2130 - This is a technical supplement that converts the format and style of this Regional directive to the new FSM template using the agency’s current cooperate word processing software. Although some minor typographical and technical errors have been corrected, this supplement contains no changes to the substantive direction in this title.

2130.41 - Regional Foresters and Station Directors

The Director of Engineering, Region 4, is delegated the coordination and technical responsibility for solid waste management in the Intermountain Region. Within this assignment, the Director shall:

1. Coordinate the establishment of policy direction and requirements as necessary to achieve Forest Service solid waste management objectives, including monitoring the program, and recommending funding levels.

2. Coordinate solid waste technical issues affecting the National Forest recreation resources (FSM 2300) and the issuance of special use permits (FSM 2700) with the Directors of Recreation and Lands.

3. Coordinate technical matters of water quality and associated monitoring requirements as they relate to land disposal practices with the Director of Bio-Physical Resources (FSM 2540).

4. Coordinate solid waste program matters with the Regional Safety Officer, as the issues relate to achieving Forest Service solid waste management objectives.

5. Maintain coordination and liaison with State agencies, the Environmental Protections Agency, and other Federal agencies at the Regional level.

6. Keep Forests advised of new laws, regulations, and Executive Orders as they relate to solid waste management.

7. Review and maintain Forest Service inventories of solid waste data and projects as needed.

8. Formulate and issue the technical and procedural standards and guides necessary to carry out policies.

a. Provide technical leadership for solutions to solid waste problems.

b. Provide consultation and other technical assistance as requested by Forests.

9. Approve Engineering Reports for all new land disposal facilities.

2130.42 - Forest Supervisors and Project Leaders

1. Forest Supervisors shall include consideration of solid waste requirements in the Forest land management planning process.

2. The responsibility to maintain an accurate inventory of information and data on points of waste generation, the amount and seasons of use, and the size and number of land disposal sites is delegated to Forest Supervisors.
