A public hearing of the Oglethorpe County Board of Commissioners was held on Monday, January 7, 2013 at 6:00 p.m., in the Commissioner’s Office in Lexington, GA.
Members Present: Chairman Billy Pittard Commissioner David Clark Commissioner John Meyer Commissioner Phil Sanders Commissioner George Gabriel Commissioner Andy Saxon
Members Absent: None

Rezone: Commissioner Sanders made a motion to approve James Smith’s application to rezone tax map 146 parcel 015, located at 75 Tiller Bridges Road from General Agriculture (A2) to Rural Residential (AR), seconded by Commissioner Clark and unanimously approved by the Board.
Rezone: Commissioner Gabriel made a motion to approve Rachel Adkins’ application to rezone approximately 16.8 acres of tax map 104 parcel 006, located on Walker Gresham Road near 183 Walker Gresham Road, from General Agriculture (A2) to Rural Residential (AR), seconded by Commissioner Clark and approved by the Board 4/0, with 1 abstention from Commissioner Sanders.
Rezone: Commissioner Clark made a motion to approve Loyd Duffell’s application to rezone approximately 2.2 acres of tax map 112 parcel 023, located on Sandy Cross Road near Lexington Carlton Road, from General Agriculture (A2) to Single Family Residential (R1), seconded by Commissioner Gabriel and unanimously approved by the Board.
Vice-Chairman: Commissioner Gabriel nominated Commissioner Clark as the Vice Chairman of the Board of Commissioners. There was no other nomination. Commissioner Clark was appointed as the Vice-Chairman of the Board of Commissioners with a vote of 4/0, with 1 abstention from Commissioner Clark.
There being no further business, at 7:16 pm, the meeting was adjourned until the next regularly scheduled meeting on January 14th 2013, unless sooner convened because of an emergency.

A regular meeting of the Oglethorpe County Board of Commissioners was held on Monday, January 14, 2013 at 6:00 p.m., in the Commissioner’s Office in Lexington, GA.

Minutes: Commissioner Clark made a motion to approve the December 10, 2012 Regular Meeting minutes, seconded by Commissioner Gabriel and unanimously approved by the Board.
Rezone: Commissioner Clark made a motion to approve Ora Nation’s application to rezone tax map 072 parcel 046, located at 1128 Crawford Smithonia Road, from General Agriculture (A2) to Rural Residential (AR) in order to divide the property into six tracts for use by immediate family members, seconded by Commissioner Sanders and unanimously approved by the Board.
Variance: Commissioner Gabriel made a motion to approve Ora Nation’s application for variance from Section 8.113 Subdivision Regulations, for a private access easement which exceeds 1250 feet in length, seconded by Commissioner Clark and unanimously approved by the Board.
Variance: Commissioner Sanders made a motion to approve Ora Nation’s application for variance from Section 8.113 Subdivision Regulations, for a private access easement which serves more than two (2) land-locked residential lots under the condition that the following statement be printed on the plat as notice to current and future land owners.
“The private access drives/access easements shown on this plat are not owned or maintained nor intended to be owned or maintained by Oglethorpe County.”
Further discussion identified the desire to amend the Subdivision Regulations and Zoning Ordinance, as necessary, to require this statement or some version of this statement on plats submitted for approval in the future. The motion was seconded by Commissioner Clark and unanimously approved by the Board.
Variance: Commissioner Sanders made a motion to approve Ora Nation’s application for variance from Section 8.15.5 Subdivision Regulations, for a private access easement which is less than 50 feet in width, seconded by Commissioner Clark and unanimously approved by the Board.
Zoning Board appointments: Commissioner Clark made a motion to appoint Dale Brubaker and Annetria Kennedy to the Zoning Board with terms which expire on June 30, 2013 for both appointees, seconded by Commissioner Saxon and unanimously approved by the Board.
Vehicle acquisition: Commissioner Sanders made a motion to approve acquisition of one truck, quoted at $25,640, and two cars, quoted at $23,387 each, through Jefferson Motor Company for the Sheriff’s Department, seconded by Commissioner Clark and unanimously approved by the Board.
District Attorney supplement: Commissioner Gabriel made a motion to approve a supplement for the Chief Assistant District Attorney’s salary in the amount of $1,348.55, seconded by Commissioner Clark and unanimously approved by the Board.
There being no further business, at 6:26 pm the meeting was adjourned until the work session and public hearing scheduled for February 4th 2013 at 6:00 pm, unless sooner convened because of an emergency.
