MINUTES

The Board of Aldermen of the City of Springhill, Louisiana met in regular session in the Council Chambers at Springhill City Hall on Monday, October 12, 2015 at 5:00 P.M. with Mayor Carroll Breaux presiding.

PRESENT:D. Nicole Frazier,Dennis Smith,Ross Fleming, Adam Harris, and Ronnie Dees, Aldermen.

ABSENT:None.

Stuart McMahen,City Attorney opened the meeting with prayer.

Adam Harris, Alderman, led the Pledge of Allegiance.

MOTION was made by Ross Fleming, seconded by D. Nicole Frazier, to approve the minutes of the last regular meeting held on September 14, 2015.

MOTION CARRIED.

PUBLIC COMMENT: Mrs. Donald Bohannon was present at the meeting and had a few comments concerning the ball parks

OLD BUSINESS: An Ordinance entitled “An Ordinance Supplementing the International

Property Maintenance Code Chapter 58 “Health and Sanitation” and Chapter

114 “Vegetation” Respecting Enforcement of Health, Safety, and Welfare of

the City of Springhill, Louisiana and for Administrative Adjudication of

Environmental and Historic District Violations of the City of Springhill, of the

Code of the City of the Springhill, Louisiana” was presented.

MOTION was made by D. Nicole Frazier, seconded b y Adam Harris, to adopt said Ordinance (A copy of Ordinance #507 is attached hereto and made a part hereof).

MOTION CARRIED.

An Ordinance entitled “Springhill Overgrown Lot Abatement Program” was

presented.

MOTION was made by D. Nicole Frazier, seconded by Dennis Smith, to adopt said Ordinance (A copy of Ordinance #508 is attached hereto and made a part hereof).

MOTION CARRIED.

A Resolution for the Springhill Airport for the CIP (Capital Improvement Plan) FY 2016-2020 was presented.

MOTION was made by Dennis Smith, seconded by Ross Fleming, to adopt said Resolution.

MOTION CARRIED.

A Resolution authorizing the Mayor to execute an agreement with the LA DOTD for improvements at the Springhill Airport for Pavement Rehabilitation – Phase II (Construction) and Perimeter Fencing – Phase I (Design) was presented.

MOTION was made by D. Nicole Frazier, seconded by Dennis Smith, to adopt said Resolution.

MOTION CARRIED.

A Resolution for the Annual Certification of Compliance with State of Louisiana Off System Bridge Replacement Program was presented.

MOTION was made by Ronnie Dees, seconded by D. Nicole Frazier, to adopt said Resolution.

MOTION CARRIED.

Brian Wyatt with KSA Alliance, Inc. was not in attendance to give the presentation for the Recreation Complex Project so Mayor Carroll Breaux gave an update to the Council about the progress for the Recreation Complex.

Mayor Breaux presented a list to the Council removing some of the streets from the 2015 Master Street Overlay Project because they would be included in the LCDBG Project helping to lower the cost of the 2015 Master Street Overlay Project getting it back in line with the projected bid price.

MOTION was made by Ronnis Dees, seconded by Adam Harris, to accept the Mayor’s recommendation for the project.

MOTION CARRIED.

Police Chief Will Lynd recommended the promotion of Charles Frazier from Sergeant to Detective.

MOTION was made by D. Nicole Frazier, seconded by Dennis Smith, to accept the Chief’s recommendation.

MOTION CARRIED.

Chief Lynd recommended Ronnie Leonard to be hired as a Patrolman.

MOTION was made by Ronnie Dees, seconded by Adam Harris, to accept the Chief’s recommendation.

MOTION CARRIED.

Chief Lynd asked to table the matter concerning the removal of some of the Police Reserve Officers till the next Council Meeting.

MOTION was made by Ronnie Dees, seconded by Adam Harris to table the item.

MOTION CARRIED.

Chief Lynd had a request from Bossier/Webster District Attorney Schuyler Marvin for Springhill to give $1,000.00 to help finance the Bossier/Webster Crime Lab.

MOTION was made by Ronnie Dees, seconded by D. Nicole Frazier, to honor the request.

MOTION CARRIED.

MOTION was made by Dennis Smith, seconded by Adam Harris, to pay the bills for September 2015 totaling $91,648.29.

MOTION CARRIED.

There being no further business, the meeting was adjourned.
