Options for Annual Plan Item 3a

API 3a: Make remaining incremental enhancements to OASIS as an outgrowth of the NAESB March 29, 2005 conference on the future of OASIS (R05026).

Scoping statement completed by SRS. There were a number of assignments from the Standards Request. The outstanding item is Enhance the TSR result postings to allow showing of available generation dispatch options that would allow acceptance of reservation request.

Option 1 – Template approach

·  Template attached to TSR with synopsis of redispatch option from the study

·  Template only attached to TSRs where redispatch was studied

·  Template only attached when TSRs are not granted for full service

·  Template can be query per POR/POD

Issues

·  Templates are not attached for all redispatch studies.

·  Templates does not indicate that the redispatch was or was not taken, in full or partially

·  Only available to TCs with certificates

·  Have someone to fill in the synopsis of the study

·  Need to develop a template structure

Advantages

·  Transparency provided without requesting or reviewing studies

·  Consistency across TPs

·  Template can be query per POR/POD

Option 2 – AdHoc approach

·  Define a location on the OASIS homepage where the TP must post a hyperlink

·  They hyperlink will connect to the location the TP maintains the information required in AP 3.a.i.3

·  The format and any additional information provided will be at the TP discretion

·  It does not need to be a link to the list of studies

·  Location specified in 001-13

Issues

·  There is no consistency across TPs.

·  You will lose the advantage of template structures going this route

Advantages

·  Allows the TPs to address their individual concerns

·  It also allows for integration into existing processes and procedures

·  Implementation would be faster vs template structure

Option 3 – AdHoc approach and Template structure combined without individual study link

·  Template only attached to TSRs where redispatch was studied and results of the Redispatch

o  Results Flags:

§  Redispatch offered in study (Y/N)

§  Redispatch taken in whole (Y/N) – grayed out if not offered

§  Redispatch partially taken (Y/N) – grayed out if not offered

o  Add link to all available studies or available studies link (optional)

·  And add the Redispatch identifications to the Available Studies or Available Studies list.

o  The format and any additional information to be provided at the TP discretion.

Issues

Advantages

Option 4 – Add an OASIS Business Practice Standard that requires Transmission Providers, when posting lists of transmission studies, to indicate on each study whether the generation redispatch was studied.

·  No specific requirements on how the indication is made

·  No specific requirement on location of the information

·  Standard could specify timing (e.g.,not required to be posted until the request is in a final state) but the subcommittee should decide whether this is needed or not.

·  Standard could grandfather all studies prior to xx/xx/xxxx and only require documentation for future studies.

Issues

·  Redispatch offers are only seen by those who pursue obtaining and reviewing study reports.

·  Information blocked to requester of study results who is not granted access by the Transmission Provider

·  Time lag to get information.

·  Information about redispatch studies may not be noted on older study information.

·  Each Transmission Provider may post the information wherever and however they wish. It may be difficult to find the information, but no more difficult than finding study lists in the current OASIS environment.

Advantages

·  Simple approach. Establishes the requirement.

·  Each Transmission Provider could handle as they see fit.

·  Transmission Providers are not required to post any specific information on redispatch offers.

·  Easily applied to cluster studies.
