A Regular Meeting of The Mayor And Borough Council of The Borough Of Glen Ridge was held on Monday, November 24th, 2008 in the Council Chamber of The Municipal Building, Glen Ridge, New Jersey at 7:30 p. m.

Mayor Hughes announced that today is Student Government Day in the Borough and that tonight’s meeting of the Mayor And Borough Council would be run by Student Government leaders serving as The Mayor and The Borough Council.

Mayor Hughes welcomed and thanked MelissaBridge for her assistance in coordinating today’s activities relating to Student Government Day.

Mayor Hughes turned the meeting over to Acting Mayor Gimber who led The Council and the citizens in attendance in a salute to the Flag.

Acting Mayor Gimber read a prepared statement that adequate notice of this meeting had been provided to the public as required by statutes.

A letter to Mayor Hughes from Kris Kolluri, Commissioner, N. J. Department Of Transportation advising that GlenRidge has been selected to received Municipal Aid Funding for various streets in 2009 in the amount of $ 260,000. Acting Mayor Gimble ordered that the correspondence be filed.

A letter to Mayor Hughes from Michael Onysko, Chief Of Engineering And Operations of the EssexCounty Utilities Authority advising of Essex County Solid Waste Management Plan Update Revised Recycling Requirements. Acting Mayor Gimble ordered that the correspondence be filed.

A Resolution adopted by the Cedar Grove Governing Body to Mayor Hughes asking for support in recognizing October as National Breast Cancer Awareness Month. Acting Mayor Gimble ordered that the correspondence be filed.

A letter to Mayor Hughes from Philip B. Alagia, Chief Of Staff, County Of Essex requesting the names of appointees to the Essex County Solid Waste Advisory Council. Acting Mayor Gimble ordered that the correspondence be filed.

A letter to Administrator Rohal from James H. Laskey, Morris McLaughlin & Marcus, P. A., responding to concerns of the Borough relating to the installation of AboveNet Communications and approvals by Verizon. Acting Mayor Gimble ordered that the correspondence be filed.

A letter to Mayor Hughes from Charles M. Crout of the firm Andrews Kurth, LLP advising of the status of the suit of New Jersey Department Of Environmental Protection et al. v. Occidental Chemical Corporation et al. Acting Mayor Gimble ordered that the correspondence be filed.

Mr. Patrick Pignatello of 277 Baldwin Street, GlenRidge discussed his concerns with the height of the hedges at the MinnieLuceySchool.

Acting Mayor Gimberadvised Mr. Pignatello that he should not enter private property to trim the hedges.

Acting Mayor Gimber stated that he was pleased to report that the State Of New Jersey has advised us that we will receive a Department Of Transportation grant in the amount of $ 260,000. for roadway improvements in 2009. He reported this money will be used to resurface Adams Place, Madison Street and Chapman Place as well as a portion of Hawthorne Avenue. This year, we resurfaced all of Forest Avenue. A part of Hillside Avenue was also done this year, but that was left over from 2007. Generally our plan is to alternate North and South from year-to-year.

Acting Mayor Gimber also announced the upcoming Ashenfelter 8 K race that will take place this Thursday, Thanksgiving Day and that 2,000 runners are expected if the weather is good, roads will be closed in Town starting about 8:30 a. m. The Fun Run starts at 8:30 a. m. and the 8 K race starts at 9 a. m. Acting Mayor Gimber thanked all the organizers for all of their work, especially Dan Murphy, the GlenRidge Police Department, The Essex County Sheriff’s Department, The Glen Ridge Public Works Department and Borough Administrator Rohal and Deputy Administrator Zichelli.

Acting Mayor Gimber reminded the public that Decembers Council meetings are on December 8th and 22nd.

Acting Mayor Gimber suspended the Regular Order Of Business to conduct the first of two public hearings on the suggested application projects for the 2009 Community Development Block Grant Program.

Administrator Rohal reported that CDBG money can be used toserve the low to moderate income population as well as seniors and the disabled.

Applicants are required to present their proposal in a public forum. The Council is to review these proposals and present a resolution ranking the applications. The applications are then sent to the Essex County Office of Housing and Community Development for final review. The Essex County Office will then announce the grant awards. The notice of award date has not yet been established.

Our next hearing date will be December 8th.

Announced that the next meeting of the Public Safety Committee will be held on Monday, December 1st in the Police Chief’s office and all are invited and encouraged to attend. He also stated that the November 17th Committee meeting was cancelled.

Acting Councilperson Nagourney, reporting for the Community Affairs And Public Relations Committee, reported Mr. Mayor, I am happy to report that the plans for the 2009 Glen Ridge Gala are moving along nicely. This year’s beneficiary is the Gas Lamp Players; so this year’s Gala will have a novel

“supper theater” feel to it. The event is scheduled for January 24th at the Women’s Club, and invitations should be arriving to borough residences

shortly after New Year’s Day. Residents are encouraged to make their reservations early, since the number of attendees is limited.

I would also like to mention that a series of lectures, sponsored by the Environmental Advisory Committee, began at the Train Station last Thursday evening. The lecturer was William Lashbrook, a senior vice-president of the PNC Bank, who spoke about green building techniques. Follow-up lectures and events will be held on the third Thursday of each month and are free.

Acting Councilperson Nagourney also reported that in conjunction with the Key Club Service Committee and the Environmental Committee the Student Government will implement a plan to assist BoroughSenior Citizens with the raking of leaves and the shoveling of snow.

Acting Mayor Gimber complimented the members of the Student Government on taking the lead in this new program.

Acting Councilperson DeLorm reporting for the Planning And Development Committee: Over the last several months the Planning Board has been reviewing the zoning ordinance. The Planning Board has made a line by line review of the definitions section of the code and has made a list of recommended changes. The Board will review the final proposal in December.

The Planning Board does not have legislative authority to change ordinances.

Once recommendations are adopted by the Planning Board, these proposed changes are sent to the Council. The Council may elect to adopt the changes as presented, modify the proposal or reject the changes. If the Council does move forward with the recommendations, a standard ordinance proceeding, with the appropriate public hearings, will follow.

The Borough has also commissioned a study to determine the feasibility of expanding the Historic Preservation Zone. The final report from the consultant, HJGA Associates is expected to be submitted to the Planning Board in the first quarter of 2009. The process for review and action is the same as amending the zoning ordinance.

was presented for final reading. The Ordinance title was read by Acting Councilperson Moriarty. Municipal Clerk Rohal reported that the Ordinance had been published and posted as required by statutes. Acting Mayor Gimber declared the meeting open for a public hearing on the Ordinance. No one wished to be heard regarding the adoption of this Ordinance. Acting Mayor Gimber closed the Public Hearing. It was moved by Acting Councilperson Moriarty, seconded by Acting Councilperson Alampithat Ordinance No. 1502 be finally passed. The Motion was adopted by an aye and no vote; Acting Councilpersons Alampi, Gray, Nagourney, Moriarty and Markowitz voting aye and noes none. Administrator Rohal made the following report:

As presented in the correspondence section of the meeting, the Borough is receiving $260,000 from the New Jersey Department of Transportation for our road improvement program next year. We are pleased to report only 5 out of 22 EssexCounty towns received more aid. The roads we are planning to improve include Adams Place, Chapman Place, a portion of Hawthorne Avenue and Madison Street. The exact scope of the project will be determined based on asphalt prices in the spring/summer 2009. Work is anticipated to begin in the summer of 2009.

Budget Update - The departmental budgets will be submitted to the Administrator by December 15th. The departmental budget hearings will be held the last week of January.

The Rotary and the Borough Administration is extremely appreciative of the support the community gave the annual Turkey Drive for the Community Foodbank of New Jersey. We collected 77 Turkeys(mostly large ones), 1 Ham, 35 Boxes Canned and Packaged Food. A small Slow Cooker. and over $900.00 in cash Contributions from last Saturday’s drive resulted in over 1,500 meals for the needy.

The Annual Holiday Tree Lighting at the MunicipalBuilding will be held on Sunday, December 7th at 4:30 p.m. Following the lighting, the Friends of the Glen Ridge Library will be serving refreshments.

Administrator Rohal also thanked MelissaBridge for coordinating the Student Government Day activities and commended the Student Council for a job well done.
