Background
The 2016 Fodder Aid Scheme is being implemented in response to the long term damage to fodder supplies arising from the period of protracted flooding in December, 2015 and January, 2016. The scheme aims to compensate farmers in approved cases for the direct replacement cost in instances where genuine damage to silage, hay, concentrates or straw has been caused by the flooding in December2015 / January 2016.

Terms and Conditions:
- Financial aid will only be paid in instances where genuine damage to silage, hay, concentrates or straw was caused by the flooding in December 2015 / January 2016. The scheme compensates for the direct replacement cost of replacing such damaged silage, hay, concentrates or straw.
- Applications must be submitted by Jan 22nd2016.
- All applications will be subject to an on-farm verification by the Department of Agriculture, Food and the Marine and the damaged fodder must be evident at the time of inspection in order for an applicant to be eligible for aid under this scheme.
- Aid will not be payable where flood damage to fodder is covered by the farmer’s insurance policy.
- In the event of eligible applications in excess of the total budget availablefor the Scheme being received, the Department of Agriculture, Food and the Marine will implement reduced payments as appropriate.
- All payments will be subject to the EU rules regarding deminimis aid.
- No aid will be payable in respect of applications where the total claim is less than €100.
- Payment will only issue to holdings with livestock.
- Application of the Terms and Conditions are at the discretion of the Minister for Agriculture, Food and the Marine.

State Aid - De minimis Regulations
Financial assistance under the Fodder Aid Scheme 2016 is paid in accordance with Commission Regulation (EU) No 1408/2013 (de minimis aid in the agricultural production sector)
Eligibility to receive funding under the Fodder Aid Scheme 2016 is dependent on the applicant remaining within the €15,000 individual aid limit in the 2014-2016 fiscal years, as set out in Commission Regulation (EU) 1408/2013. Where any aid awarded exceeds this amount, no payment will issue.
The Department of Agriculture, Food and the Marine reserves the right to carry out the relevant administrative checks required to ensure compliance in this regard.
