Country Programme Officer
Salary: (£21,532 – 23,493) Depending on experience and qualification
Location: London, UK, with occasional oversees travel to complex environment
Main Purpose
To support the implementation of a high quality programme of THET Country programmes designed to help strengthen health care systems in Somaliland (90%) and Zambia (10%).
Key responsibilities
- Programme support:
- Support key aspects of THET’s Somaliland Programme, leading on organisation of trips for staff, consultants and volunteers; this includes booking flights, visa, trip budgets andaccommodation
- Maintain effective administrative systems; ensure efficient documentation, filing and retrieval of all programme materials
- Work with the Programme Coordinator (UK), the Programme Managers (Somaliland and Zambia), and partners of THET to ensure donor contract compliance. Contribute to donor reporting as required.
- Work closely with THET’s partners in Somaliland and the UK to ensure that programme objectives are met to a high standard.
- Ad hoc recruitment and management of consultants based in the UK.
- Security:
- Collate relevant security information on Somaliland and other countries that staff and volunteers do transit to while travelling to Somaliland and Zambia and escalate as appropriate to senior team members.
- Review the security manual for Somaliland with the Programme Coordinator to ensure the contained information is current on a bi-yearly basis
- Provide security briefings for all volunteers, consultants and staff prior to travel to Somaliland.
- Finance and procurement:
- Procure equipment and organise regular transfer of funds for local partners, volunteers, settle payments and gain authorisation for transactions.
- General:
- Support strong coordination and communication across the organisation; support the Programme Coordinator to facilitate learning and sharing of good practice.
- Undertake other tasks as may be required, commensurate with experience.
- Contribute to the development of strategic plans; policies and position papers.

Essential
- Strong project coordination and excellent administrative skills. Strong attention to detail.
- Excellent time management skills and ability to manage competing deadlines.
- Well-developed IT skills and competence in Microsoft Word and Excel.
- Excellent interpersonal skills and confidence in dealing with UK and overseas partners as well as senior staff from diverse organisations.
- Team player able to work independently when required and to manage a diverse and heavy workload.
- Flexibility and adaptability in the context of working within a small organisation and willingness to develop new skills.
- Willingness to travel within the UK and overseas, including to a complex environment.
- Good financial / numeracy skills.
- Effective written and verbal communication skills.
Desirable
- Experience of working with budgets.
- Personal experience of living or working in Africa.
- A Bachelors or Masters degree in a relevant discipline.
- Understanding of international development and global health issues.
