INVITATION FOR BIDS / ADVERTISEMENT

The Town of Carlisle, Massachusetts, a municipal corporation, acting by and through its Board of Library Trustees, Gleason Public Library, with their offices at the Gleason Public Library, 22 Bedford Rd., Carlisle, Massachusetts 01741, the Awarding Authority, invites sealed bids for the Gleason Public Library Historic Building Envelope Restoration and Repair, located at 22 Bedford Road, Carlisle, Massachusetts, 01741, in accordance with Contract Documents prepared by Lerner | Ladds + Bartels, Inc., Architects, 236 Hope Street, Providence, Rhode Island.

Bidding procedures shall be in accordance with the provisions of M.G.L. Chapter 149, Section 44A through Section 44J, inclusive, and Chapter 30, Section 39M, as amended.

In order to be eligible and responsible to bid on this project, General Bidders and Filed Sub-Bidders shall submit with their bid a current Certificate of Eligibility for General Construction issued by the Division of Capital Asset Management, DCAM (formerly the Division of Capital Planning and Operations, DCPO) Category of Work: Historic Building, together with an Update Statement.

Sealed bids shall be submitted on a form furnished by the Awarding Authority and clearly identified as a bid, endorsed with the name and address of the bidder, and the name of the project, and submitted to:

and received no later than the times set forth below, when they will forthwith be publicly opened and read aloud at this location.

Sealed bids for the sub-trades designated below will be received until two (2) o'clock, PM, on Thursday, August 6, 2009.

Sealed bids for the General Contract will be received until two (2:00) o'clock, PM, on Thursday, August 20, 2009.

All bids may be mailed or hand-delivered to the above specified receiving address prior to the time specified hereunder, in accordance with the procedures set forth in the INSTRUCTIONS TO BIDDERS.

Filed sub-bids will be required and taken for the following classes of work:

SECTION 04200 - MASONRY RESTORATION

SECTION 07500 - ROOFING AND FLASHING

Every General Bid and every Filed Sub-Bid shall be accompanied by a bid deposit, in an amount not less than five percent (5%) of the bid amount, in the form of a bid bond; or a certified check; or a treasurer's check; or by cashier's check; issued by a responsible bank or trust company, made payable to the Town of Carlisle.

Contract Documents will be available after two (2:00) o’clock PM on Wednesday, July 15, 2009. Please refer to DOCUMENT 00110 - PLAN DISTRIBUTION for additional information regarding document distribution.

Copies of the FORM FOR GENERAL BID and the FORM FOR SUB-BID are available at no cost at the above-named location.

Each bidder is advised to visit the site of the proposed work, become fully acquainted with conditions as they exist, and thoroughly examine the Contract Documents. Failure of any bidder to visit the site, and to examine the Contract Documents shall in no way relieve the bidder from any obligation with regard to the bid as submitted. Arrangements for site visitation, during the bidding period, may be made in the manner set forth in the INSTRUCTIONS TO BIDDERS.

A pre-bid conference will be held at ten (10:00) o'clock AM, at the site on Wednesday July 29, 2009. It is imperative that all prospective bidders have a representative in attendance.

The successful Bidder will be required to provide a performance bond, and a labor and materials payment bond, issued by a company authorized to do business in Massachusetts and satisfactory to the Awarding Authority, each bond being in the amount of 100 percent of the Contract Amount.

The minimum wages to be paid for all labor on the project are established in a schedule issued by the Department of Labor and Workforce Development, in accordance with Section 26A - 27D, of Chapter 149 of the M.G.L., as amended, said schedule being made a part of the Contract Documents and is included therein.

Materials, equipment and supplies to be used on this project are exempt from sales tax to the extent provided by M.G.L.Chapter 64H, Section 6(f).

The successful Bidder must agree to commence work upon receipt of Notice to Proceed in August / September 2009, and to cause all work of this Contract to be Substantially Completed not later than 90 calendar days after the Notice to Proceed.

In case that the work of this Contract is not certified by the Architect to be Substantially Complete, as defined in the GENERAL CONDITIONS, within the time established therefor, it shall be agreed and understood that the Owner may deduct from sums otherwise due and payable under the Contract, the amount of Five Hundred Dollars ($ 500.00) for each calendar day after which Substantial Completion date, or authorized extension thereof, was required, up to and including the date that Substantial Completion of the Contract is certified by the Architect. This provision shall apply, not as a penalty, but as liquidated damages.

The bidder agrees that its bid shall be good and may not be withdrawn for a period of 45 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.

The Awarding Authority reserves the right to reject any or all bids, and/or waive any informalities, if it is deemed to be in the public interest so to do.
