The Supervisor called the meeting to order at 7:00 p.m. and Police Chief Tor Tryland opened with the Pledge of Allegiance.
THE MINUTES OF THE JANUARY 26, 2017 TOWN BOARD MEETING were approved as typed on a motion by Councilman Murray, 2nd by Councilman Gonzalez, with 4 in favor, Councilman Peters abstained as he was absent.
1.DELAWARE ENGINEERING: John Brust was absent.
2.REQUEST TO USE CENTRE PROPERTY: John Quinn would like permission for the following Sundays April 23, April 30 and May 21, 2017 @ 1-5pm for Band Practice. A motion to approve was made by Councilman Peters, 2nd by Councilman Van Valin, with all in favor.
3.TOWN CLERK’s REPORT FOR JANUARY 2017: $3,084.28. A motion to approve was made by Councilman Murray, 2nd by Councilman Gonzalez, with all in favor.
4.TOWN JUSTICE REPORT JANUARY 2017: Judge McCarthy-$468.00.
5.HIGHWAY REPORT: Highway Superintendent Gary Thorington was present. Due to the winter storm we are having today the Osh Kosh truck is down. As it has a loose wheel and we were able to get it back into the shop, where it is in for repair. We have operated with three trucks for years and we will just get started a little bit earlier tomorrow.
6.POLICE REPORT: Police Chief Tor Tryland was present. The last few days Officer Greg Thorp has been in and will be acting as Officer in Charge from February 9 till February 13, 2017. We are starting more training again in February, this Saturday for active shooter. A movie shooting company has notified us by letter, but not a lot of information is given. They did note that it will be at a residence on Slater Road, Maplecrest. The movie crew will be here February 11 & 12, 2017. They will be using a fake gun prop with no noise, should the public report anything with what they might see.
Supervisor Pelham has a letter in hand that is written by Chief Tryland and he would like to read it. Police Chief Tor Tryland is resigning as Police Chief effective February 9, 2017 as he has accepted a full time job as Under Sheriff with Greene County Sheriff’s Office. A motion to

accept his resignation was made by Councilman Murray, 2nd by Councilman Gonzalez, with all in favor.
7.AMBULANCE REPORT: Ambulance Administrator Davia Monte was absent. Supervisor Pelham stated that Davia could not be present tonight as there was mandatory ambulance training.
8.COMMITTEE REPORTS: Councilman Peters has been working in detail with John Brust on the water district accounts and policies as the Town is looking to expand its water lines in the spring. Councilman Van Valin has nothing to report on at this time. Councilman Murray as he looked over the ambulance payroll was wondering when Davia Monte would be taking over. Supervisor Pelham noted that Glenn Morrison will be working another two weeks with Davia. Larry Gardner hopes to have more information by the next meeting from the State concerning Mt. Hayden. Supervisor Pelham received a letter with an invoice from Attorney Robert Beebe. Larry received a similar letter without the invoice. Supervisor Pelham is hoping that Greene County will pay half their share of the invoice. Councilman Gonzalez is resigning from his position as Councilman effective February 9, 2017. He thanked “the people of the Town of Windham for allowing him to represent them.” And thanked the Town Board for the “learning of local government” and opportunity of working with them. A motion to approve his resignation was made by Councilman Murray, 2nd by Councilman Peters, with 4 in favor, one vacancy.
COMMENTS FROM THE PUBLIC: Karl Gonzalez would like to read a letter, “As Chief Tor Tryland is resigning as Chief of Police of the Town of Windham Police Dept.” Karl “is requesting to be considered for the position as the new Chief of Police for the Town of Windham …if appointed”. A motion to appoint Karl Gonzalez as the new Chief of Police for the Town of Windham was approved by Councilman Van Valin, 2nd by Councilman Peters, with 4 in favor, one vacancy. Officer Greg Thorp wrote and read a letter of support to congratulate Tor Tryland and Karl Gonzalez on their new positions. Also thanking each for their dedication to the Windham Police Dept. and the Town of Windham (letter was given to Town Clerk for the file). Tor Tryland then thanked the entire Town Board, Police Dept. and all.
ACCOUNT BALANCES AND BUDGET COMPARISIONS February 9, 2017 files were made available for the Board to review.
GENERAL FUND WARRANT #3-G contained vouchers #98-124, totaling $20,775.52 was audited and approved for payment on a motion by Councilman Peters, 2nd by Councilman Murray, with 4 in favor, one vacancy.
HIGHWAY FUND WARRANT #3 contained vouchers #34-39, totaling $1,827.88 was audited and approved for payment on a motion by Councilman Peters, 2nd by Councilman Murray, with 4 in favor, one vacancy.
SEWER DISTRICT FUND WARRANT #3 contained vouchers #36-49, totaling $17,201.46 was audited and approved on a motion by Councilman Murray, 2nd by Councilman Peters, with 4 in favor, one vacancy.
STREETLIGHTING FUND WARRANT #2 contained vouchers #15-22, totaling $2,995.71 was audited and approved for payment on a motion by Councilman Peters, 2nd by Councilman Murray, with 4 in favor, one vacancy.
CWC STORMWATER WARRANT #5 (Planning & Assessment) contained voucher #5, totaling $1,000.00 was audited and approved for payment on a motion by Councilman Murray, 2nd by Councilman Peters, with 4 in favor, one vacancy.
GENERAL FUND PAYROLL WARRANT #3-P for General contained 4 claims, totaling $5,077.94 was audited and approved for payment on a motion by Councilman Murray, 2nd by Councilman Peters, with 4 in favor, one vacancy. Ambulance payroll contained 16 claims; totaling $12,826.33 was audited and approved for payment on a motion by Councilman Murray, 2nd by Councilman Peters, with 4 in favor, one vacancy. Police payroll contained 6 claims,

totaling $5,982.27 was audited and approved for payment on a motion by Councilman Murray, 2nd by Councilman Peters, with 4 in favor, one vacancy.
HIGHWAY PAYROLL WARRANT #3-P contained 7 claims, totaling $11,053.26 was audited and approved for payment on a motion by Councilman Peters , 2nd by Councilman Murray, with 4 in favor, one vacancy.
SEWER DISTRICT FUND PAYROLL WARRANT #3-P contained 1 claim, totaling $71.75 was audited and approved for payment on a motion by Councilman Murray, 2nd by Councilman Peters, with 4 in favor, one vacancy.
Supervisor Pelham would like the Councilmen to look over the LFA and choose three liable projects. Councilman Murray has it on disc and will download a copy for Councilman Peters. Supervisor Pelham stated that we are going to get some money from CWC to get some of the projects done this summer.
The meeting adjourned at 7:23 p.m. on a motion by Councilman Peters, 2nd by Councilman Murray, with 4 in favor, one vacancy.
