AGENDA ITEM 17.2: PLAN FOR FUNDING LIABILITY FOR AFTER-SERVICE HEALTH INSURANCE (ASHI)

Draft Resolution 17.2/1 (EC-69)

PLAN FOR FUNDING THE ASHI LIABILITIES

THE EXECUTIVE COUNCIL,

Noting with concern the growing level of financial liabilities that are estimated for the long-term financing of the After-Service Health Insurance scheme (ASHI) of WMO [as described in EC-69/INF. 17.2],

Noting further that the cost saving measures being considered in the context of the work of the UN Advisory Committee on Administrative and Budgetary Questions (ACABQ) are not likely to deliver the expected benefits if applied by the WMO in isolation,

Recognizing the need to counter the growth of the financial liabilities for the long-term financing of ASHI, until the above cost saving measures are implemented at UN level and deliver the expected benefits,

Decides:

(1)  To keep in force Resolution 14 (EC-LXI) – Increasing the charges on Payroll Costs for the Funding of the Reserves for After-Service Health Insurance Benefits;

(2)  To introduce an additional contribution to the financing of the ASHI scheme to be provided by:

(a)  Active staff members, in the measure of 1% of the payroll;

(b)  WMO, in an equivalent annual amount;

(3)  To establish a dedicated fund, where these additional contributions as well as any other revenue resulting from the difference between future ASHI payments and annual contributions by Members and retirees will be administered and invested under the overall responsibility of WMO. The purpose of this fund shall be to contribute to offsetting future liabilities deriving from the ASHI scheme;

(4)  To re-assess the level of the above additional contribution every four years, in the light of the results of an actuarial valuation of the ASHI scheme.
