PUBLIC COMMENT- NONE

CORRESPONDENCE– David Brown spoke regarding speaking with Connie Strang and discussing Lima Historical Society issues – she told him that any further discussion would need to be handled through their attorneys.

NEW BUSINESS:

  1. Water Adjudication Update– Mayor has distributed information from Tom Hughes regarding the water adjudication status; the UPRR needs to be involved as well. Dick Gosman has been doing a lot of research for the Town’s water rights issues as well as research for the Red Rock Irrigators. Big Fly has a 1883 water right claim but it is for surface water. Any objection needs to be filed by first part of May.
  1. Change of Bank Signature Card Approval – Clerk explains we need to change signature cards at the State Bank & Trust; Carl Kluesner is still on the signature card for checks and this needs to be updated to Victor Ehresman as he is the Council President.
  1. Mayor’s Academy Approval – Mayor states he would like to attend the Mayor’s Academy and asks for approval of the Council.
  1. Resolution 2014-1 Local Government Review – Every ten years we are required to put the local government review on a ballot and ask voters if they would like a study commission to decide if the Town of Lima would like to change their form of government. If the voters approve we will have a special mill levy to pay for this which could be up to $15,000 because we must pay for their tuition for training, hotel, meals, mileage and time over a 3 year period.
  1. Mayor’s Report - Mayor went to Headwaters RC&D meeting recently – has a lot of money to loan for small businesses.
  1. Unscheduled Matters – Sgt. Mulkey states he is here due to complaints of vicious dogs and they cannot do anything about it or enforce our Town’s ordinance.Discussion regarding dog issues. Suggestion to contact City of Dillon and see if we could possibly use their dog enforcement officer to work with us. Mayor will contact the new Dillon Mayor.

Meeting adjourned at 7:31pm. Next regular council meeting will be held on March 10th at7pm at the Town Hall.
