Subject:- Redressal of genuine grievances of the Pensioners retired from

BSNL- Revision of Pension and Family Pension of the absorbed

BSNL executives retired between 1-10-2000 and 31-12-2006 in

IDA scale

We, the members of the AIBSNLREA, welcome you to this historic city of lakes. We the ex-employees of Department of Telecom. took absorption in the Bharat

Sanchar Nigam Limited (BSNL) on conversion of Department of Telecom. Services and Department of Telecom. Operations on 1-10-2000. In order to safeguard the interests of its erstwhile employees who got absorbed in BSNL the Govt. of India introduced Rule 37-A in CCS(Pension)Rules 1972 which assured payment of Pension by Govt. of India under the same rules which are applicable to its employees. Though the payment of pension to the retired employees of BSNL is being made by the Controllers of Communication Accounts, the Department of Telecom. is not extending

the benefits which are due to us as per the decision/orders issued by the Govt. of India in regard to various benefits extended to other Govt. Pensioners. In these days of rising prices and consequent erosion in real income it is difficult for us to make both ends meet.

The revision of pension for those who retire from service before any revision of pay scales in their parent Department takes place is a must. The Hon’ble Supreme Court of India has also confirmed this in its various judgements. The IDA pay scales for board level and below board level Executives of BSNL have been revised with effect from 1-1-2007. As a consequence the pension of those who retired prior to

1-1-2007 is also to be revised. The Dept. of Telecom. in the case of absorbed retired employees of VSNL which was a PSU created on conversion of Overseas Communication Services, had admitted that revision of Pension in IDA scale is due for them with effect from 1-1-1997.(Civil appeal No.2388 of 2008 VSNL Vs. Ajit Kar and

others) . However because of some vested interests, the revision of pension in IDA scales of those absorbed executives in BSNL who retired between 1-1-2000 and 31-12-2006 is unduly delayed. At times we feel that we have taken a wrong decision by taking absorption in BSNL and the Department of Telecom. has betrayed us.

We request you to use your good offices and expedite the revision of Pension in IDA scale.
