JOB TITLE: Radiology PACS /RIS Manager in Chelsea and Sutton sites

GRADE: Band 8A

RESPONSIBLE TO: Radiology Services Manager/Principle Diagnostic Radiographer

MANAGERIALLY

ACCOUNTABLE TO: General Manager, Clinical Services Division.

JOB SUMMARY

The post holder will have 5 years post registration clinical experience in Diagnostic Imaging modalities and experience in PACS and RIS/OCM (electronic requesting) implementation and management. This role is to implement the merging/transfer of different trusts imaging information systems (PACS Exchange)

The post will initially be to manage the PACS department including imaging support clerks and a PACS administrator on both sites, as well as manage the deployment of RIS within Diagnostic Imaging, with roll out to all clinical areas working closely with the IT department. The post-holder will be the key link between Diagnostic Imaging, the Information Directorate and all internal stakeholders.

The post-holder will work with non-hospital staff including modality service personnel, RIS/PACS equipment and software suppliers and external NHS staff.

The postholder will work with all staff and departments within the Trust to ensure readiness for RIS deployment. The post holder will be expected to lead the initial training for RIS within Radiology in conjunction with the RIS supplier and project manager of RIS project.

Following the successful implementation of RIS the post holder will be expected to develop a team within Diagnostic Imaging that will work with the IT department to ensure responsibility is taken for the following:

1.  Systems Management

·  To be responsible for the efficient operation of the RIS/PACS systems and the interfaces with the other modalities

·  To monitor performance regularly to ensure that the systems are functioning correctly and take appropriate remedial action

·  To report equipment failure, irregularities in equipment performance and breakdowns to the appropriate company or Trust department for correction.

·  To be responsible for the accuracy of the systems databases

·  To manage and review the system utilization

·  To manage user privileges

·  To maintain a comprehensive written record of all computer equipment and network addresses

·  To develop and implement contingency procedures for both planned and unplanned downtime

·  To ensure effective communication regarding downtime with all users

·  To interrogate the systems databases for statistical and audit purposes when required

·  To ensure database backups take place and housekeeping of the system as to maintain the required level of data quality and integrity and minimise system downtime

·  To manage system security to ensure that unauthorized persons cannot gain access

·  To assign and manage the system and user passwords

·  To work with other system managers to ensure the provision of absence cover

2.  Training

·  To develop training programmes for new staff in liaison with IT trainers

·  To ensure existing staff are trained following upgrades to the systems

·  To provide training and support to system users as required

·  To develop training initiatives to tackle any identified problem areas

3.  Communication

·  To liaise with the system suppliers about developments and advancements

·  To feedback information to the PACS/RIS /IT Project Management Board with an assessment of the impact of proposed changes

·  To ensure that effective communication is maintained between the Department of Diagnostic imaging, the department of IM&T and internal and external users

·  To provide timely and accurate reports of system activity and problems to the PACS/RIS/ IT Project Board

·  To provide additional information as requested by the PACS/RIS /IT Project Board and/or Director of IM&T

·  To develop and maintain a library of systems documentation and training material

·  To develop and implement departmental policies and procedures associated with PACS and RIS

·  To attend PACS and RIS user group meeting s and those for other hospital systems as appropriate

·  To attend staff meetings as required

·  To actively promote and champion PACS and RIS within the Trust to ensure awareness of the impact of the PACS system

4.  Quality Assurance

·  To develop and implement a quality control programme to ensure equipment is maintained and handled correctly

·  To ensure data integrity, completeness and quality within all areas of PACS and RIS

·  To ensure with IT personnel that workstations and client PCs are appropriately set up to maximise image quality

5.  Clinical

·  To act as clinical lead when required to educate visitors, as a reference site for a centre of clinical excellence

·  To liaise with the referral source where clarification is required regarding selection of the most clinically appropriate imaging examination

·  To book appointments – evaluating clinical information to determine appropriateness or request, degree of urgency and length of time required

·  To act as a point of advice for patient enquiries regarding their referral

·  To create and implement written systems of work.

·  To ensure compliance with written systems of work.

·  To observe agreed practices and protocols within the dept and suggest and implement changes to these, ensuring compliance with current Good Clinical Practice.

·  To ensure correct identification of patients.

·  To ensure safety and wellbeing of patients and visitors in the dept.

·  To supervise training of junior staff in clinical examinations.

·  To participate in and to support role extension as appropriate.

·  To participate in departmental research work.

·  To provide clinical cover for other Superintendents as required if appropriate

·  To provide clinical input for improvement projects.

