With the arrest of a Nigerian national, HUMPHREY O AGBARU (age 45 yrs) r/o Rivers State, Nigeria, the Crime Branch has busted a syndicate of International Drug Traffickers operating from Mumbai and Delhi. 250 Gms fine quality Cocaine worth 2.5 crores was recovered from his possession.

Information had been received by Insp P.C Khanduri that members of an International drug syndicate from Mumbai are supplying huge quantity of Cocaine in Delhi. This information was developed for months. The effort yielded result when on 29-02-12 specific information was received that a member of this syndicate would come to deliver huge quantity of Cocaine to its customer at Vikas Puri Delhi. A team consisting of Insp Prem Chandra Khanduri, SI Ramesh Sharma, SI Ranbir Singh, SI Sharad, ASI Mohan Lal, HC Bharat Singh, HC Amit Kumar, HC Dharambir, HC Virender, Ct Tejbir and Ct Khachedu under the supervision of Sh Ravi Shanker ADDL DCP arrested HUMPHREY O AGBARU (age 45 yrs) from near DDA Flats, Vikas Puri Delhi. From his search 250 gms of fine quality Cocaine was recovered. One Fake passport of Republic of Botswana in his name with a fake Indian Visa, has also been recovered from his possession. A case under appropriate sections of law has been registered.

2.  One fake passport of Republic of Botswana with a fake Indian Visa.

Profile :- HUMPHREY O AGBARU visited India first time in 1998 on a tourist VISA. In the same year he again came to India on a student VISA and took admission in BA course in DAV College Lucknow University. In 2002 he completed his MA (Sociology) from Kanpur University. However as his VISA had expired he was arrested by the Lucknow police. After coming out from jail he went back to Nigeria in 2002 and started business of garments there. In the same year he again came to India on a tourist VISA and stayed in Mumbai. There he started exporting Garments from India to Nigeria. In 2006, he married an Indian woman r/o Satara, Maharastra, who used to work in a Steel factory in Mumbai. After marriage he came to Delhi in search of job and lived in Saidullajaab, Saket. He started giving tuitions in English and his wife worked as maid to run the family. In 2009 he shifted to Ghitorni Village as he got a job in a private school there.

Meanwhile, he came in contact with another Nigerian National staying in Mumbai who was allegedly into drug trafficking, whom he knew earlier. On the instructions of the Mumbai based Nigerian, he started delivering cocaine to various customers in Delhi. As his original passport was lost and his VISA had expired, HUMPHREY O AGBARU arranged a fake Botswana Passport with a fake Indian VISA for himself from another Nigerian National Gabriel Olawale Ajisafe, living in Delhi. It may be recalled that Gabriel Olawale Ajisafe was recently arrested (on 15.02.2012) by the Crime Branch along with four other foreign Nationals and from their possession a huge quantity of fake Passports (155 passports) of various Countries like Lesotho, Ghana, Botswana, UK, Germany, South Africa and China were recovered. Various printing equipments, fake seals, over 300 fake Indian VISA stickers and fake US Dollars ($ 22000) had also been recovered from them.

This Cocaine was to be allegedly distributed to the affluent clients and for rave parties in NCR region and other adjoining States. As revealed by Humphrey O Agbaru, one of his brothers is a Police Inspector in Nigeria and another brother works in a Shipping Company there.

Investigation of the case is in progress and efforts are on to apprehend other members of the syndicate.

ROBBERS ARRESTED: SENSASTIONAL BLIND CASE OF ROBBERY SOLVED: ROBBED VEHICLE RECOVERED:

With the arrest of desperate robber namely Deepak Kabadwal @ Kanpal S/o Shekhar chander R/o M-53, Gali No. 25 Sadatpur Extn. Delhi-94 aged 20 years and his juvenile accomplice, the North East District police has worked a sensational case of robbery of PS Khajuri Khas. From their arrest, robbed vehicle also recovered.

INCIDENT

On 27/01/2012 the complainant Vikram s/o Indel Kumar r/o E-5/261, Nehru Vihar Dayalpur reported about incident of robbery in which two unknown person robbed Rs. 2500/- and his scooty (ultra marathon) by showing him knife and causing injury at his back, finger, thigh and neck while coming from marriage party on Service Road of PTS Wazirabad, Khajuri Khas. Accordingly a case vide FIR No. 33/12 Dt. 28/01/2012 u/s 392/394/34 IPC was registered at PS Khajuri Khas and investigation was taken up.

TEAM:

Keeping in view the gravity of the case, a dedicated team comprising of SI Amit Prakash, HC. Rahisuddin, Ct Sushil and Ct. Tejveer of PS Khajuri Khas was constituted under the close supervision of ACP/ Khajuri Khas to solve the case and apprehend the culprits.

INVESTIGATION:

The case was totally blind and it was a challenge to the local police to trace out the criminals involved in the crime. The team established strong police intelligence to find out some clue. Finally due to painstaking efforts, team received secret information that one Deepak Kabadwal is involved in the crime. The team then brought down in action trace out location of the accused person as H.No. 3, Type 3rd Income Tax Colony, Leela Bhawan Patiyala Punjab. A raid was conducted in Patiyala, Punjab and the said culprit was apprehended. On his instance his accomplice who is a juvenile was also arrested and the robbed vehicle (scooty) was recovered.

INTERROGATION:-

During sustained interrogation, the accused persons confessed about their involvement in the crime. Accused Deepak further disclosed that he had stolen Rs. 1 Lakh from his own house so his father who is a retired army officer, expelled him from his house. Since then Deepak started residing with his Buaji at H.No. 3, Type 3rd, Income Tax Colony, Leela Bhawan, Patiyala Punjab. After commission of crime he went to his Bua’s House in order to avoid his arrest.

PROFILE:-

·  Deepak Kabadwal @ Kanpal S/o Shekhar Chander is permanent resident of M-53, Gali No. 25 Sadatpur Extn. Delhi-94. His age is about 20 years and at present he is pursuing BA 2nd year form Delhi University through correspondence. His father is HC retired from Army and mother is house wife. He is having 3 sisters. After being expelled by his father from his house the accused started residing in his Bua’s House. The accused is previously involved in one criminal case of hurt.

Further investigation is in progress.

AUTOLIFTER ARERSTED: STOLEN MOTOR CYCLE RECOVERED:

With the arrest of auto lifter namely Afzal s/o Md. Ikbal r/o H. No. 11, Gali No. 4, Islam Nagar, Ghaziabad (UP) age 19 years, the North East District police has solved a case of motor vehicle theft. With his arrest, the stolen motor cycle was also recovered.

TEAM AND INCIDENT:

In order to curb recent incidents of crime especially auto lifting in the area of North-East Distt, during the last 2/3 months, special teams at each PS level in North East District, comprising of dedicated staff members have been constituted to curb the crime and to nab criminals involved in crime by indulging in intensive picket checking, human and police intelligence and patrolling in the area.

The incident of 29.02.12 is a great example of dedication, alertness and painstaking job performance of the team of PS MS Park, North East District led by Inspr. Ashok Sharma SHO/PS MS Park comprising of SI Ashok Kumar, HC Gurcharan, HC Jaswant and Ct. Birendra wherein the team apprehended one auto lifter and on his instance motor cycle bearing No. DL8SAQ 068 which was stolen in case FIR No. 365/11 u/s 379 IPC, PS Keshav Puram, was also recovered.

INTERROGATION:-

During sustained interrogation, the accused person spilled the beans and confessed his involvement in the crime. He further disclosed that he belongs to a poor family and for earning quick money; he started lifting vehicles form different area.

TWO ABSCONDING CRMINALS ARRESTED:

North East District is a thickly and densely populated district sharing borders with UP. Being a crime prone area of the Delhi, with lot of floating & migrated population, it led to proliferation of POs in the district. There are several POs are still at large which ultimately enhances the liability on the part of the police, as being at large, they lend encouragement to other criminals for defying the law and are themselves most likely to indulge in criminals activities till they are caught and brought to book. Therefore, more attention is required to be paid for apprehension of these proclaimed offenders & put them behind the bars.

