ITU-T SG3 would like to inform ITU-T SG11 and ITU-T SG12 on a new work item FW_services_policies “A regulation framework of delivering of ICT services with the guaranteed QoS and requested bit rate on the fixed and mobile data networks” which was started in March 2016.

This work item was established at the request of regulators and operators of RCC region, asking to specify approaches which may be used by regulator and operator for delivering ICT services with guaranteed QoS and requested upstream/downstream bit rate.

ITU-T SG3 was informed about the ITU-T SG11 work items Q.3960 “Framework of Internet speed measurements for the fixed and mobile networks” and Q.TM_Int_sp_test “Testing methodologies of internet speed measurement system to be used on the fixed and mobile networks”.

ITU-T SG3 agrees that the development of a unified approach to measure the bit rate to the Internet resources may become one of the most important issues for all ICT players (operators, regulators, the Internet community, and so on) and especially for customers.

This approach might become a way how the requested bit rate, which is indicated in customer’s Service Level Agreement, might be measured on a transparent and trustable basis. The new work item "FW_services_policies" is going to consider this approach as a reference model how to measure bit rate to particular resource and may be recommended to operators of the mobile and fixed networks as internationally standardized approach.

ITU-T SG3 highly appreciates this work and would like to be informed on any activities related to the above work items. We would appreciate SG11 and SG12 on providing any additional information which might be used for developing of the work item FW_services_policies which was started by ITU-T SG3.

We look forward to continuing cooperation with SG11 and SG12on this issue.
