TRAFFIC ADVISORY
National Highway Authority of India will erect pre-fabricated steel deck for FOB at village Jhereda across Gurgaon road on the night intervening 03/04-04-2011 (Sunday-Monday) from 1.00 A.M. to 6.00 A.M. The following restrictions and diversions have been planned during the
period of work:-
RESTRICTIONS
1. No vehicle will ply from Rao Tula Ram Marg flyover Airport side to Dhaula Kuan.
2. No vehicle will ply from Dhaula Kuan towards Gurgaon or Airport.
3. No vehicle will ply towards Gurgaon or Airport from Gurgaon Road-Parade Road junction.
DIVERSIONS
1. The commuters will be diverted on Rao Tula Ram Marg (RRM) Munirka side or Moti Bagh to reach their destinations.
2. The general commuters will be diverted from Gurgaon-Station Road Junction to Station Road to reach their destinations towards Airport and Gurgaon.
3. HTVs, LGVs and commercial vehicles from Dhaula Kuan loop will be diverted on to Ring Road for Gurgaon via Moti Bagh crossing on to Rao Tula Ram Marg
Advisory traffic signages at appropriate locations will be place for guidance of the motorists and adequate traffic staff has been deployed to ensure smooth and uninterrupted flow of traffic. Public can also express their suggestions/complaints at 24-hour traffic helpline at

WANTED CRIMINAL OF NOTORIOUS “BECHAIN” GANG INVOLVED IN RECENT SPATE OF HIGHWAY ROBBERIES ARRESTED.
INTRODUCTION:
With the arrest of Sattar Ahmed Age 24 yrs resident of U-247 Gali no 14 Subhash Mohalla Mauzpur Delhi ,the South District police has arrested the wanted criminal of notorious Raju Bechain gang involved in recent spate of highway robberies. Special Cell and North
Distt police are also looking for the arrest of the gangster. With his arrest several cases of highway robberies in which goods worth lakhs of rupees were looted are worked out.
INVESTIGATION, TEAM AND ARREST:
In order to nab the gang involved a team of police station Saket consisting of SIs Virendra Prakash, Paramjeet, HCs Randhawa, Balbir,Rajender, Mukesh Consts. Umesh,Raj Kumar,Asgar Ali under the supervision of Inspr. Rajender Singh, SHO/Saket and Sh. Mehar Singh, ACP/Hauz Khas was formed. The team collected intelligence through the secret sources and laid traps at highways and main roads in civil dress to nab these criminals. During one of such police exercise on 1.4.11 and on the basis of specific information the alleged Sattar Ahmed was detained near NBCC Plaza . During interrogation he confessed that he was working for Raju Bechain gang and had committed highway robberies in the area of Chanakya Puri and Kashmere Gate. The alleged Sattar was accordingly arrested on 1.4.11 at around 4.45 pm from NBCC plaza vide DD no 42B u/s 41.1 CrPC for having been involved in
commission of a robbery case being investigated by Special Cell.
