DAY 04-05>(April 28-29, 2006)
The participants had their field exposure and feedbacking to the community for the next 2 days. There were 5 barangays in New Corella visited for the exposure, namely:
- Barangay del Pilar
- Barangay Limbaan
- Barangay Poblacion
- Barangay Suawon
- Barangay New Cortez
For the participants’ homestay in the Poblacion, they were grouped according to its assigned host families. (Please refer to Annex 16 for the groupings for the host families and Annex 17 for the barangay visit groupings).
Presented here are the Outputs of the Community Feedbacking during the Barangay Field Visits.
BarangayDel Pilar Group:
Strong Points:
-Good attendance in regular meetings
-They grouped themselves for a common need
-They have sense of belongingness to their group
-Sense of ownership for their group and assets
-Everyone knows the process they are following
-There are conscientious in managing money (transparency) and accountability
-Commitment of the leaders
-They have the clarity on participation system
-Building on culture/traditional practice to make something useful for them
-NGOs coordination and facilitation roles
Learning Points:
-Formal organization of purok leaders
-There is no party politics in barangay election
-Puroks as convergent points/base
-Pay attention also to landless farmers
-How to take quality of life approved and issue-based approved for participatory area development
-Enhancing culture/traditional for organizing
Needs Improvement:
-Motivate more community members to join the association
-Gaps between leaders and followers/members
-Low practices implementation of land transfer program (rice)
-Residential area acquisition and development is hampered by lack of funds/budget
-Less women’s leadership (Brgy. Council, POs)
-Kumboy POs fedederation is missing
-Different departments for Kumboy registration (SEC, DOLE)
Areas for Clarification:
-Role of church/church members
-How puroks are organized
-Organizational structure of the purok
Recommendation:
-Didn’t grow in member
-More functional type of participation by the members (take initiative), POs, Brgy. Council

Ui - Many points were improved in a short period 1999-2006such as:

Some challenges may be:
-How about the people who are poorest, are they also organized, join in PO?
-Who and how to take over the role of LCO in the community in the future?
Ging2x – Brgy. council support the budget
-BHWs recruit purok leader and RHM
-Challenge to listen to the taho/consultation
-Purok leader recruit BHS and RHM
-Provide budget or grant for health especially the BnB
-BHW not promoting sus-ag (organic farming), more on health advocacy
-BnB not to allow credit because it is still new

Recommendation from Cambodian:

-The POs plans also should be integrated in the total plan.
-Comprehensive planning guidelines may be needed
Barangay Poblacion:
Cambodia – microfinance
- classify the target group
- standard of the members
- let the people decide
Recommendation:
-the process of SIAD, how to link to the government. The contribution of the company is present but not only cash but also for items
Annu – no creation of other system but only increasing the number of member in each
group (EBDC/EMDC)
Purok Meeting
-who decide to the regular meeting, penalty, monthly dues
-let the people decide
-commitment and responsibility of the people
-process of planning in participatory (SIAD)
Cambodia:
SIAD – lessen the power of politician
-increase the power of the people
-appreciate the process (meeting)
-challenge when the process changes to the national policy
-the theory is good, but in applying is difficult
-study the culture within the area
-strong participation of women’s group
-people didn’t know how SIAD is but they participate in the process
Japan:
-SIAD before and after
-Transparency/peoples participation
-PO are already existing and how to integrate this NGO and PO
-IPHC work independently
SEED:
-financial support is for the “can afford” but how about the “cannot afford”
Suggestions:
-make attention to those who cannot afford to repay
-appreciate the high participation of people
-motivate the people/show their capability
-differentiate the brgy. who enter with SIAD and those barangay who is not in SIAD brgy.
Challenges :
-how to change the national policy exactly to the poor
-how to integrate private to government
-information and education about SIAD
Barangay Suawon:
Comments by participants:
-2 days is not enough to know the barangay and the people
-sustainability of is not clear in the PO plan
-decreasing members of women organization/no sustainability mechanism (ex., savings scheme) and they should started to think of
-IPs no mechanism to preserve their culture. Existence of IPs is unique to the barangay
-Monitoring team not so active-how to reactivate the committee should be discussed by the council
-Repair and maintenance of the water syste, (Purok 9-Tagaytay)
-Botika ng Brgy. is good and can be replicated by the Indian People
-Brgy. Suawon are systematic/good working relation among stakeholders
-Women of Suawon are so beautiful
-Children are healthy – wearing shoes & beautiful dress
-Resources in locality not fully utilize, ex., bananas and land
-No financial support of BMT activities in the barangay
Suggestion:
- Engr. Tumanda suggested to the barangay council to allocate funds for BMT activities
-No water association in Purok 9-Tagaytay-people should organize themselves
-A lot of infrastructure being implemented, but there’s no clear mechanism on how to maintain and sustain such projects
-Host families are very accommodating, we were treated like members of their families
Barangay New Cortez:
Sharing of SIAD Experiences and Best Practices with EBDC Meeting

There are no consultations made from the people.
After SIAD: There was a:

- people raise their concerns regarding their priority needs

- Formulation of SIAD Indicators
- Review of SIAD Indicators per sector
- EBDC meeting comprises the number of per sector
Sharing and Clarifications:
Munir : What are the process in hiring BMOs?
Sinal: Process of purok level
Munir: - If the barangay council have law to prohibit those all lending
institutions.
BC Maniwang: What about the health situation in Bangladesh?
Munir : The poor in Bangladesh are those with income of P1,500/month
EBDC: Is there any family planning program in Bangladesh?
Munir: Bangladesh has several problems like:
- health – many people got sick
- education – only 30% can able to read and write
Huenda: If in case there are projects not prioritize/funded by the barangay
what happens to that project and whom you address that unfunded
projects.
Response: Unfunded projects are elevated to the next level, it can be the
municipality and to the province.
Feedbacking to EBDC about the Visit
Huenda: Its an opportunity to visit Barangay New Cortez since I have witness
the:

good process of SIAD like participatory process
Munir: - As a leader of a community we have so many responsibilities to do
with.
- Please be strong to protect more their organization balance like using
synthetic fertilizer
- Raise your voice through empowerment
- Always give attention to some other people’s needs
- The organization to use synthetic fertilizer
- thanked the Brgy. Captain, LCOs and the host families
Capt. Alex: Being a facilitator of the workshop, I do not suppose to accept the
job, but I cannot do so because its service to the people. I have to
do it. In behalf of IPHC & LGU New Corella, thank you very much.

Brgy. Capt.: At the start of the preparation for the International Workshop, New
Cortez was not one of the areas to be visited. But later, when the
organizers chose the barangay, I seek the advice of the Barangay
Council, and we decided to host the visit. I feel so happy for the
visit.
DAY 06 (April 30, 2006)
The activities for the day were intended for the following schedules:
Morning:- Visit to Panas (a tourism place in New Corella with beautiful
waterfalls) and breakfast together
- Stop by TABO (weekly farmers’ market) in Poblacion to observe
farmers’ activities.
- Departure for Davao
Afternoon: Mini-shopping at Downtown Davao
