1. INTRODUCTION

Milnes School is committed to providing the students, the faculty and support staff with a quality experience that will enrich their lives now and in the future. Milnes School conforms to the standards of the State of New Jersey and fosters an atmosphere for the safe and productive delivery of supervision and instruction for all who attend and work here.

Milnes School will provide, through staff in-service, procedures which will be designed to prevent accidents, identify potential acts of violent behavior and to encourage staff to report conditions that they deem unsafe. Representatives of the law enforcement community and consultants on school safety will be encouraged to visit school throughout the year to perform site evaluation and staff training.

Milnes School is supportive of all measures that will provide for a safe, healthy learning and work environment. Milnes School will actively encourage staff and parent participation in the School Safety Plan so that all stakeholders may take an active role in fostering safety and health related issues.

No plan will protect students from every possible danger. Preparedness and common sense, however, are two essential ingredients in any worthwhile plan. While the Principal is the primary administrator responsible for the implementation of the plan, and will wear the green neon “SITE REP” vest during an emergency, each staff member is also responsible for the safety of the students. Each adult in the building must be aware of potential danger, and must feel comfortable reporting any suspicious behavior to the office immediately. This plan is only as effective as the people who put it in practice. It is a fluid document, and may be fine-tuned as needed to accommodate our needs in the area of security.

2. RESPONSIBILITES

DISTRICT

1.  Establish health and safety guidelines for the Milnes School.

2.  Hire employees with skills and experience to perform jobs safely.

3.  Empower supervisors and staff to be vigilant regarding safety and health issues.

4.  Develop safety models and procedures.

5.  Provide time and resources for training.

6.  Provide resources to identify and correct safety and health concerns.

ADMINISTRATOR AND TEACHER-IN-CHARGE

1.  Provide active, on-site supervision of staff, children and facilities.

2.  Provide first hand observation programs and activities, and identify potential risks.

3.  Intervene immediately with regard to observed safety concerns.

4.  Provide a copy of the Milnes School Safety Plan to all substitute teachers working in the building.

TEACHERS AND OTHER STAFF MEMBERS

1.  Read and become familiar with materials provided by the school that relate to health and safety.

2.  Attend workshops and staff in-service programs as planned.

3.  Follow safety guidelines established by Milnes School.

4.  Immediately report conditions which are deemed unsafe or unhealthy.

5.  Practice responsible judgment with regard to personal safety.

6.  Report all questionable incidents to the Principal or Teacher-in-Charge, as necessary.

3. DEFINITION OF A CRISIS

A crisis can be described as an emotionally significant event or radical change of status in a person’s life. A crisis creates an unstable or crucial state of affairs where outcomes will make a decided difference for better or worse. The unforeseen combination of circumstances that may result will call for immediate action.

A crisis may result from, but not be limited to, the following events:

·  Medical Emergency

·  Fire

·  Motor Vehicle Accident

·  Severe Weather

·  Physical Plant Emergency (utilities)

·  Weapons

·  Explosives and/or Incendiary Device

·  Terrorism

·  Kidnapping

·  Environmental Events

·  Sudden Death and/or Suicide

4. EVACUATION OF MILNES SCHOOL

FIRE

Milnes School will evacuate the building through specific exits indicated in each classroom. Drills are conducted once each month.

Fire evacuations (as required per the NJ Uniform Fire Code):

If you sense fire or smoke, sound the fire alarm (if not already activated) and follow the procedures below:

1.  Teachers, take class list or roll book and lead your class out of the building according to the primary/alternate routes specified for your classroom. Instruct the last person out to close the door upon exiting.

2.  Assemble your class at the pre-designated location outside the building.

3.  Attendance must be taken immediately and results given at once to the appropriate member of the Safety Team. This person will then pass this information along to the Principal or Teacher-in-Charge.

·  The Principal, or Teacher-in-Charge, will be located at the main entrance on Philip Street to greet the Fire Department.

·  The Principal, or Teacher-in-Charge, will wear the lime green “Site Rep” vest provided by OEM for easy identification by emergency responders.

4.  The Principal will provide to the FD Officer-in-Charge a status report of personnel accountability and any pertinent information regarding the fire alarm.

5.  No one is to abandon his/her assignment or designated location outside the building (even if someone cannot be accounted for).

6.  No student is to re-enter the building until authorized by the Fire Department and indicated by the “return bell”.

7.  The TJ Middle School is the alternate location should the Milnes School building need to be evacuated.

REMINDERS

·  No smoking by anyone during any part of a drill or emergency evacuation.

·  Cars are off limits during any drill or evacuation with the exception of students requiring transport for medical reasons.

