ASRT Annual Governance and House of Delegate Report

June 23 – June 25, 2017

The ASRT Annual Governance and House of Delegates meeting began on June 23, 2017 in Orlando and was my sixth year representing Montana as an affiliate delegate. In addition to the governance and delegates meetings, I also attended the educational opportunities that were held the day prior. There were many extra activities, including the pin exchange, many opportunities to meet and greet fellow technologists, and the opportunity to engage in activities with the two Montana students, Kyle Portnell and Lexi Pluid, during the governance meetings. In addition, Codi Francis the new MSRT President Elect attended.

This year, the MSRT selected the two student representatives and this will continue into the future. It is important for the MSRT to select the student attendees to the Student Leadership Development Program (SLDP) because this allows the students to have the opportunity to sit with the Montana delegates during the House of Delegates (HOD) meetings. The governance/delegate meeting opened with the formal practices that are required for a successful meeting. The flag ceremony involved the student attendees carrying the state flags onto the house floor. The parliamentary process included establishing a voting quorum of 158 (101 affiliate and 57 chapter) seated delegates for the first business meeting of the HOD on June 23. The second business meeting of the HOD on June 24 seated 159 (102 affiliate and 57 chapter) delegates.

The meeting covered 21 motions, many related to the practice standards. Motion 21 was a late motion and the proposal related to the potential of a joint membership of the ASRT and the membership at the affiliate level to assist affiliates with membership concerns. Each year a group of modality practice standards are up for review and this year it was the Radiology, LXMO, CT, and Nuclear Medicine.

ARRT update

·  There are 316,000 registered technologists with an average age of 43 years.

·  There were 2491 ethical violations investigated with 102 cases that involved sanctioning.

·  In 2018, the ARRT is launching the CQR (Continuing Quality Requirements) Program. This program will involve a self-assessment, targeted CEUs, and development of an individual professional profile. Access the ARRT website for further information.

ASRT Update

·  32nd meeting of the House of Delegates

·  The ASRT is the world’s largest Radiology and Therapy professional organization boasting a membership of approximately 330, 000 technologists

·  In the past 5 years there has been a 66% increase in student membership

·  New online Advocacy Academy Program – important program as there have been many attacks on licensure this past year.

·  Educator’s Institute – be watching for this online program to come on line

Chapter Meetings

Management (M)

·  Most discussion surrounded the ARRT’s decision to stop offering the Quality Management (QM) certification. Two factors in the decision are (1) not enough technologists are sitting for the exam and (2) the practice of quality management has a wide range of items, many of which are not widely practiced by the current scope of the certification exam. The Management chapter members in attendance asked the ARRT and ASRT to evaluate creating a different type of Quality Management exam

Quality Management (QM)

·  The ARRT representative present at the chapter meeting discussed the new Continuing Qualifications Requirements (CQR). Technologists earning a certification after January 2011 or those with a time limit will be required to complete CQR.

·  Any technologist can opt in for CQR (once that is done, the technologist will be required to complete moving forward – there is no opt in/op out).

·  CQR requirements will be effective for each held certification and the timeline for the requirement will be based on the date of passage of the credential (any earned certification prior to January 2011 will not require CQR unless the certification has a time limit on it – ex. RRA).

·  The Quality Management (QM) certification will be eliminated as of June 30, 2018. Technologists with the QM certification will not be required to complete CQR for this certification.

The experience is always learning and educational. The greatest part for me is to network with other technologists, mentor students and develop friendships as well as business contacts that can be of assistance to the MSRT board. I would encourage any imaging science professional looking for such an opportunity to volunteer with the ASRT or the MSRT. The next meeting will occur in Las Vegas in June 2018.
