The job...

1.Carry out cross-country economic analysis of issues of current policy relevance in the field of relations among levels of government. The specific topics covered will vary through time according to the Programme of Work defined by the Committee served. This will involve selecting and reviewing pertinent literature, analysing case studies, and participating in the drafting or conception of the multi-level governance element of cross-country or single country reviews.

2. Contribute to the preparation of bi-annual Committee meetings of the Directorate. Participate in the development and maintenance of the analytical apparatus of the Directorate by identifying areas in which empirical work is necessary. Provide input for and comment on work done elsewhere in the Organisation in the relevant areas.

3. Draft reports and articles summarising empirical knowledge, recent economic developments of policy issues, either for inclusion in the Directorate's documentation (Working Papers, Reviews, Outlooks, Monographs) or for briefing senior officials. Prepare draft press releases on specific subjects, as required.

4. Maintain contacts with officials in national administrations, other international organisations and Member country Delegations. Keep informed on policy developments in Member countries, and on developments in the academic literature. Participate in missions to Member or non-member countries, as required.

5. Carry out other related duties as assigned.

The person we are looking for should have...

1. An advanced university degree in economics. Specialisation in institutional economics and/or contracts theory would be an advantage.

2. Three to seven years' experience in the design, implementation or analysis of public governance issues. Experience of international policy issues in the area of governance would be a definite advantage.

3.Excellent drafting skills; proven ability to organise and summarise complex material clearly for both specialist and non-specialist audiences.

4. Capacity for self-motivation and innovation. Commitment to promoting diversity and equity. Ability to work under pressure and to meet strict deadlines.

5.Good communication and interpersonal skills. Ability to motivate consultants and support staff; to work harmoniously with colleagues within and outside the Organisation; to work as part of a multicultural team.

6. Excellent knowledge of one of the two official languages of the Organisation (English and French) and good knowledge of the other.

N.B.The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly
