Council Meeting – December 1, 2011

Mayor Thomas L. Hardesty called the regularcouncil meeting to order at 6:30 p.m. with the following council members present: Alan Matthews,Mike Zoeller, Donna Eaton,Jon Swindler and Frank Page. Absent: Shane Suttor

City Employees Present:Rickie Floyd, Tory Harris, Troy Witt, Mary Smith, Chris Spaulding, Jon Blank, Robert Schutte, Carlton Holbert, Brent Hatter, and Joe Hess.

City Attorney: Frank Chuppe

Councilmember Eaton gave the invocation.

All present pledged allegiance to the flag.

Minutes/November 17, 2011

Councilmember Matthews moved to approve the minutes of the meeting of November 17, 2011 as read by council members prior to the meeting. Seconded by Councilmember Page.

All voted “aye” and motion carried. Absent: Councilmember Suttor.

Ordinance/Amending the Pay Scale as set out in Ordinance #2009-01-08 for the City of Shelbyville Police Officers – 1st Reading – Frank Chuppe

Frank Chuppe, City Attorney, read an ordinance amending the pay scale for Police Officers as set out in Ordinance #2009-01-08.

It was introduced for first reading by Councilmember Swindler. Seconded by Councilmember Matthews.

Ordinance/Amending the Pay Scale as set out in Ordinance #2009-01-08(A) for the City of Shelbyville Firefighters – 1st Reading – Frank Chuppe

Frank Chuppe, City Attorney, read an ordinance amending the pay scale for Firefighters as set out in Ordinance #2009-01-08.

It was introduced for first reading by Councilmember Page. Seconded by Councilmember Matthews.

Mayor Hardesty recommended the following be re-appointed to the following boards:

Dr. Paul Schmidt – Board of Ethics for a 3 year term ending 12-31-2014.

Melvin Moffett – City Tree Board for a 3 year term ending 1-1-2015.

Cecilia Piccinni – City Tree Board for a 3 year term ending 1-1-2015.

Sara Johns – City Tree Board for a 3 year term ending 1-1-2015.

Don Cubert, Sr. – E-911 Advisory Board for a 3 year term ending 1-1-2015.

Donna Eaton – E-911 Advisory Board for a 3 year term ending 1-1-2015.

Josh Hurst – Housing Authority for a 4 year term ending 12-31-2015.

Alan Matthews – Recreation Committee for a 3 year term ending 12-31-2014.

Vance Burnett – Recreation Committee for a 3 year term ending 12 -31-2014.

Don Cubert, Sr. – Recreation Committee for a 3 year term ending 12-31-2014.

Councilmember Zoeller moved to approve the appointments. Seconded by Councilmember Page.

All voted “aye” and motion carried. Absent: Councilmember Suttor.

Appointment – George Best to the Triple S Planning Commission for a 4 year term ending December 15, 2015.

Mayor Hardesty recommended George Best be appointed to the Triple S Planning Commission for a 4 year term ending December 15, 2015.

Councilmember Zoeller moved to approve the appointment. Seconded by Councilmember Swindler.

All voted “aye” and motion carried. Absent: Councilmember Suttor.

Department Reports

Jennifer Herrell, City Engineer/Superintendent of Public Works, reported they have collected 1200 bags of leaves. All paving is complete. The surplus auction was a success. The bridge at 3rd Street has been replaced.

Robert Schutte, Police Chief, reported there were day time burglaries in the area. The suspects have been caught. Some of the property has been recovered.

Chris Spaulding, Assistant Fire Chief, reported this has been a busy month. Total service calls for November were 63. Sixty-one personnel have completed 7,420 hours of continuing education for 2011. Jesse Landers secured a grant for Glucometers. The new radios have been installed.

Mayor’s Report

Mayor Hardesty reported he attended a safety meeting with employees and was impressed by their dedication to safety. The Christmas Reception will be December 15, 2011, from 4:00 – 6:00 p.m. in the Tulip Room.

Councilmember Page moved to adjourn at 6:50 p.m. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried. Absent: Councilmember Suttor.
