JOB PURPOSE:
The Lay Member with a lead role in championing patient and public involvement (PPI) on the North East Hampshire and Farnham Clinical Commissioning Group governing body brings specific expertise and experience, as well as their knowledge as a member of the local community, to the work of the governing body. The Lay Member (PPI) helps to ensure that, in all aspects of the CCG’s business the public voice of the local population is heard and that opportunities are created and protected for patient and public empowerment in the work of the CCG.
As a member of the governing body, the Lay Member (PPI) has a shared responsibility for ensuring that the CCG exercises its functions effectively, efficiently, economically, with good governance and in accordance with the terms of the CCG constitution. The Lay Member (PPI) provides an independent view of the work of the CCG that is external to the day-to-day running of the organisation and in particular ensures that:
- public and patients’ views are heard and their expectations understood and met as appropriate
- the CCG is supported to build and maintain an effective relationship with the Local Healthwatch and draws on existing patient and public engagement and involvement expertise
- the CCG has appropriate arrangements in place to secure public and patient involvement and responds in an effective and timely way to feedback and recommendations from patients, carers and the public.
The role is key along with the rest of the governing body in ensuring that North East Hampshire and Farnham CCG acts in the best interests of the health of its patient population at all times and that it commissions high quality services which are responsive to the views of local people, improve patient outcomes, secure the best use of public money and are inline with the NHS Constitution.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
- Championing patient and public involvement within the North East Hampshire and Farnham Commissioning Group governing body and wider membership
- Helping to ensure that, in all aspects of the CCG’s business the public voice of the local population is heard, expectations understood and where appropriate, met
- Create and protect opportunities for patient and public empowerment in the work of the CCG
- Support the CCG to build and maintain an effective relationship with Local Healthwatch and draw on existing patient and public engagement and involvement expertise
- Bring specific knowledge as a member of the local community, to the work of the governing body
- The CCG has appropriate arrangements in place to secure public and patient involvement and responds in an effective and timely way to feedback and recommendations from patients, carers and the public
- Demonstrate commitment to continuously improving outcomes, tackling health inequalities and securing the best use of public money
- Embrace effective governance, accountability and stewardship of public money and demonstrate an understanding of the principles of good scrutiny
- Demonstrate commitment to clinical commissioning, the CCG and to the wider interests of the health services
- Provide appropriate challenge across the governing body
- To give an unbiased view on possible conflicts of interest
- Contribute to ensuring that the governing body remains “in tune” with the member practices and in the development of a culture where the voice of the member practices is heard and the interests of patients and the community remain at the heart of discussions and decisions
- Represent and uphold the values of the CCG and be an appropriate role model, promoting equality and diversity for all its patients, staff and other stakeholders
- Uphold The Nolan Principles of Public Life and the values set out in the NHS Constitution demonstrating them in personal conduct and the development of the culture of the CCG
- Uphold the proposed Standards for members of NHS Boards and Governing Bodies in England as currently being developed by the Council for Healthcare Regulatory Excellence
- Contribute to ensuring that the organisation values diversity and promotes equality and inclusivity in all aspects of its business

Experience
Track record of successfully involving patients, carers and the public in the work of a public sector organisation / E
Experienced at working in a collaborative decision-making group such as a board or other ‘board level’ committee working / D
Experience of competently chairing meetings / E
Knowledge & understanding
Demonstrable understanding of local arrangements for listening and responding to the voices of patients, carers and patient organisations / E
Have an understanding of effective involvement and engagement techniques, and how these can be applied in practice / E
General understanding of health and an appreciation of the broad social, political and economic trends influencing it / D
A general understanding of good governance and of the difference between governance and management / E
