AmendmentRecommendation Process

What are bylaws?A document containing the basic rules of the organization, defining its primary characteristics and how the organization functions. Bylaws include rules the organization considers so important that they cannot be changed without previous notice to the members and a vote — in a manner specified in the bylaws themselves. Bylaws cannot be suspended.

All local PTAs/PTSAs, all PTA/PTSA councils, and the Washington State PTA (WSPTA) are governed by the same set of bylaws. Amendments to the WSPTA Uniform Bylaws can be made only at the WSPTA convention.

How to submit abylaws amendment recommendation

Recommendations for amendments to the WSPTA Uniform Bylawsmay be submitted by:

Any current member of a WSPTA local PTA/PTSA*

A local PTA/PTSA affiliated with the WSPTA**

A PTA/PTSA council affiliated with the WSPTA**

A WSPTA committee

The WSPTA board of directors

* If a recommendation is submitted by a PTA/PTSA member, that person must identify the PTA/PTSA of which (s)heis a member and include his/her membership number which must be on file in the WSPTA office. The PTA/PTSA must be in good standing for the current PTA fiscal year.

** If a recommendation is submitted by a PTA/PTSA or council, a copy of the minutes of the meeting at which the recommendation was approved must be included. The minutes must clearly indicate that a quorum was present. The PTA/PTSA or council must be in good standing for the current PTA fiscal year.

What happens to each recommendation/proposal for a bylaws amendment?

Amendment recommendations are reviewed and discussed by the WSPTA bylaws committee. The committee may:

Accept the proposed amendment as submitted.

Make changes to the proposed amendment.

Combine two or more related proposals.

Reject any proposed amendment.

At the winter meeting of the WSPTA board of directors in February2018, the bylaws committee will make its report. The board of directors, when acting on the report, may:

Propose an amendment.

Place any proposed amendmenton the convention agenda.

Make changes to any proposed amendment.

Reject any proposed amendment.

The WSPTA board of directors makes the final determination as to which recommendations for amendments to the WSPTA Uniform Bylaws will be placed on the 2018 WSPTA convention agenda. Article 12 of the WSPTA

Uniform Bylaws governs amendments to the bylaws.
