The Woodbridge Board of Education requests bids for Smart Boards..

Bids shall be placed in sealed envelopes marked “SmartBoards” and delivered to the Office of the Superintendent of Schools on or before 1:00 PM on Monday, May 23, 2011 at which time they will be opened publicly.

The Woodbridge Board of Education, as awarding authority, reserves the right to reject any and all bids in full and/or in part and to waive any informality in bidding. In determining the lowest or highest Bidder, the Woodbridge Board of Education reserves the right to consider, in addition to price, the compatibility, quality, experience of the Bidder, sufficiency of resources of the Bidder as relates to the offering as well as the ability of the Bidder to provide future service. The decision of the Woodbridge Board of Education shall be final.

NON-COLLUSIVE BID STATEMENT

The undersigned bidder, having fully informed himself regarding the accuracy of the statements made herein, certifies that:

1. The bid has been arrived at by the bidder independently and has been submitted without collusion with and without any agreement, understanding or planned common course of action with any other vendor of materials, supplies, equipment or services described in the invitation to bid, designed to limit independent bidding or competition, and

2. The contents of the bid have not been communicated by the bidder or its employees or agents to any person not an employee or agent of the bidder or its surety on any bond furnished with the bid and will not be communicated to any such person prior to the official opening of the bid.

The following General Conditions shall apply and govern all service suppliers and contractors in matters of furnishing and installing the specified services.

1. CONTRACT DOCUMENTS

A. The Contract of the parties includes the Bid Form, Advertisement, Purchase Order, General Conditions, and Specifications. These documents are to be considered as one, and whatever is called for in one shall be as binding as if called for by all. Any discrepancies or questions as to the quantities or quality of any items shown on the drawing or listed in the specifications shall be immediately brought to the attention of the Owner for correction by addenda during the bidding period. Any such discrepancies determined by the Contractor and not corrected by addenda shall be resolved on the basis of furnishing the greater quality or greater quantity without change in contract price.

2. INTENT

A. It is the intent of these Contract documents to include all and services of every kind necessary to properly execute the work and to cover the terms and the payment thereof, and to establish minimum acceptable requirements for the equipment design and construction and Contract performance to assure fulfillment of the purpose.

3. QUALIFICATIONS OF BIDDERS

A. No Bid will be considered unless the firm submitting the Bid can meet the following conditions.

1. Bidders must be customarily engaged in the furnishing of similar services as specified and shall have available a suitable organization to supply, deliver, and install the specified services.

2. Bidders must have financial and personal resources of sufficient scope to assure prompt and satisfactory performance in the execution of all the conditions of the Contract and in the delivery, and installation of all specified services so as not to delay the progress of the work.

4. TERMS AND CONDITIONS

A. Any terms and/or conditions on any document furnished by the Contractor, which are contrary to the terms and conditions contained herein are hereby objected to and not approved.

5. AWARDING THE CONTRACT

A. The Owner reserves the right to reject any and all bids, to waive minor irregularities in bidding, and to select other than the lowest bid if deemed in the best interest of the Owner, and their decision shall be final.

B. Bidders should be advised that should budgetary constraints dictate part and/or all of the items listed in this bid may be rejected. This decision shall be considered final and not subject to recourse by the Bidder.

C. In determining the lowest or highest responsible Bidder, The Woodbridge Board of Education reserves the right to consider, in addition to price, the compatibility, quality, cost of maintenance and availability of parts, experience of the Bidder, sufficiency of the resources of the Bidder as relates to the offerings as well as the ability of the Bidder to provide future maintenance and service.

6. PAYMENTS

A. The Owner may approve the Contractor’s invoice(s) for payment(s) for specified services in compliance with all terms of the Contract.

7. BID ENVELOPS

A. Bids must be in a sealed envelope, marked “SmartBoards” and the name of the Bidder marked plainly on the outside.

8. SCHEDULE

A.  It is the desire of the Woodbridge Board of Education to have the installation of the SmartBoards done immediately. Any condition that prohibits this from happening should be brought to the attention of the district immediately.

B. The Contractor will need to establish a schedule with the Woodbridge Board of Education so as not to impact the required classroom teaching time.

9. TITLES

A. The term Owner shall mean The Woodbridge Board of Education or it’s duly appointed representatives.

10. NON-COLLUSIVE BID STATEMENT

A. Any alleged oral agreement made by a Bidder or Contractor with any agency; employee or agent of the Woodbridge Board of Education will be disregarded. For bids to be considered the attached NON COLLUSIVE BID STATEMENT must be completed and submitted with the bid.

11. FAIR LABOR PRACTICE

A. In connection with the execution of this bid, subsequent purchase orders and/or contracts, the seller shall not discriminate against any employee or applicant for employment because of age, race, religion, color, sex, or national origin.

12. WRITTEN COMMUNICATIONS

A.  The Contractor will not accept or seek clarification of the Contract Documents except from the Owner representative. The Owner representative will not offer any clarification of the Contract Documents verbally. Only written communication between the Contractor and the Owner representative will modify, clarify and/or change the Contract Documents.

13. INSURANCE

A.  The Contractor maintain in force during the performance of the work policies of worker’s compensation insurance, employers liability, bodily injury liability, and property damage insurance covering the operations of the contactor and the use of all motor vehicles employed by the contractor. A certificate of insurance evidencing this fact that the contractor has secured the required insurance shall be filed with the Woodbridge Board of Education at the time of the execution of this contract. It is further required that the Town of Woodbridge be named as additional insured. This should be shown under the description of operations portion of the certificate of insurance. All certificates should also indicate a notice of cancellation complying with state statute.

A.  Commercial General Liability

§  General Aggregate: $2,000,000

§  Product/Completed Operations Aggregate: $1,000,000

§  Occurrence Aggregate: $1,000,000

B.  Automobile Liability

§  Liability Limit: $1,000,000

C.  Excess (Umbrella Liability) Liability

§  The requirement that an umbrella policy be provided will depend on a case-by-case evaluation. Your exposure to catastrophic loss arising from the work or service being performed will determine the limit required.

D.  Worker’s Compensation & Employers Liability

§  Per Connecticut Statutes

E.  Asbestos Removal Coverage or an Equivalent Pollution Policy

§  Liability Limit: $1,000,000

Language Arts North & Special Education Office

1.  Smart Technologies SB660, 64” Interactive White Board with necessary wall mounting hardware

2.  Epson PowerLite 460, 3000 ANSI Lumen Data Projector or equivalent* with necessary wall mounting hardware.

3.  Wiring for 2 VGA inputs, sound RCA AV cable package with Wall Plate

Band Room

1.  Epson PowerLite 460, 3000 ANSI Lumen Data Projector or equivalent* with necessary wall mounting hardware.

2.  Wiring for 2 VGA inputs, sound RCA AV cable package with Wall Plate

3.  Install existing SB680 Interactive White Board on wall.

1.  Data Projector with necessary wall mounting hardware. Projector must be able to render photographs accurately on the screen.

* Substitutions must be demonstrated on site.

·  Vendor will supply and install all equipment.

·  Prices will be broken down by room.

·  Unless otherwise noted, computer and video equipment will be positioned near SmartBoard

·  All necessary cables, connectors, and hardware are to be included.

·  AC power will be supplied by school to within 16 feet of the projector.
