken by the team and wider Trust.
  • Attend and represent the Trust at a variety of meetings in relation to access – Fife Environmental Partnership, CSGN, L&FGN and Lochore Meadows Advisory Group
  • Develop and deliver a sustainable annual events programme to promote the Inland facilities and other key sites as appropriate
  • Work closely with Coastal Team Leader to develop the Pilgrim’s Way Project.
  • Manage, co-ordinate and support the Inland Team in sourcing new funds for relevant projects whilst working with and building relationships with external corporations and businesses ensuring that these activities are recorded and reported to the Trust Management.
  • PromoteThe Trust’s Big Green Footprint Scheme.
  • Undertake audits of the sites and paths and their usage within the designated area in accordance with and for the purpose of assessing current quality of service provision and methods of delivery. Assist with the analysis and evaluation of results and report on them.
  • Attend and provide reports to a variety of meetings – Fife Council FCCT Liaison Group/ LHRP Partnership, FCCT Boardand relevant sub groups.
  • Provide quality usage figures to the CEO for sites, paths under the Inland Team remit.

The Person

The successful candidate will have a proven track record in leading a professional team. They should be able to demonstrate an extensive level of practical outdoor recreation and countryside experience including knowledge of land management, bio-diversity, events, and Scottish outdoor access code and legislation. Should be educated to BSc level in a relevant field. A Post Grad Diploma or MSc in a specific recognised Countryside skill would be an advantage.

There is a direct requirement that the post holderhas the skills and the capacity tobe able to travel throughout Fife independently.

General

A current normal working week is 36 hours Monday to Friday inclusive. However this post has a requirement for out of hours working which is normally on a planned basis involving evening and weekend working for the purpose of delivering client and stakeholder requirements. This will be covered by an unsociable hour’s payment in addition to the normal salary. Team Leaders are also included in an on call duty manager rota for the Trust.

A Flexible working arrangement is in operation and any time worked above the normal 36 hour week is compensated for by time off in lieu but is not encouraged.

Holiday entitlement is currently 24 days plus 8 days Public Holidays (rising to 25 days after the completion of five years’ service)

A vehicle will be provided but as an environmental charity we encourage vehicle sharing.
