Use for seal coat projects or when project does not include a 39-XXX SSP, but includes fog seal coat.
101.__FOG SEAL COAT
Fog seal coat shall conform to the provisions in Section371, "Seal Coats," of the Standard Specifications and these special provisions.
2. Edit if a different grade is required.
Added water in fog seal coat shall be between 40percent and 50percent of the mixture by volume. Asphaltic emulsion shall be either SS1h, CSS1h, or CQS1h grade.

The fog seal coat spread rate shall be between 0.15L/m2 and 0.54L/m2. The Contractor shall determine the exact spread rate. Fog seal coat shall provide uniform coverage and be free of streaks and voids.

Before the Contractor opens the travelled way to public traffic, the surface shall have a coefficient of friction not less than 0.30 as determined by California Test342.

Fog seal coat shall break (turn from brown to black) before:
1.The atmospheric temperature falls below 10ºC.
2.The pavement temperature falls below 15ºC.
3.The time the travelled way is to be opened to public traffic in conformance with the provisions in "Maintaining Traffic" of these special provisions.

At least 10days before the intended start of fog seal coat application, the Contractor shall submit a plan that describes corrective action to be taken if the coefficient of friction is measured less than 0.30 and if the fog seal coat does not break. The Contractor shall not begin fog seal coat application until the Engineer approves the plan. The plan shall include the method to correct the coefficient of friction before opening the travelled way to public traffic.

If the Engineer fails to approve the plan within the time allowed, and if, in the opinion of the Engineer, completion of the work is delayed or interfered with by reason of the Engineer's delay in approving the plan, the Contractor will be compensated for resulting losses, and an extension of time will be granted, in the same manner as provided for in Section81.09, "Right of Way Delays," of the Standard Specifications.

The Contractor shall notify the Engineer at least 10days before:
1.Starting fog seal operations.
2.The dates required for coefficient of friction testing.

If the Engineer fails to provide coefficient of friction testing on the dates requested by the Contractor, and if, in the opinion of the Engineer, completion of the work is delayed or interfered with by reason of the Engineer's delay in providing the coefficient of friction testing, the Contractor will be compensated for resulting losses, and an extension of time will be granted, in the same manner as provided for in Section81.09, "Right of Way Delays," of the Standard Specifications.

No adjustment of compensation will be made for increases or decreases in the quantities of fog seal coat, regardless of the reason for the increase or decrease. The provisions of Section41.03B, "Increased or Decreased Quantities," shall not apply to the item of fog seal coat.
