IMPLEMENTATION OF SPECIAL PROJECT CODES IN CWS/CMS
FOR PARENTING MINOR AND NON-MINOR DEPENDENTS
The California Department of Social Services (CDSS) has issued All County Information Notice (ACIN) I-60-15 requiring collection of complete and accurate data on parenting minors and NMD parents. Eight (8) Special Project Codes (SPC) have been added on the Special Projects Page in CWS/CMS and CSWs should utilize, as follows:
1. / S-DepMinorParent + 1: / The dependent is a minor parent who has one child only.
2. / S-DepNonMinor Parent + 1: / A NMD parent who has one child only
3. / S-DepMinorParent + 2: / The dependent is a minor parent who has two or more children.
4. / S-DepNonMinorParent + 2: / A NMD parent who has two or more children
5. / S-DepMinorParent + 1 Dep: / The dependent is a minor parent who has one child who is also a dependent of the juvenile court.
6. / S-DepNonMinorParent + 1 Dep: / A NMD parent who has one child who is also a dependent of the juvenile court.
7. / S-DepMinorParent + 2 Dep: / The dependent is a minor parent who has two or more children who are also dependents of the juvenile court.
8. / S-DepNonMinorParent + 2 Dep: / A NMD parent who has two or more children who are also dependents of the juvenile court.
Instructions for Entering the SPCs in CWS/CMS:
In the Case Management section, Click on the Special Projects page tab to access the Special Project Grid and then Click on the “+” to activate the drop down boxes. Using the drop down menu, select any of the SPC’s mentioned above. More than one SPC may apply to a client. All applicable SPCs should be entered. If the status of the minor or NMD parent changes and a selected SPC is no longer valid, the SPC should be end dated. If a dependent is a parent to a child and parental rights have been terminated, then a SPC should not be used.
Examples for inputting data: 1) If a dependent is a 16-year-old parent to one child and that child is also a dependent of the juvenile court, click S-DepMinorParent + 1 Dep or, 2) If a dependent minor parent has one child or more who is also a dependent and one child or more who is not a dependent, then click S-DepMinorParent + 2 Dep and S-DepMinorParent + 1.
The CSWs are encouraged to update case plans for pregnant and parenting dependents within 60 days of the date that the child welfare agency is informed of the pregnancy to include methods for planning for healthy parenting and the identification of appropriate resources and services for the youth.