In order to apprehend POs, PS staff of North East District have been assigned a special task to apprehend the POs and a comprehensive multi pronged strategy is chalked out in which major role in apprehension of POs is assigned to leadership quality, group work, and dedicated police teams. During the year 2012, total 42 proclaimed offenders have been apprehended and one PO has been traced as dead.

Recently, two proclaimed offender namely Anil Yadav s/o Late Lakhan Yadav & Satpal @ Kalua s/o Balba Singh has been apprehended. Anil Yadav s/o Late Lakhan Yadav has been apprehended by ASI Dinesh in PS Seelam Pur and Satpal @ Kalua s/o Balba Singh was apprehended by dedicated team comprising of HC Narender and HC Sripal of PS Shahdara, North East District, Delhi with the help of human and police intelligence.

Ø  Anil Yadav s/o Late Lakhan Yadav r/o HNO 1165 New TC camp , Raghubir Nagar, Delhi aged 40 years, who was declared PO on 13.10.2011 by the Order of Sh. Lokesh Kumar, ACMM, Karkardooma Courts, in case FIR No. 295/04 u/s 279/338 IPC PS Shahdara

Ø  Satpal @ Kalua s/o Balba Singh r/o E-7 , Harijan Basti Kondli, Delhi-94, who was declared PO on 17.11.2009 by the Order of Sh. Sanjay Bansal, ACMM, Tis Hazari Courts, in case FIR No. 168/01 u/s 379/411 IPC PS Roop Nagar. He is previously involved in 11 cases of auto lifting. At present he was working as gardener in a nursery at Yamuna Bank Delhi and he has been arrested from Sarita Vihar Delhi by the team of PS Shahdara.

With the arrest of desperate auto lifters namely, Hardeep @ Mikky S/o Pritam Singh R/o H. No. D-551, Tomer Colony, Burari, Delhi (B.C. of PS Burari) Age 22 years and previously involved in 7 Cases and Tannu S/o Rajkumar R/o B-III/889, 12 ½ Yards Raghubir Nagar Delhi Age 22 Years, AATS West District police has prevented commission of crime and recovered three stolen motor cycles.

Tannu S/o Raj Kumar R/o B-III /889 12.5 Yards, Raghubir Nagar, Delhi. Age-22 years. He studied up to the 7th class.

TEAM & INCIDENT

Keeping in view the crime trend of West Delhi, various steps are being taken in each and every police station of West District to curb the crime and trace the criminals involved. Specific efforts are being taken by developing intelligence in the area and initiating intensive checking of strangers to prevent the cime. One of the major steps taken in this regard is verification and surveillance over jail released/bail out criminals. This exercise helped AATS West District Police to prevent commission of big crime in the evening of 29.02.12 with two desperate criminals were apprehended in the area of Police Station Khyala, West District having stolen bike in their possession.

On 29.02.12, secret information about the auto lifters was received by HC Ajay Kumar AATS West Distt. that two Criminals involved in Auto lifting cases along with stolen Motor cycle will come from Paschim Vihar side and will go towards Raghubir Nagar. Immediately the information was passed to Inspr. AATS Maninder Singh and a raiding party consisting of SI Naveen Kumar, HC Ajay Kumar, HC Jai Parkash, Const Rajesh (PS Khayala), Const Parveen & Const Sanjeev under the supervision of ACP/DIU Raj Singh was constituted and deployed at Ganda Nala, Raghubir Nagar, At about 5.15 PM, A black Pulsar motor cycle came from Paschim Vihar side. On the instance of informer the motorcycle was stopped. Person riding the bike was identified as hardeep @ Mikky and the other person was identified as Tannu. On interrogation, they disclosed that this motorcycle was stolen from the area of PS Patel Nagar. .On sustained interrogation, they confessed that one Honda Unicorn motorcycle was also stolen from the area of Police station Uttam Nagar. On their instance the said Honda unicorn motorcycle and a Bajaj Pulsar Motor Cycle stolen from the area of PS Rajouri garden were recovered. It has also came to notice that accused Hardeep @ Mikky has not appeared in court in the previous case of PS New Friends colony. His proclamation proceeding is under process. With their arrest, four cases of MV theft committed, in the areas of Police station Patel Nagar, Rajouri Garden, Uttam Nagar and new friends Colony have been worked out.
