2009 European Economic Impact Study
And
Passenger and Crew Surveys
Objective: The primary objective of the 2009 European economic impact study is not only to quantify the economic impact that the cruise industry has on the European and national economies, but also to initiate a programme for surveying passengers and crew on homeport and port-of-call cruise ships. The proposed programme is being started so that the economic impact analysis that ECC has sponsored in the past will be based upon the most current data available and to also provide participating ports with valuable data on passengers and crew in a cost effective and consistent manner.
Current plans would have the surveys conducted on board cruise ships following their calls at the participating ports. The surveys will be conducted throughout the remainder of the 2009 season. The surveys will be designed to collect data on passenger and crew spending, passenger demographics and some information on visit satisfaction. Between 1,000 and 2,000 passenger and crew surveys would be collected for each port depending upon its annual volume with representation invited from all the lines with calls at a particular port.
Scope of Work: This study will be designed to be a cooperative effort between G. P. Wild/ BREA, ECC and participating ports. All participants of the study will be required to assist in the collection of economic, port and expenditure data. In return, they will have access to the survey results and the full economic impact analysis.
The scope of the project includes the following primary activities:
oDesign of Passenger and Crew Surveys;
oDistribution and Processing of Passenger and Crew Surveys;
oCollecting Cruise-related Data from European Ports and Cruise Lines;
oEstimating Economic Impacts for the European and National Economies;
oPreparation of port-specific report highlighting the major results of the surveys and the aggregate economic impact of cruise tourism.
Design of Passenger and Crew Surveys
G. P. Wild/ BREA will have the responsibility for designing the initial draft of the passenger and crew surveys. These will be reviewed by the cruise lines and each of the participating ports. However, the surveys must be short and focused and identical for all ports so that the required data can be collected in a cost effective and consistent manner. Separate surveys will be developed for crew, port-of-call passengers and embarking passengers.
Distribution and Processing of Passenger and Crew Surveys
Each cruise line will be responsible for reproducing, distributing and collecting surveys following calls at the designated ports. The schedule for distributing the surveys will be jointly agreed to by ECC and its member lines, participating ports and G. P. Wild/ BREA. The completed surveys will be sent to G. P. Wild for processing. The analysis of the surveys will be made available to all participating cruise lines and ports.
The survey schedule will be designed so that a representative sample of passengers from all of the ECC member lines that call at each participating port is obtained. Passengers and crew will only be surveyed once on any given itinerary. Surveys will be placed in all passenger and crew cabins during the day of a designated call prior to their return from their port visit or on the first day at sea following their embarkation so that the surveys can be completed in private. It is anticipated that the survey period will run from July 2009 to the end of November 2009.
Upon conclusion of the passenger and crew surveys, G. P. Wild/ BREA will prepare tabulations of the survey data. This tabular report will present the survey results by port and by demographic characteristics.
Collecting Cruise-related Data from Ports and Cruise Lines
As in prior studies, G. P. Wild/ BREA will contact each of the participating ports to collect cruise-related data from the port that will be relevant to the economic impact study. This will include such data as: passenger throughput, wharfage and dockage fees collected from cruise lines, port employment and wages directly related to the cruise sector, and other data that the ports identify as being important to the analysis.
G. P. Wild/ BREA will also contact each of the ECC member lines to collect data on their expenditures throughout Europe. This will include expenditures for such things as ships’ stores, advertising and promotion, travel agent commissions, port services, piloting and tugs, fuel, onshore tour excursions and other goods and services purchased throughout Europe.
Economic Impact Analysis: Utilizing the data described above and the cruise-sector economic impact models developed by G. P. Wild/ BREA on a global basis, the direct and indirect economic impact of the cruise industry in each country will be estimated. Survey data for each participating port will be included in each country analysis as relevant.
Deliverables: Each participating port and ECC member line supporting the survey will receive a complete tabulation of the passenger and crew surveys. This will include tabulations and statistics for each question. The report will include the results for all ports so that individual ports can compare both the qualitative and quantitative responses across all ports. A summary of the results will also be included. Of course, each port will have access to the complete economic impact report, as well.
Estimated Cost:
We would envisage the following options:
oFor transit ports only either a full survey of 1,500 passengers and 500-crew (€6,000) for high volume ports or a part survey of 750 passengers and 250-crew (€3,000) for low volume ports;
For ports that have both embarking and transit passengers:
o750 transit passengers and 250-crew and 750 embarking passengers and 250-crew (€6,000).
A total of 50% of the fees will be payable by participating ports on commissioning and 50% on completion. For this project to be effective a minimum of 8 to 10 ports will be necessary with a maximum of 32 ports of which 16 will be located in Southern Europe and 16 in Northern Europe.
