Minutes of an Ordinary Parish Council meeting held at Knipton Village Hall on Monday 9th October 2017

The Chairman requested all actions within these minutes to be completed by the next meeting unless otherwise stated

Declaration of interest No declarations were received

17.136 The minutes for September 2017 meeting were read, approved and have been referred back to the Clerk for amendments and subsequent signing.

17.137Highways Collapsed culvert parapet at the foot of Harston Bank repairs have been completed

17.138 The tree at the entrance to Harston Grange stackyard is obscuring the speed monitor, an application has been submitted with plans to Melton Borough Council to trim or remove the tree.

Action Chairman to report on permission at the next meeting

17.139 The hedge at Mr D Turner’s barn conversion in Harston is overgrown and obscuring the street light, the Chairman reported having had a conversation with Mr Turner he has agreed to trim the hedge at his earliest convenience.

Action: The Chairman will monitor the situation and report at the next meeting

17.140 The repair of the ‘Beware Horses’ sign and the siting of new dog waste bins has now been completed by Cllrs Watchorn and Divine

17.141 The Chairman again reported on his request to LCC to resite the 30 mph restriction signs before the bend entering Knipton village from Belvoir woodyard, also the entrance to Knipton village the 30 mph restriction sign has been requested to be re sited approaching the cricket ground before the bend, both requests have been put forward to LCC for consideration, as yet no action has been taken

Action: The Chairman to continue liaise withLCC Highways to resite the sign

17.142Village Hall The Chairman reported that Jonathan Holdford has resigned as Secretary, he is to be replaced by the Reverend Stuart Foster, handover will take place at the next meeting

17.143Crime and Neighbourhood Watch Cllr Marshall reported that the donation box had been stolen from Knipton Church during September

17.144Planning Applications there are no current applications

17.145Financial The current bank account balance as at 23rd September £3453.08

17.146 Cheques signed: Clerk £66.32, EON £14.96

17.147 Correspondence There was no correspondence for discussion

17.148Belvoir Estate As reported at the previous meeting, Knipton Lane culvert remains partially blocked, this issue has been addressed by the Chairman to Estate Manager Phil Burtt and will be unblocked before the end of the year by the felling contractors, who are responsible for dislodging the silt and fallen tree.

17.149The area on the left handside of Harston bank is overgrown and presents a potential hazard and is encroaching onto the highway catching on passing vehicles. This has been brought to Belvoir Estates attention and is being addressed

17.150 The firework signs for 2016 and 2017 remain uncollected

Action: Chairman to continue discussions with Phil Burtt Estate manager and report at the next meeting.

17.151 It was determined that a refined list of dedication ofthe trees planted in the memorial arboretum is required from the Belvoir Estate archivist to replace lost dedication plaques.Action: Chairman to continue discussions with Phil Burtt Estate manager and report at the next meeting.

17.152 Tough Mudder event organisers have been invited to attend future meeting, the date to be confirmed.

Action: The Chairman will continue to liaise with the Tough Mudder event organisers to discuss the feedback from the 2017 event and future

17.153War Memorial The forthcoming Remembrance Sunday was discussed, the clerk reported that poppies and wreath had been received, the organist and bugler were booked and hymn sheets would be retyped in time for Remembrance Sunday service. The Chairman suggests a local resident Mr Ian Comerford an ex serviceman, read the names of the fallen as the Duke of Rutland is unable to do so. The Chairman will lead the service and represent the Parish Council and carry the cross from Knipton Church.

The area around the War Memorial requires weeding and tidying, a date of 4th November was agreed for this and volunteers would be sought for the task

Action: The Chairman to contact parishioners for support in tidying the area and to contact Mr Ian Comerford

17.154 Street Furniture The Parish Council plans to replace four bench seats, one in Harston, three in Knipton have been condemned as unsafe. The Chairman has proposed a suitable replacement of around £500 per seat, the VAT will be recoverable and the remaining cost was discussed, with a possible contribution from the Village Hall.This cost remains under consideration and a decision will be reached at the next meeting.

17.155 Matters Arising Cllr Watchorn reported that there was an improvement on the littering and obstruction to the right of way to the properties on Pasture Lane

17.156 The Clerk requested a magnetic back board be installed in the Belvoir Parish noticeboard for posting notices, the lock is reported as faulty and requires adjustment.

Action: The clerk to obtain the magnetic back board and Cllr Devine to inspect the faulty lock

17.157 There being no further business the meeting was declared closed and the date for the next meeting was agreed for Monday 20th November 2017 at 7.00pm.
