European Commission - ISA Work Programme

EUROPEAN UNION LOCATION FRAMEWORK

Survey on use and integration of location information within e-Government

Survey on use and integration of location information within e-Government

Who is running this survey?

This survey is part of the European Commission Joint Research Centre’s European Union Location Framework (EULF), an action supported by the European Union’s programme on Interoperability Solutions for European Public Administrations (ISA). The EULF addresses the exchange and sharing of location information and the use of location based e-Services within the context of e-Government.

Why should you respond?

We are conducting this survey so that we can better understand how your country is using and integrating location information in e-Government in order to identify existing initiatives and best practices that support and facilitate such integration.

The survey is sent toboth the public authority responsible for e-government and the public authority responsible for INSPIRE in your country. We are aware that some questions might be more relevant to one of both communities. However, we believe it is important to involve both in our survey in order to get a complete picture of the use of location information in e-Government.Therefore, we would like to ask you to try to answer the questions as completely and accurately as possible.

How long will it take to complete this survey?

The survey will take approximately 25 minutes to complete.

Content of the survey

The survey consists of four parts:

  • The first part will help usunderstand the extent to which location information is used and integrated in different public sector processes and public service delivery in your country.
  • The second part focuses on the observedbenefits of a wider and better use of location information.
  • The third part contains questions regarding initiatives and actions taken in your country to support and realise the integration of location in e-Government.
  • The survey ends with a general assessment of the barriers to and enablers of the integration of location in e-Government.

1.Processes and service delivery

1.1.Processes

Public administration can make use of location information for many purposes and in the context of different public sector processes. We define a process as a set of related activities which transforms a certain input (e.g. a (spatial) dataset) of resources into an output of products or services (e.g. a decision or a map).

Given this definition, to what extent and in which way do you see location information being used in the following ten public sector processes in your country?

For each process, please select one of the following options:

  • Strongly integrated:
/ the use of location information is fundamental and integrated in mostparts of the process
  • Partly integrated:
/ the use of location information is integrated in only some parts of the process
  • Used in support
/ location information is only used in support of the process, i.e. digital location information is used but separate from the administrative process (e.g. by a separate GIS unit).
  • Not used:
/ location information is not being used in the process, i.e. the process is fully carried out without any use of digital location information