INTERROGATION & MODUS OPERANDI:
The alleged Sattar basically hails from Sikandrabad , Bulandshaher. He has migrated to Delhi alongwith his family members around couple of years ago. Due to poverty he started committing crime and joined the gang of Aanwar Hussain @ Qasim @ Raju Bechain who is a
BC of PS New Usmanpur. Sattar reorganized his gang & started on a trail of crime. The unique modus operendi of the gang is that they develop information about the movement of goods vehicles which they target. The accused Sattar generally follows the targeted vehicle in
his auto rickshaw and carry their weapons of offence in the auto rickshaw .During Robbery they overtake the goods vehicle, terrorize the driver with a country made pistol and knife and highjack the vehicle. In the process of robbery they usually push the driver from the moving vehicle and the looted goods are taken to the Godown of a lady, the sister of one of the gang members. The godown is situated in the area of Indirapuram, Ghaziabad. They transfer the goods to their godown and later on the looted vehicles are abandoned in the
area of Ghaziabad. Their recent cases of robberies in the last one month include robbing
a tempo full of tea boxes near ISBT Flyover at night of 1.3.2011. In this particular incident, they high jacked the vehicle at flyover Kashmiri gate and took the driver in the accompanying auto and later on abandoned the driver at a secluded location. In this connection, a
case of robbery was registered at PS Kashmere Gate on 1.3.2011. In another incident dated 3.3.2011 on Ridge Road near Budha Garden they high jacked goods vehicle carrying 166 cartons containing stationary, auto spare parts, alloy wheel tyres, carpets, fabric items, submersible pumps, electronic items, bed sheets and garments . In this case also they made the driver sit in their auto, took the robbed vehicles to their godown and threw the driver on the way. In this the case was registered at PS Chanakya Puri and investigation was transferred to Special Cell . The officials of Special Cell arrested the accused persons namely Nazir, Qasim and Raju Bechain whereas Sattar, Javed Chikna and Sonu were absconding since then . All the gang member namely Nazir @Nanhe , Qasim , Javed Chikna , Sonu and the kingpin Raju Bechain are resident of North East Delhi and are having previous criminal background in cases involving murder, robbery, attempt to murder, Arms Act mostly in the area of East & North East District. The gang members had in most of the cases used indiscriminate firing while committing robbery. In the year 2009 , the gang shot dead the veteran of Kargil War who was working as Manager cum Cashier at the Petrol pump situated at North East Delhi
and robbed six lacs from him. This sensational incident brought the
gang into limelight.
The information of arrest of accused Sattar had been given to the staff of Special Cell and PS Kashmere gate.

ARREST AND APPREHENSION OF AUTO LIFTERS
With the arrest and apprehension of two auto lifters by the officials of police station Mayapuri a total number of three auto theft cases have been solved and three vehicles have been recovered from them.
ACCUSED ARRESTED
Gaurav Verma, age 22 years S/o Ram Charan Verma R/o A-2/8, IInd Floor, Sector-11, Rohini.
INCIDENT AND TEAM
On 1/04/2011 SHO Mayapuri received a secret information about the presence of autolifters in the area of P.S Mayapuri. He conveyed this information to all the staff as well as Insp R.N Chaudhary, Inspector investigation Mayapuri. On the direction of SHO Mayapuri, all the division and beat officers were directed to go for strenuous checking. The staff swung into action and erected barricades under the supervision of Insp. R.N. Chaudhary at the
various points, in the area of P.S Mayapuri.
ASI Raj Kapoor along with HC Om Parkash No. 70/W, HC Sanjeev No. 610/W and HC Balu Ram No. 1910/W were deputed to go for checking near WZ Block, Salvage park Mayapuri. At about 6 PM two
youths on motorcycle without helmet came near barricade of Salvage
Park road from Nangal Raya side on TVS Appache Motor Cycle, Black
Colour, bearing registration No. DL-8S-AH- 9689. They were stopped at the barricade and were asked about their identity as well as the
documents of Motor Cycle. The youth who was driving the motor Cycle had disclosed his identity as Gaurav Verma s/o Sh. Ram Charan Verma R/O A-2/8, IInd Floor, Sec. 11, Rohini, Delhi, and the pillion rider was found to be juvenile. On making further inquiry he could not
produce the relevant documents of Motor Cycle.
RECOVERY
Thereafter on making interrogation and further inquiry, the said motor cycle was found to be stolen vide FIR No. 138/11, dated 1-4-11 u/s 379-IPC, P.S. Prashant Vihar. On further interrogation of accused Gaurav Verma, he made a disclosure statement about his involvement in the theft of two more vehicles. Thereafter on his instance one WagonR car was got recovered from the public parking area of Dr. Ambedkar Hospital Rohini, which has been found to be a
stolen property vide FIR No-6/2011 dated 28/1/2011 U/S 379 IPC P.S Mayapuri. Another motorcycle Appache was got recovered from the public parking area of Metro Station, Rohini West, which has been found to be a stolen property vide FIR No-76/2011 dated 19/3/2011 U/S 379 IPC P.S Kotla Mubarak Pur.
