BACKGROUND
This is a bulletin informing staff of a pilot project that has been approved for implementation and the change of location of our South County CWES operation. The pilot project is called, “Pilot Project for South County Integration of Services”. The project will be launched in June of 2006 pending the transition of the South County CWES operation to its new site at 397 Tomkins Court in Gilroy. The South County CWES staff/operation is slated to move into the new facility and be open for operation on May 22, 2006. The South County Employment Connection will also be relocated to the new site as well. The South County CWES staff will be co-located with the Benefits operation for CalWORKs, Food Stamps and Medical. Our community partners will also be co-located with CWES staff.
The pilot project will be reviewed at three month cycles cumulating in a one year evaluation which at the end of June 30, 2007. The purpose of the pilot is to integrate the South County Assessment Group Testing, Individualized Assessment, Job Club and Supervised Job Search business processes into one seamless delivery of services to the clients. The heart of this integrated system will be the PESCO Vocational Assessment and Career Development Program which will include a feature not currently utilized, called the Job Opportunity Based Search.
The positive outcomes of this integration include a streamlined assessment and employment plan development process, individualized job development, efficient utilization of resources and a one unit/site supervisor for the entire CWES Operation, including the South County Employment Connection. Additionally, South County will be able to respond to the local labor market, and demographic differences and language needs. Marketing staff will continue to support the integrated pilot by acquisition of job orders and its connection to the business community.
Summary of Objectives
· Integrate the Assessment and Job Development systems using PESCO to its fullest potential.
· Individualized client service through case management meetings with client, staff, and community partners.
· Seamless service delivery system.
· Address unique labor market issues specific to South County clients and focus assessment and job development toward local trends.
· Improve performance of Work Participation in countable work activities and Job Placement/Retention Rates.

· Project Sponsors is the CWES Management Team
· Norma Cancilla, Charlene Boyd and the new addition to the team will be Employment Counselor, Estella Valencia.
· Francine Morales, Noe Montoya, Rolando Lopez, Elvia Castro, Sandra Fernandez, Yolanda Clark, Veronica Windmueller, and a soon to be added OS II will support the pilot project through their functional areas and assignments.
