In view of the elections, the Committee had a brief programme this year. Effectively, the Committee was reconstituted in August. The programme of the Committee "Towards Developing a Longer Term Programme: Setting the Foundations" was adopted on 4 August 2004. With the new developmental thrust being given to state- owned enterprises (SOEs) by the government, and the proposed plans to invest R 165 billion in Transnet and Eskom, the Committee's oversight role has been enhanced. The key aims of the Committee's programme since August have been:

1. To get a better understanding of the portfolio

2. To visit the SOEs

3. To clarify the Committees oversight role and responsibilities

4. To empower Committee members through education and training

5. To set the foundation for a longer term programme

A very successful study tour of the Alexkor diamond mining SOE in Alexandra Bay in the Northern Cape was undertaken on 1 and 2 November. A study tour of some of Transnet and Eskom sites is pending.

The Committee will be more effective next year.

Effective parliamentary oversight of the Ministry and Department of Public Enterprises and the state-owned

enterprises (SOEs) falling within our Portfolio.

d Mission

To ensure that the Department and SOEs contribute effectively to economic growth, development and service delivery.

e. Objectives:

To monitor the restructuring and transformation of SOEs to ensure optimal economic and social impact.

To monitor the development and implementation of restructuring frameworks for individual SOEs,

To monitor the alignment of the activities of SOEs with government policy and the development of a systematic method of monitoring performance.

To monitor the implementation of new investment plans for the SOEs.

More specifically, to undertake study tours of the SOEs to ensure effective oversight by the committee.
