MORNING SESSION: - Meeting was called to order at 9:09 a.m.

Approval of Statement of Proceedings/Minutes for the Meeting of September 27, 2006.

ACTION:

ON MOTION of Member Cox, seconded by Member Slater-Price, the Air Pollution Control Board of the San Diego County Air Pollution Control District approved the Statement of Proceedings/Minutes for the meeting of September 27, 2006.

OVERVIEW:

This is a request to accept State Lower Emission School Bus Program funds. The State Air Resources Board has allocated $1,051,000 to the San Diego County Air Pollution Control District to retrofit eligible school buses with particulate matter control systems. School districts will be selected for funding based on State program guidelines and a needs survey that was distributed to all school districts in the County and private companies that contract with public schools for student transportation. When the evaluation is complete, the Air Pollution Control District plans to return to the Board in February 2007 for approval of project and funding allocation recommendations.

FISCAL IMPACT:

The $1,051,000 from the State Air Resources Board for the Lower Emission School Bus Program is not included in the Fiscal Year 2006-2007 Operational Plan. If approved, this request will result in a one-time appropriation and revenue increase of $1,051,000. The funding source is the State Air Resources Board. It will require no additional staff years and no net General Fund cost. The entire amount of the grant will be distributed to the selected project participants.

RECOMMENDATION:

AIR POLLUTION CONTROL OFFICER
1.  Waive Board Policy B-29, Fees, Grants, Revenue Contracts-Department Responsibility for Cost Recovery because the grant offsets only direct costs.
2.  Authorize the Air Pollution Control Officer to accept $1,051,000 from the State Lower Emission School Bus Program to retrofit existing diesel school buses with particulate matter control systems in accordance with the State program guidelines.
3.  Establish appropriations of $1,051,000 in the Air Quality School Bus Program fund for the Lower Emission School Bus Program based on unanticipated revenue from the State Air Resources Board. (4 VOTES)
ACTION:
ON MOTION of Member Cox, seconded by Member Slater-Price, the Air Pollution Control Board of the San Diego County Air Pollution Control District took action as recommended, on Consent.