MODUS OPERANDI
Gaurav Verma is a Driver by profession and he used to ply his own Indica Car on hire. Due to the deflation in traveling market, he was
not getting the proper customers, as such he was in loss. So he
decided to go for easy money through auto thefts. He was on the way to accumulate more and more vehicles for disposing them in bulk and for the satisfaction of his lust to earn more money by disposing them off. Since his accomplice is a juvenile, hence he could easily lure him.
The said juvenile hails from poor background and is studying in class
12th. The juvenile wanted to go for engineering course, as such he
easily came in the influence of Gaurav Verma for getting easy money
for his further studies for engineering courses.
Staff involved in good work is being rewarded suitably.

SIX DESPERATE INTERSTATE ROBBER-CUM-CONTRACT KILLERS ARRESTED: 4 COUNTRY MADE PISTOLS WITH 4 LIVE CARTRIDGES, 2 KNIVES, 5 MOBILE PHONES, 3 MOTORCYCLES AND 1 WAGON-R CAR USED IN COMMISSION OF CRIME RECOVERED
With the arrest of accused Rishi Kant @ Rishi Pradhan S/o Vikram Singh R/o Viswana, PO Sikandrabad, District Bulandshahar (UP), Satya Prakash @ Babloo S/o Jai Chand R/o Nai Basti, PO Dadri, Gautambudh Nagar (UP), Gajendra @ Raju S/o Subhash Chand Bhati R/o Village Thaap Khera, PO Pali, PS Surajpur, District Gautambudh Nagar, Noida (UP), Rakesh @ Rahul S/o Hari Chand R/o Village Nai Basti, PO Dadri, District Gautambudh Nagar (UP), Virender S/o Bhagwan Dass R/o X-261/A, Gali No. 6, Bharam Puri, Delhi and Vikas S/o Rajender R/o X-182/26A, Gali No. 6, Bharam Puri, Delhi the staff of AATS/OD busted a reunited gang of
recently released hardcore robbers / murderers involved in two sensational cases of day light road robbery of trans Yumana area. Four country made pistols, 4 live cartridges, 2 knives, 5 mobile phones, 1 scissor, 2 cycle chains, 2 nylon ropes, 3 motorcycles and 1 car used in commission of crime recovered.
BRIEF FACTS / INCIDENT :
On 01.04.11, a specific information was received by the staff of AATS, Outer District regarding movements of hardcore criminals near District Park, Sector-16, Rohini. A team comprising of Inspr. Swadesh Prakash (I/C AATS/OD), HC Hridesh Kumar, HC Narender, HC Laxman, HC Raj Kumar, HC Om Prakash, Ct. Mahesh, Ct. Gopal Krishan, Ct. Sanjay, Ct. Bhim, Ct. Anil Kumar and Ct. Manoj, No. 765/OD was constituted under the close supervision of Sh. Ved Prakash, ACP/Operations to nab the culprits. A trap was laid near District Park, Sector-16, Rohini,
Delhi. At about 5.15 pm, 6 boys on three motor cycles and a Wagon-R Car reached near District Park. On suspicion, the police party narrowed on them from all sides, leaving no scope for them to flee away and all were apprehended promptly by the team members and
recovered 4 loaded country made pistols from accused Satya Prakash @ Babloo, Virender, Rishi Kant @ Rishi Pradhan and Rakesh @ Rahul. Two button actuated knives were also recovered from accused Gajendra @ Raju and Vikas. On search of Wagon-R Car, 1 scissor, 2 nylon ropes, 2 cycle chains, 1 Briefcase/ Rexene bag containing some documents was
also recovered. Accordingly, a case vide FIR No. 138/11 dated 01.04.11 u/s 25/54/59 Arms Act PS K.N.K. Marg was registered and investigation taken up.