·  Students must remain in the charge of the Milnes faculty and staff. Children may NOT be released to parents until the completion of the relocation and sheltering operation.

·  The Teacher-in-Charge and any teachers with a prep period must report to the nearest exit and assist with the evacuation of the building.

·  Students with a disabling condition must be turned over to the nurse after evacuation, but prior to relocation, unless other plans have been specified.

ACCOUNTABILITY

Attendance should be taken as follows:

·  Immediately following the evacuation of the school building.

·  Immediately upon arrival at the relocation site: TJ Middle School.

·  Prior to departure of buses from relocation site.

·  Immediately upon arrival at the shelter location: Fair Lawn High School.

5. H.E.A.R.T.S. EVACUATION AND RELOCATION PLAN

Follow the procedure as outlined below:

·  After the school has been evacuated, attendance information will be provided to emergency responders by the “Site Representative” wearing the neon green vest. A determination will be made by emergency management and school administration as to the need to relocate the students and staff.

·  Students will be relocated to TJ Middle School.

·  Students and staff will proceed to TJ Middle School in classroom groups.

·  Teachers will take attendance immediately upon arrival to the relocation site.

·  Missing students and staff should be reported to the Principal or Teacher-in-Charge.

·  Students and faculty will be transported via Board of Education buses from TJ Middle School to Fair Lawn High School. Students will be transported in classroom groups only.

·  Students will report to the cafeteria or another room as designated by FLHS administration upon arrival.

·  Teachers will immediately take attendance upon arrival at the shelter location.

·  Students will only be dismissed from the shelter location.

POSSIBLE EXPLOSIVE DEVICE FOUND IN THE BUILDING

·  No radio and/or cell phone transmissions within 100 yards of the school building.

·  Follow the procedures outlined above unless directed otherwise via the school intercom system.

·  Principal will meet with the Safety Response Team in the event that the intercom cannot be used, and each classroom will be visited with instructions to clear the building.

THE PRINCIPAL OR TEACHER-IN-CHARGE WILL ENSURE THAT THE FOLLOWING TAKE PLACE:

·  Contact Transportation

·  Contact Fair Lawn High School

SHOOTER OR OTHER WEAPONS THREAT IN THE BUILDING

·  Report the event to the administrator available, Teacher-in-Charge, or Main Office personnel.

·  ANNOUNCE THE FOLLOWING: “Your attention, please, for an urgent message. Attention, please, for an urgent message. Lock down, lock down, lock down.” To the extent that information is available, the administration will inform the students and faculty of the situation during this announcement. NO CODE WORDS WILL BE USED.

·  CALL 9-1-1

·  Tell the 9-1-1 operator that Milnes School has a shooter in the building.

·  Give the operator the location of the shooter in the building, if known.

·  Advise the 9-1-1 operator that the school is in a “Lock down” status.

·  Stay on the line with the 9-1-1 operator (if personal safety allows) and follow instructions.

·  Turn off all bells.

·  Call Safety Response Team on the intercom (all rooms).

6. LOCK DOWN PROCEDURES

·  All students in a classroom should move to an interior wall away from windows and doors. Students should sit down on the floor in their assigned locations (below).

·  Teacher should lock the classroom door, if possible.

·  Students and teachers should remain in the room until they are instructed by law enforcement that it is safe to evacuate the room. Be prepared to remain in the room for an extended period of time.

·  The teacher is the ultimate local authority in the classroom. If, in the teacher’s best professional judgment, remaining in the classroom would lead to an increased risk to the health and safety of students, the teacher may exercise a plan which would evacuate students to a safer location. Conditions such as fire in the area or knowledge of a shooter’s whereabouts might prompt this kind of response.

·  Students and staff in areas other than classrooms should remain in these rooms and follow the directions above.

·  Students and staff in a hallway should exit the building or report to the nearest classroom- whichever option provides the safest route during the situation. If an exit is used, the staff should move the students off the school property as quickly as possible and report to authorities who will instruct you to report to the relocation site.

·  Teachers with portable radios should report conditions immediately.

·  Teachers may contact the main office, if necessary.

SHELTER DRILL

The principal or his designee will make the following announcement to the entire school over the public address system: “An emergency situation exists outside our school building. Teachers will please lead their classes to their shelter drill locations.”

Locations have been assigned so that no child or staff member will be vulnerable to physical harm based on the projectiles coming through glass windows and/or glass door partitions.

·  During shelter drills, teachers may choose to conduct a read aloud or conduct a mini-lesson is the drill lasts for a prolonged period of time.

·  Shelter Drill reps will monitor the movement and relocation of classes on each floor. Reps are also responsible for reporting attendance to the Principal.
