The Hart County Board of Assessors met Thursday, September 6, 2007, for a Regular Monthly Meeting at the Hart County Administration Building. Those in attendance were Board of Assessor members: William Fogerty, Chairman, Anne Thompson, Jim McMullan and Gene Crump. Also in attendance were Rebecca Duncan, Chief Appraiser/Board of Assessor Clerk, Pete Nagele, and RobertTecho.

Rebecca Duncan took minutes for this meeting.

Mr. Fogerty, Chairman, called the meeting to order at 9:00 A.M. and Mr. Crump opened with prayer.

Motion was made by Mr. McMullan to thank Mr. Roy Segars for his service to Hart County Board of Assessors. Motion was seconded by Mrs. Thompson. Discussion: Mrs. Thompson wanted to elaborate on this by saying that she very much appreciated the knowledge and expertise that Mr. Segars brought to the board. Motion passed by unanimous consent.

Motion was made by Mr. McMullan to amend the agenda as recommended: addition of personnel. Motion was seconded by Mrs. Thompson. Motion passed by unanimous consent.

Motion was made by Mr. McMullan to approve the June 20, 2007 minutes as written. Motion was seconded by Mr. Crump. Motion passed by unanimous consent.

Motion was made by Mr. McMullan to approve the June 29, 2007 minutes as written. Motion was seconded by Mrs. Thompson. Motion passed by unanimous consent.

Motion was made by Mr. Crump to approve the July 2, 2007 minutes as written. Motion was seconded by Mr. McMullan. Motion passed by unanimous consent.

Motion was made by Mr. McMullan to approve the August 17, 2007 minutes. Motion was seconded by Mr. Crump. Motion passed by unanimous consent.

Motion was made by Mrs. Thompson after review and recommendation from the appraisal staff, to approve the 52 - 2007 appeal valuation changes that are to be sent a 21 day assessment notice. (See attached list) Motion was seconded by Mr. Crump. Motion passed by unanimous consent.

Motion was made by Mr. McMullan after review and recommendation from the appraisal staff, to approve the forwarding of 119 - 2007 appeals to the Board of Equalization. (See attached list) Motion was seconded by Mrs. Thompson. Motion passed by unanimous consent.

Motion was made by Mr. McMullan to direct Chief appraiser to report summary of new parcels added to digest from the mapping project at each meeting. Motion was seconded by Mr. Fogerty. Motion passed by unanimous consent.

Point of Interest topic: Walter Gordon, County Attorney, discussed with the Board, his opinion of the RFP he had been asked to review. He found the RFP for the revaluation to be generally ok. Possibly needed to take a look at some technical areas such as large and small acreages, as this is not his expertise. Also there is no formal county policy on legal support for appointees; this is generally handled on an individual basis.

Motion was made by Mr. McMullan to adopt the following times for the Hart County Board of Assessors to hold their Regular Monthly Meetings: 1st Thursday of each month at 9:00 A.M.

3rd Thursday of each month at 4:00 P.M.

Motion was seconded by Mr. Crump. Motion passed by unanimous consent.

Motion was made by Mr. Crump to direct Chief Appraiser to create a plan of action in order to accomplish getting the 2008 Prebill Digest completed by November 1, 2007 and present this to the board at the September 20, 2007 meeting. Motion was seconded by Mr. McMullan. Motion passed by unanimous consent.

Motion was made by Mr. McMullan to approve the proposal made by the County Attorney, Walter Gordon, regarding pending litigation. Motion was seconded by Mrs. Thompson. Motion passed by unanimous consent.

Motion was made by Mr. McMullan regarding the presentation made by the Chief Appraiser on behalf of Olin Herndon, requesting that exception be made for him to have his acreage amount changed for the 2007 digest when the plat was not recorded through the clerk of courts office until August 29, 2007, that no exception is made. It is the policy of the Hart County Board of Assessors to use only legally recorded documents as the best source of information. The acreage amount will be corrected for the 2008 digest. Motion was seconded by Mrs. Thompson. Motion passed by unanimous consent.

There being no further business, Mr. Crump made a motion to adjourn the meeting at 12:05 P.M. Motion was seconded by Mrs. Thompson. Motion passed by unanimous consent.
