Minutes of a Meeting of the Town Council held at Falcon Cross Hall, Shanklin, Isle of Wight on Thursday 9th February 2017

PRESENT: Town Mayor Councillor J. Gilbey (in the Chair)

With Members’ consent Town Mayor Councillor J. Gilbey agreed to take item 3. Police representative first so Sgt Richard could report then leave the meeting.

There is a perceived lack of police presence in Shanklin now they are based in Ventnor. A review is being undertaken of where the police need their resources to be. Things are changing due to digital crime. The police are reliant on communication from members of the public. Police will attend STC meetings on a more regular basis. They have a monthly surgery in the library.

TOWN MAYOR COUNCILLOR J. GILBEY WELCOMED MR DUNKLEY TO THE MEETING TO TALK ABOUT SAND EROSION IN THE BAY

Yaverland sand has disappeared. Letter to MMO reply was unhelpful. There has been no survey of Sandown Bay done, ignoring any problems that may occur. Fish have gone from Sandown Bay. Councillors informed Mr Dunkley that Neil a longshoremen has detailed information of dredgers in the bay with tracking and photos and for Mr Dunkley to contact him for information re the way forward. IW Council are showing no interest. A resident with a view of the Bay has not noticed any dredgers so far this year. Town Mayor thanked Mr Dunkley for attending and he left the meeting.

PUBLIC FORUM

Points raised: Dog fouling continues to be a problem; our EO should solve that issue.

Police vans and PCSO have been seen in the Town.

4. REPORT OF THE TOWN MAYOR

Hopefully this month finds everybody well, I know there has been a lot of bugs and viruses about, so don’t forget to speak to your local pharmacist with any concerns you have, or advice you may need relating to the treatment of these common winter illnesses.

On a personal note, things have been hectic over the last few weeks, with resignations at County Hall, and new appointments of administration. I was honoured to have been asked along with my colleague Richard Priest to join the executive. We will both do our best for Shanklin residents, and ultimately the Island.

As many of you are aware, these are very difficult financial times, with the setting of the IWC budget as well as Shanklin Town council’s budget and Precept for the coming year.

The Town Council has taken on most of the services that the IWC used to provide, such as, Grass cutting, beach safety, toilet provision, maintenance and cleaning, CCTV, Library, school crossing patrol, plus many other services all within our available town budget.

This year will be no exception, with planned redevelopment of two of the toilet blocks we now own, providing state of the art facilities for the use by residents and tourists, as well as protecting them, with a sound business plan around alternative uses for some of the sites, with a small additional income to help offset costs.

I am confident, that we as a Town council can operate within our current financial position, so l hopefully will be able to issue some good news in next month’s report; we have to be grateful for any positives these days.Finally, we are engaging an environment officer through the IWC, to enable us to deal directly with fly tipping issues, dog fouling and other public realm related problems around the Town, they have powers to fine or prosecute offenders.

It's vitally important our Town remains clean and cared for.

We will be on the case of those very few individuals that don't share our pride in Shanklin. As always if any resident has an issue or just needs a chat, please don’t hesitate to contact me, I’m always free for a cup of tea and a bit of cake; it’s how the best business is done.

7.ACCOUNTS FOR PAYMENT 9th FEBRUARY 2017

RESOLVED: That the accounts, as circulated in the sum of

£6325.60 be approved for payment.

8.PLANNING APPLICATIONS/LICENSING/NOTIFICATIONS

RESOLVED: Councillors’ J. Gilbey & R. Priest declared an interest being IW Councillors

P/00073/17 – Demolition of dwelling, shed & greenhouse; proposed 3 new dwellings to include formation of new vehicular access & parking 18 ORCHARD ROAD – SOUTH.

STREET FURNITURE APPLICATION The copper kettle 29 high street Shanklin Members commented that the pavement surrounding the tables and chairs needs to be kept clean.

9.CONSULTATION – IWC – PROPOSED REVISION TO THE ADOPTED AFFORDABLE HOUSING CONTRIBUTIONS SUPPLEMENTARY PLANNING DOCUMENT

RESOLVED: Members’ had no comments to make.

10.NATWEST BANK – FUTURE ARRANGEMENTS

Councillor R. Priest updated Members’: there will be two presentations by NatWest bank on 23rd March one for STC Members and one for stakeholders. Bertie the bus will be present

11.LIBRARY

Councillor S. Knight informed Members’ the library steering group is now dissolved.

12.MEMBERS’ QUESTIONS

Green flag, beach award forms being completed. Awaiting update on toilet plans. Rylstone gardens benches, potential to clear hedges

13.ISLE OF WIGHT COUNCILLOR/S’ UPDATE

Football club grounds maintenance. IWC budget doom and gloom can set a legal budget. Isle of Wight Council wanted to not pass on the transitional grant once again but this was blocked. Also blocked was the introduction of parking charges in Regent Street.
