Global Witness

Global Witness’ work makes a difference. Our campaigning helped put a stop to illegal logging which was funding wars waged by the Khmer Rouge in Cambodia and by Charles Taylor in Liberia. We brought the issue of blood diamonds to the world’s attention and the landmark Kimberley Process Certification Scheme was established as a result. Similarly, our investigations into corruption in oil, gas and mining were instrumental in making a case for the establishment of the Extractive Industries Transparency Initiative (EITI), the leading global mechanism aimed at increasing transparency in transactions between governments and companies.

More recently, our research on conflict minerals in the eastern Democratic Republic of Congo (DRC) has exposed how warring parties make millions of dollars each year through illegal control of the mineral sector. Our campaigning has led to landmark due diligence legislation being passed in the US and in DRC. Global Witness’ banks team have exposed how major financial jurisdictions like the UK are being used to launder vast amounts of corrupt money, keeping millions in poverty and reliant on aid. Our pioneering campaign to raise the profile of land and environmental defenders has positioned the issue, for the first time, on the agenda of high-level decision-makers.

Job Description and Person Specification: Senior Campaigner, Democratic Repubic of Congo

Purpose of the post: The post holder will carry out investigations, advocacy and capacity building to support the implementation of a community-based forest management project in the DRC.

Key responsibilities:

Research and Advocacy

·  Lead and organise desk based and field based research and investigations on threats to the development of sustainable, pro-poor community-based forest management in DRC, including the governance, social and environmental impacts of logging.

·  Conduct research on policies and law reforms regarding community-based forest management and community-controlled natural resource management strategies in the DRC.

·  Lead advocacy with the highest levels of the DRC and donor governments and institutions, intergovernmental bodies, and companies.

·  Monitor and respond to key developments relevant to the community-based forest management project in the DRC and the Congo Basin forest campaign.

·  Represent Global Witness externally to government, key stakeholders and the media in DRC and internationally.

Production of advocacy materials

·  Produce reports, exposés, policy briefs, press releases, blogs, social media content, and other campaign and media materials for Global Witness and for our partners in DRC to a high professional standard for a variety of audiences.

·  Supervise the production and proof-read translations of written materials in English and French.

Campaign strategy and learning

·  Work effectively within the Congo Basin forests team and across teams in the Forest, Land and Climate strand to maximise synergies and share lessons learnt.

·  Develop campaign strategies and messages with input from the Congo Basin forests team.

·  Contribute to monitoring and evaluation of Global Witness’ programmes and the work of our partners in DRC.

Coordination and civil society capacity building

·  Mentor, support and develop effective working relationships with civil society partners in DRC through capacity building and joint work.

·  Build coalitions and constituencies of support amongst civil society, donors, the government and other key stakeholders in and beyond DRC.

·  Manage the processes by which relationships are established with formal partners, with support from the FLAC Project Manager, including establishing formal agreements and plans.

·  Develop and maintain contacts in international and national NGOs, governments, international agencies and industry.

·  Organise and lead internal Global Witness meetings and external meetings.

Project Management

·  Manage the project budget, and support the finance team in ensuring that funder and organisational financial requirements are met.

·  Support the preparation of financial reports and supporting documentation for funders as outlined in funding agreements.

·  Assist in fundraising activities including providing all reports required by funders and Global Witness and any additional campaign information and attending meetings with funders as appropriate.

Other

·  Comply with Global Witness policies and procedures, including confidentiality, source protection and security, legal and contractual requirements and general office procedures.

·  Undertake any reasonable additional activities commensurate with the role and level of the post.

·  Manage and oversee the work of volunteers and consultants where necessary.

Person specification

Essential:

·  Fluency in written and spoken French and English.

·  Experience of working in French-speaking Africa, preferably DRC.

·  Experience of undertaking field research and evidence-gathering in developing countries.

·  Experience of undertaking capacity-building activities with local partners in developing countries.

·  Strong interpersonal skills including experience of supporting local civil society partners to achieve objectives; proven ability to be flexible and sensitive in demanding situations.

·  Experience of developing and implementing advocacy and campaign strategies.

·  Knowledge of rights-based forest governance issues.

·  Strong conceptual and analytical skills and demonstrable ability to think strategically, innovatively and practically to influence policies and practices.

·  Excellent written and spoken communication skills; experience of writing, editing, and producing a range of written materials to a consistently high standard for a variety of audiences.

·  Proven record of effective use of news media and other communications to achieve campaign objectives, including conducting media interviews with a range of national and international media.

·  Experience of lobbying governments, intergovernmental organisations and companies, with demonstrated impact.

·  Experience of financial and project planning, management and reporting, including delivering funder requirements.

·  Willingness and ability to travel for up to three-week periods, totalling up to ten weeks a year, including to high-risk environments.

Desirable:

·  Experience and knowledge of DRC’s history and economy.

·  Knowledge of corruption issues and natural resource governance.

·  Experience of using, and training others in, advocacy and investigative techniques.

·  Knowledge of campaign monitoring and evaluation methodologies.

·  Proven creativity, initiative and networking skills that create opportunities and respond appropriately to changing circumstances.
