Members Present: Mr. Mike Conklin Chairperson, Mr. Mike Ahern, Mr. John Randlett, and Mr. Neil McIver

Members Absent: Mr. Bill Bolton

Others Present: Mr. Paul Freitas, Mrs. Anne Abear

6:00 pm. Mr. Mike Conklin called the meeting to order and Mr. Randlett led in the Pledge of Allegiance.

Approve Minutes:

·  BOS Non-Public W/S February 13, 2017

Mr. Ahern made a motion; seconded by Mr. McIver to approve these minutes. All in favor, Mr. Randlett abstaining.

Announcements:

o  The Select Board will meet on the following dates:

Regular meetings – 6:00PM: Monday, March 13th and 27th, 2017.

·  Work review sessions prior to the regular meeting will start at 5:00PM

·  Town Elections Tuesday, March 14, 2017 from 8:00AM – 7:00PM Plymouth Elementary School.

·  Town Meeting Wednesday, March 15, 2017, 7:00PM Plymouth Elementary School

All of the above meetings will be held in the Town Hall, unless otherwise posted

·  Citizens wishing to be listed on the Select Board’s Agenda should notify the Town Hall before 12:00 PM the Friday before the scheduled meeting.

·  Road bans for the Town of Plymouth will be in effect from March 1st through May 1st, 2017. Mr. Conklin read a listing of roadways.(Notice attached)

·  Pemigewasset River flood watch is in effect until further notice.

Chairman’s Comments:

Mr.Conklin read a resolution to enter Primex CAP for Workman’s Compensation (attached). The CAP will not increase more than 8% over 3 years.

Mr. Ahern made a motion, seconded by Mr. Randlett, to accept this resolution with Primex. All in favor.

Committee Reports:

·  Mr. McIver attended a Conservation Commission meeting. Discussion regarding projects to assess culvert and stream crossings ensued. Collaboration with the University and funding from North Country Council will be explored. There is concern regarding the flow from Blackberry Pond to Tenney Mountain Highway. Drainage needs to be looked at because there has been more hydraulic flow due to storms and development. Another concern is the high rate in turtle kills. Tenney Mountain Highway needs adequate wildlife corridor crossings and drainage. The Baker River is a large wild life habitat. Ecotourism in the community would be a boost to the local economy and something to be explored. There is a habitat for box turtles on the oxbow, behind the ice rink. A collaborative inventory between Holderness, Ashland, PSU and Plymouth will be considered. Another concern is the mass migration of Jefferson blue spotted salamanders and yellow spotted salamanders crossing the road. It was suggested that signage be put up, cautioning people. Trail maintenance is ongoing, and Earth Day is April 22, 2017.

·  Mr. Ahern attended a business after hours for the Chamber, at Woodsville Guaranty Savings Bank. It was very well attended.
