IS SEEKING THE SERVICES OF A FULL-TIME

BY-LAW ENFORCEMENT/CANINE CONTROL OFFICER

The Corporation of the Township of Brock, with a population of 12,000, is primarily a rural municipality situated on the shores of Lake Simcoe. The municipality is home to three urban centres (Beaverton, Cannington, Sunderland), hamlets, rural, and shoreline residential areas.

Reporting to the Municipal Clerk, the By-law Enforcement/Canine Control Officer is responsible for the overall administration of by-law enforcement and canine control services within the municipality in accordance with applicable provincial legislation. In this full-time position, you will be responsible for the following:

  • administer, enforce, and educate the public on a wide range of by-laws (canine control, property standards, traffic, zoning, noise, etc.) to achieve compliance;
  • perform site inspections related to by-law enforcement and license issuance (including kennels);
  • perform various administrative duties including the training, directing, and management of three part-time staff and other appointees, POA reporting, record-keeping, compilation of evidence, and maintenance of the animal shelter;
  • administration of line fence disputes, livestock valuers, and school crossing guards;
  • preparation of court documentation and attendance before the courts and other administrative tribunals to give evidence;
  • undertaking research, preparation of reports, and attendance before Council as required;
  • provide interpretations of a number of municipal by-laws for the public;

The ideal candidate will have the following minimum qualifications:

  • 5 - 7 years progressively responsible experience within a municipal setting;
  • a Community College diploma in a field directly related to municipal by-law enforcement;
  • a working knowledge of the Ontario Court system together with a number of Statutes;
  • excellent interpersonal skills including the ability to communicate with the public in a professional and courteous manner to achieve by-law compliance as well as the ability to work with other law enforcement agencies in a co-operative manner;
  • excellent oral and written skills and the ability to be meticulous and detailed-oriented;
  • the ability to work flexible hours which may include nights and weekends on an occasional basis;
  • the ability to work independently both within an inside and outside environment;
  • a valid Ontario Driver’s Licence (Class G) with a clean abstract;
  • the use of a personal vehicle subject to the receipt of mileage expenses from the municipality;
  • an operating knowledge of computer software relative to this position;
  • Certification of as a Municipal Law Enforcement Officer would be considered an asset.
