247.17 REPORT TO COUNCIL FROM OUTSIDE BODIES
  1. Report from District Councillor
Cllr Reynolds is continuing to find information on placing of dog bins by SHDC,
also the possibility of leasing some land from SHDC for a Play area in Gedney.
  1. Report from County Councillor
LCC are at present putting together their budgets.
County Councillors are looking into other items that may in the future be passed to
Parish Councils to maintain, to stop this happening.
  1. Gedney United Charities – Cllr A Parks
1/ 15 student grant applications were received and granted totalling £2,800
2/ An EGM was called on 30/11/17 to discuss a financial hardship application from a non student parishioner. The trustees resolved to obtain more background information before making a decision.
3/ A further EGM was called on 07/12/17 where full financial details of the applicant were available. The trustees resolved to make a non direct payment to assist the applicant with conditions attached. If the conditions are accepted by a third party the total grant payments this year (including student grants) will be £3,300.
248.17 CLERK’S REPORT
The Clerk advised:
All correspondence from the November meeting has been dealt with and sent.
All renewals for the Cemetery have been sent out.
The Clerk issued dates for 2018 meetings to Councillors and for noticeboards.
The Clerk gave out dates for Christmas bin collection for noticeboards.
249.17 PARISH COUNCIL REPRESENTATIVES & RESPONSIBILITIES
The Clerk handed out the Inspection Rota for 2018.
This Item was then deferred to closed session for a discussion, the outcome of the discussion was for Council to RESOLVE that Cllr M Shaw would cover the WMP inspection for January and Cllr I Field for April if needed.

252.17 TO DISCUSS CEMETERY MATTERS AND RESOLVE ACCORDINGLY
a. Garden of remembrance hedge
Cllr Field voiced his opinion that the hedge should be replaced by a post and chain fence. This was discussed and the Clerk reminded Council that this had not been included in 2017 or 2018 budget.
It was proposed to contact Councils ground maintenance contractors to obtain a quotation for a hard prune of the hedge and advise as to when best to carry this out. This was seconded and RESOLVED.
Replacement of the hedge will be revisited in 2019 budget discussions.
b. Update Council on Exclusive Rights renewals for 2017
The Clerk informed Council that all renewal letters had been delivered and signed for, 3 renewals had been made, the one outstanding reservation plot renewal was deferred to closed session for discussion. The outcome of the discussion was that Council RESOLVED to send one further reminder letter to also inform the recipient that should the Council receive no contact from them by 31 January 2018 they will assume renewal is not required and resell the plot.
Council RESOLVED to put a “Renewal Policy/procedure” in place.
c. Memorial inscription

253.17 TO DISCUSS PLAY/OPEN AREAS AND RESOLVE ACCORDINGLY
a. Report on QMNR (Cllrs A& K Parks)
1/ Cows now out of field. They have done a good job.
2/ Car park now very soft so chain and new notice has been put in place to close it.
3/ The tree which had fallen into the field on the north side has now been shifted to the side and it would appear to no longer be a problem to the ploughing of the field.
4/ Despite the notice on the refuse bin people are still piling dog waste into it.
This problem was discussed, and all Councillors reported the same problem in all bins throughout the Parish. Cllr Field was requested to get a quotation on similar notices as used at WMP.
District Cllr Reynolds to look into regular empty of all dog bins and report to next meeting.
Cllr Beard requested a dog bin for the south end of Gedney Dyke, this is to be added to 2019 budget discussion.
Cllr A Parks to ask the resident opposite if the black bags can be left with their rubbish on bin day to prevent them having to take rubbish home in their car.
Cllr Field reported that the planned tree work at WMP has been carried out
254.17 TO UPDATE ON SPEEDWATCH PROJECT AND RESOLVE ACCORDINGLY
The Clerk updated as follows:
  • An application on funding has been submitter to GedneyWindcluster Fund.
  • Copies of the definitive map have been supplied but are on too small a scale.
Cllr Field informed Council that in Gedney Dyke the street lights are on wooden telegraph poles, these are unsuitable for use to install speed signs, so poles would need to be purchased.
It was proposed for all Councillors to inspect their respective villages and report to the next meeting with information on the posts and suggested positioning for signs, this was seconded and RESOLVED.
Following this would be the organisation of a public meeting to gauge the level of public participation in the scheme along with input on sign positioning.
The Clerk handed out booklets on a phase 2 of the speedwatch scheme in which communities will be able to carry out speed checks.
255.17 TO DISCUSS PLAY AREA FOR GEDNEY AND RESOLVE ACCORDINGLY
Cllr Reynolds reported that information is slow from SHDC on the lease opportunity in Albert Ave Gedney. SHDC had requested to know what Council would put in place for surveillance and policing of the area. It was proposed that Cllr Reynolds request a written list of SHDC requirements for a lease to be granted so that Council may decide if this is a viable prospect, this was seconded and RESOLVED.
It was proposed that all Councillors visit the site to familiarize themselves with it prior to the next meeting,
this was RESOLVED.

257.17 HIGHWAYS & FOOTWAYS
a. Update on outstanding matters
The Clerk reported that the additional Children's play area warning signs for GDVG have been requested.
A generic unsatisfactory reply from Highways about the hedge in Hallgate had been received, this item was passed to County Cllr Coupland to take up with highways on Councils behalf.
LCC updated Council on amenity grass cutting costs for 2018.

258.17 PREPARE FOR GENERAL DATA PROTECTION REGULATIONS (GDRP) UPDATE AND RESOLVE ACCORDINGLY
The Clerk gave council a report on the training event she had attended, main points as follows:
  • Data held & why
  • Do not share Data as a normal event with partners
  • Would share with agencies such as Police/Social services if requested
  • If requested under what legislation is it being requested
  • Mandatory Data Protection Officer for public authorities (not the Clerk)
  • Data Controller = The Council (not the Clerk)
  • Training in GDPR should be taken by Council as they are responsible
  • From May change from 40 days to comply with request to 1 calendar month
  • LALC are putting together model privacy notice for Councils to modify and use
  • Fee to ICO will increase from £35 to £55
  • Will need to publish a list of data held and why we use it
Clerk handed out more information to be read and discussed at next meeting.
259.17 ALLOTMENTS
Cllr Field reported that a new tenant was now farming the returned Crown land.
260.17 TO RESOLVE ON 2018 BUDGET AND PRECEPT
a. SHDC Amenity grass cutting
Council RESOLVED on the amount as per budget and areas as agreed.
b. 2 x SLCC training events for Clerk
Council RESOLVED for the Clerk to attend the 2 training events as requested and in budget
c. Council RESOLVED on amended budget
d. Council RESOLVED to set the 2018 precept at £33,500.00.