·  To make judgments in the event of a lack of information or a difference of opinion

·  Where imaging reveals pathology which requires urgent medical care to bring such findings to the attention of a Radiologist, and his/her absence, to the attention of the referring clinician

·  To undertake equipment testing and adaptation as required in the event of a system breakdown

·  To be responsible for prioritizing examinations based on clinical urgency

·  To be responsible for the cleanliness of clinical equipment

·  To ensure appropriate infection control measures are utilized where necessary, paying particular attention to personal protection as well as management of equipment or linen where contamination from bodily fluids has occurred

6.  Professional

·  To develop and maintain highly specialized knowledge, through in-depth clinical experience and post-graduate study

·  To maintain a high standard of patient care through good clinical practices.

·  To maintain knowledge of current trends in Diagnostic Imaging.

·  To provide professional support to other radiographers and technologists within the scope of this role

·  To participate in CPD

·  To participate in the Governance of the Department in areas including Risk Management, Health and Safety, Research and Audit activities

·  To identify and participate in possible areas for role extension in partnership with the Consultant radiologists where appropriate.

·  To initiate/participate in departmental audit

·  To implement recommendations from audit and complete audit cycle.

·  To advise on professional and technical changes in order for the dept. to meet service needs.

7.  Staff

·  To advise the Radiology Services Manger on work flow and workforce changes with respect to PACS implementation and roll out.

·  To work with Radiology Services Manager to mange establishment changes associated with RIS deployment and PACS maintenance

·  To assist the Radiology Services Manager in retention and recruitment of PACS staff.

·  To supervise and train staff as appropriate and in accordance with their Job description.

·  To investigate and conduct disciplinary or grievance matters as required

·  To participate in the Trust appraisal programme and appraise junior staff.

·  To support staff objectives.

·  To support all radiographers participation in Continual Professional Development.

·  To support all non-radiographic staff participation in continuous development.

·  To support continuous training of radiographers to enable cross-cover of imaging services.

·  To ensure that staff rotation facilitates development of both staff and service.

·  To support all new staff in attending trust and departmental Induction programme.

·  To enable and conduct exit interview with all leavers.

·  To review the requirements of each post upon becoming vacant, prior to advertising for replacement staff.

·  To allocate annual and study leave whilst still maintaining service requirements.

·  To monitor sickness/absence levels and where necessary implement corrective action.

·  To ensure all staff are briefed on dept. and Trust developments.

·  To ensure that all staff records, including training, are established and maintained.

·  To maintain professional staff qualifications records.

·  To train student radiographers if appropriate.

·  To recognize the need for agency cover of vacant posts.

·  To liaise with recruitment agencies and the recruitment bureau when temporary staff are required and to negotiate a preferential rate where possible.

·  To monitor the performance of any agency/temporary staff

8.  Clerical

·  To provide day to day management support for clerical staff.

·  To oversee the appointment systems and review according to service demands

·  To ensure provision of timely Diagnostic Imaging results to referrers.

·  To ensure patients receive timely and accurate information concerning their examination.

·  To receive, welcome and instruct patients attending for examinations in the Department of Diagnostic Imaging.

·  To act as point of contact for users of the service dealing with colleagues, patients, carers and relatives in a helpful, reassuring and friendly manner.

·  To ensure all previous records relating to the patient are available for reporting.

·  To perform any other clerical duties as may be required.

·  To be responsible for data entry and word processing on a regular basis

9.  Service Planning and Finance

·  The post holder will have budgetary awareness and will advise the Radiology Services Manager on the service planning and budget management for the PACS /RIS budget

·  To provide input for the strategic direction of the PACS/RIS/OCM services and departmental objectives

·  To assist the Radiology Services Manager in ensuring that service plans are submitted in line with the Trust requirements.

·  To support a rolling programme of equipment maintenance, replacement, upgrading and disposal, and assist with timely submission of bids for capital items.

·  To be current in imaging technological developments

·  To evaluate imaging technology as part of the procurement process

·  To make recommendations on appropriate technological purchases

·  To assist Radiology Services Manager in ensuring maintenance and supply contracts are reviewed to ensure value for money.

·  To monitor income and expenditure. To identify causes of variance and ensure the timely reporting of significant issues. To devise remedial action plans where appropriate.

·  To identify cost improvement programmes in line with the Divisional and Trust requirements.

10.  Research

·  To participate in/support dept. clinical research

·  To ensure that research protocols are adhered to and that all the relevant documentation is available on request.

·  To ensure national standards are maintained.

11.  Trust Policies / National Guidelines

The post-holder will be expected to understand and ensure compliance by themselves and their staff with Trust Policies and national guidelines. Specific attention is drawn to the following :

Confidentiality

All information concerning patients and staff must be held in the strictest

confidence and may not be divulged to any unauthorised person at any time unless to do so is in the best interests of the individual. In this case, the post-holder should be appropriately advised by a senior manager. A breach of confidence will result in disciplinary action being taken and may lead to dismissal.

Computer data should only be accessed if this has been authorised and is necessary as part of your work. Unauthorised access to computer data, or helping others to access data, will result in disciplinary action being taken and may lead to dismissal.

Radiation protection

The postholder will work with the RPA to ensure departmental compliance with IR(ME)R.
