PLEDGE
The City Council meeting was opened with the Pledge of Allegiance led by Mayor Dearborn.
CALL TO ORDER
The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.
ROLL CALL
The following Aldermen were present for Roll Call: Alderman Steele, Neuhaus, Little, Bradford, Bumbalough, and Neumann.
Also present were Treasurer Babb, Clerk Worent, Police Chief Elliott, Public Works Director Ghidina, Fire Chief Fortier, Deputy Clerk Ratliff, and Attorney Tibbs.
Office Manager Minson was absent. Engineer Good was absent.
PRESENTATION OF JOURNAL OF PROCEEDINGS
Alderman Little made a motion, seconded by Alderman Steele to approve the regular minutes of October 26, 2015 with the following correction: Fire report will be moved from Law Enforcement to Fire. Roll Call Votes: Ayes-Alderman Little, Steele, Bumbalough, Bradford, Neuhaus, and Neumann. Nays – none. Motion passed.
Alderman Bumbalough made a motion, seconded by Alderman Neuhaus to approve the executive minutes of October 26, 2015. Roll Call Votes: Ayes- Alderman Bumbalough, Neuhaus, Little, Bradford, Neumann, and Little. Nays - none. Motion approved.
REPORTS OF CITY OFFICIALS
Mayor
A Letter of Understanding has been received from IDOT regarding the modernization of the traffic light at the bottom of the hill at Rte 29/LaSalle. Attorney Tibbs reviewed the letter. Mayor Dearborn will sign the letter and send it back to IDOT. A copy is available at the city office.
Clerk
We have received an invitation to a Lunch and Learn Event presented by Ameren Illinois. It will be Wednesday, December 2nd from 11:30 a.m. to 1:30 p.m. at the Ameren Operating Center in Washington, IL. Information is available at the city office if anyone wishes to attend.

CITIZENS WISHING TO ADDRESS THE COUNCIL
Mrs. Colene Lickiss expressed thanks for all the work done on the flagpole and bench memorial. She presented the Mayor with a $50.00 donation towards the Glenn Roberts memorial sign.

Water and Sewer - Alderman Steele

Law Enforcement – Alderman Bradford

Streets - Alderman Bumbalough
Street sweeping began today.
A mock-up of the Glenn Roberts memorial sign was shown to council. It will be decided at the next committee meeting where to place it. The cost is $54.25. Approval to submit order will be on the 11/23/15 agenda.
Public Buildings/Parks – Alderman Neuhaus
The restroom at Marquette Park is now closed for the season.
The Lickiss memorial dedication will be November 14th at 11:00 a.m., at Independence Park.
Fire – Alderman Neumann
No report.
Finance
Alderman Little made a motion, seconded by Alderman Steele, to approve paying the bills: General Fund: $107,158.61, Motor Fuel: $-.0-, Wheel Tax: $871.71, Water: $35,229.55, Sewer: $25,337.45, Water Replace: $-0-, IMRF: $1,788.23, and Social Security: $1,867.92. Roll Call Vote: Ayes – Alderman Little, Steele, Bumbalough, Neumann, Bradford, and Neuhaus. Nays - None. Motion passed.

NEW BUSINESS
1. Approve handheld software maintenance agreement
Alderman Steele made a motion, seconded by Alderman Little, to approve a Ferguson Waterworks payment of $1,204.96 for annual ARB N SIGHT handheld software maintenance agreement. Roll Call Vote: Ayes – Alderman Steele, Little, Neuhaus, Bradford, Bumbalough, and Neumann. Nays-None. Motion passed.
2. Approve Street Foreman’s raise
This item was tabled at this time.
3. Approve Tazewell County Intergovernmental Agreement
Alderman Bradford made a motion, seconded by Alderman Neuhaus, to approve the 2016 Tazewell County Animal Control Intergovernmental Agreement for $3,210.00. ($267.50 per month). Roll Call Vote: Ayes – Alderman Bradford, Neuhaus, Neumann, Little, Steele, and Bumbalough. Nays-None. Motion passed.
4. Approve annual payment to IMLRMA
Alderman Little made a motion, seconded by Alderman Neumann, to approve the 2015 Illinois Municipal League Risk Management Association payment of $89,329.68. This reflects 1% discount for early payment. General Fund to pay $56,950.94. Water/Sewer to pay $32,378.74. Men’s Club to reimburse General Fund $1,883.00. Roll Call Vote: Ayes – Alderman Little, Neumann, Bumbalough, Steele, Bradford, and Neuhaus. Nays-None. Motion passed.
5. Approve payment to Altorfer
Alderman Neumann made a motion, seconded by Alderman Bradford to approve a $1,508.58 payment to Altorfer for thermostat repairs and labor on Fire Engine #313. Roll Call Vote: Ayes – Alderman Neumann, Bradford, Neuhaus, Bumbalough, Steele, and Little. Nays- None. Motion passed.
6. Approve payment to Centre State International
Alderman Bumbalough made a motion, seconded by Alderman Steele to approve a $1,082.80 payment to Centre State International for towing, diagnosis, steam cleaning, and repairs on the little dump truck #316. Roll Call Votes: Ayes – Alderman Bumbalough, Steele, Little, Neumann, Neuhaus, and Bradford. Nays – None. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY
Alderman Little made a motion to enter executive session for the purpose of discussing personnel, and possible litigation. Alderman Bumbalough seconded the motion. Roll Call Vote: All Ayes. Motion passed.
Council exited regular session and entered executive session at 7:20 p.m.
Council resumed regular session at 7:43 p.m.

Approve Street Foreman Salary Increase
Alderman Bumbalough made a motion, seconded by Alderman Steele to approve a $1.00 per hour salary increase for Street Foreman Dan Brooks, retro-active back to September 10, 2015, due to the end of his probationary period. Roll Call Vote: Ayes – Alderman Bumbalough, Steele, Bradford, and Neumann. Nays – Alderman Little and Neuhaus. Motion passed.

Alderman Bradford made a motion, seconded by Alderman Little to adjourn the regular City Council Meeting at 7:45 p.m. Voice Vote: All Ayes. Motion passed.