INTERROGATION :
On sustained interrogation, accused persons disclosed their past criminal records wherein they had committed large number of day light robberies, contract killings and other crime in Delhi and Western UP. They further disclosed that after being released on bail in the recent past, they reunited their gang in the month of February -2011 and invited accused Virender and Vikas to join them. Accused Virender and Vikas were tasked to collect information and identify soft targets having huge cash with them so that other gang members could hit them to commit robbery. Accused Virender and Vikas used to provide them back up and assist them to flee away from the spot after commission of crime. Accused Rishi Kant @ Rishi Pradhan who is the gang leader had started criminal activities in the year 2002 when he had a quarrel with Babu Gujjar in his village. He came in contact of accused Yashbir @ Assi R/o Atta Naurangpur, PS Dankaur (UP). He was firstly arrested in an auto lifting case by the staff of PS Kasna in the year 2002 and remained in judicial custody for 6 months. In the year 2003, he murdered one Kuldeep R/o Girdharpur, PS G.B. Nagar (UP) in gang-war activities and was arrested by the staff of PS Kasna. In Dasna Jail (Gaziabad) he met one Manoj @ Chawanni, a dreaded criminal and associate of a nefarious gang headed by a leader from Gujjar Community in Western UP. In the year 2003, both Chawanni and Rishi were released from Dasna Jail and in November, 2003 committed contract killing of one Dalip Surtani (a well established businessman
of South Delhi) in Safdarjung Enclave, New Delhi. In this case, accused Rishi @ Pradhan and 6 other accused were arrested. He remained in Tihar Jail for 2½ years and was released in 2006. Expenses incurred on bail and other formalities were borne by the one Tule Ram (co-accused in murder case of Dalip Surtani). After release from jail, accused Tule Ram materialized the deal and paid Rs. 1.5 lakh each to Rishi and other accused who had assisted him in murder of Dalip Surtani. After his release in 2006, he along with Nikki R/o Nithori started collecting Rangdari from the owners of Brick Kiln in Loni, UP and wholesale traders. In the process of collection of Rangdari, Rishi Pradhan and Nikki had a fight with another gang of Rajender Pramukh and Chahat R/o Nithori Village and Nikki was shot dead in November,
2006 and another associate Rakesh had sustained bullet injuries. In this case, accused Rishi @ Pradhan and Rakesh @ Rahul were arrested by the staff of PS Loni u/s 307 IPC and remained in Dasna Jail till 20.11.07. Soon after their release from jail, accused Rishi @ Pradhan along with Rakesh @ Rahul and Ved committed robbery-cum-murder of a stamp vendor in Gaziabad, UP on 18.02.08 and arrested by police. After releasing from Dasna Jail on 10.1.11, he along with Rajesh Bhati, Rajesh lohar, Virender and Vikas had committed snatching of Rs. 4,11,900 /- at gun point in the area of PS Geeta Colony on 21.02.11. On 28.02.11, accused Rishi @ Pradhan along with Satya Prakash @ Babloo, Gajender @ Raju, Rakesh @ Rahul, Rajesh Bhati, Pawan, Virender and Vikas had committed a snatching of Rs. 67,000/- in the area of PS Geeta Colony. Accused Rishi Kant @ RIshi Pardhan had also planned to eliminate his niece Reshma (name changed) and her paramour Satish as well as his family members as his niece had eloped from her house recently with Satish who belongs to other community. His niece was allured and eloped by Satish just before the few days of her marriage and this incident had caused great humiliation to his family in the village.
In this regard, a case vide FIR No. 103/11 dated 30.03.11 u/s 363/366 IPC PS Shikandrabad, Bulandshehar, UP was registered. Rishi along with his associates had struck a deal to find out and eliminate his niece and her paramour Satish and had promised to pay Rs. 2 lacs to
Rakesh and Rs. 50,000/- each to other associates. As he had some information that his niece along with Satish was hiding somewhere in Delhi in the house of relative of Satish, he alongwith his associates duly armed with deadly weapons came in Delhi with the intention to
search and eliminate both and to commit robbery/dacoity during this process.
