BASIC FUNCTION:

Under general direction of the Executive Director, provides engineering design and technical expertise in the operation, maintenance, and improvement of water and wastewater systems, environmental issues, and other utility projects ensuring technical competence and compliance with all current codes and criteria. Plans, organizes, coordinates, designs and evaluates the programs and activities of the division. Develops and recommends maintenance and construction programs; recommends policies and procedures consistent with JWSC objectives; directs and evaluates capital improvement projects; directs bid preparation and contract administration. Work is reviewed for the effective and efficient operation of the division and project management. Performs other related duties as assigned, in support of customer needs and organizational objectives. Work is assigned by general work plans and objectives. Work is reviewed by observation, conferences, reports, and results obtained.

ESSENTIAL DUSTIES AND RESPONSIBILITIES:

  1. Reports to the Executive Director on utility maintenance and construction policies, programs, and projects.
  1. Provides leadership and direction in the development of short and long range plans and projects; monitors inter-governmental decisions that may affect division operations and takes appropriate action.
  1. Communicates JWSC plans, programs, policies and procedures to staff, City & County governments and the general public by way of an appropriate variety of media.
  1. Plans, directs and evaluates major capital improvement, rehabilitative and maintenance projects; prioritizes work assignments.
  1. Develops and designs plans for utility projects according to established engineering standards and local, state, and federal construction policy.
  1. Plans and organizes workloads and staff assignments; trains, guides, motivates and evaluates assigned staff; reviews work progress and directs changes as needed. Issues written and oral instructions; assigns duties and reviews work for accuracy, completion, and conformance to policies and procedures.
  1. Gathers, interprets and prepares data for studies, reports and recommendations. Oversees the development and maintenance of a database of information for planning and community development purposes. Prepares a variety of studies, reports and related information for decision-making purposes.
  1. Researches funding sources and assists in preparing and writing grant applications.
  1. Reviews construction and maintenance projects in the field; Reviews private project development plans, regarding water distribution, water production, wastewater collection, and wastewater treatment, for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans; assumes responsibility for purchases of land and rightsofway.
  1. Surveys utilities in right-of-ways to assess responsibility and determine available space for improvements.
  1. Participates in the development and implementation of growth management, land use, economic development, utility, housing, transportation, park and open space, facilities, solid waste or other plans and codes to meet the community’s needs and any inter-governmental agreements or requirements.
  1. May review storm water data and systems; Survey of drainage catch basins and manholes; Conducts topographic surveys of impervious surfaces and curb gutter elevations to determine watershed area within JWSC service area. Develop and submit storm water discharge permits for JWSC related properties or expansions.
  1. Designs water mains for JWSC water distribution system and gravity mains for JWSC wastewater collection system. Reviews and analyzes consumption/use data and existing systems. Assists in monitoring lift station flows, pump capacities and build up of solids and sludge. Evaluates alternatives and designs system improvements.
  1. Determines applicable codes, regulations, and requirements for assigned projects.
  1. Develops cost estimates and least cost alternatives based on JWSC needs and resources.
  1. Coordinates bid preparations, contract administration payments; assumes responsibility for budget administration; prepares reports and correspondence concerning division activities; prepares annual budget.
  1. Coordinates the preparation of, or develops, engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria.
  1. Ensures the maintenance of accurate and complete records of division activities and of records relating to, maps, blueprints, overlay, and sketches pertinent to urban planning and development programs and projects.
  1. Provides staff support to various boards and commissions, as needed and assigned. Serves when needed as a member of a task force or committee composed of city, county, state or private groups.
  1. Develops sanitary sewer, collection and water distribution system maps, databases, and comprehensive plans.
  1. Maintains the engineering library and infrastructure records.
  1. Negotiates, coordinates and manages professional service contracts related to water and sewer projects or programs.
  1. Maintains asbuilt records of projects, and documents necessary changes for the JWSC operation and maintenance programs.
  1. Responds to public or other inquiries relative to engineering procedures on specific projects and other information.
  1. Assists with utility permits, street use permits, franchise utility permits, etc.
  1. Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding plans, projects, and other activities and services.
  1. Performs other related duties as assigned, in support of customer needs and organizational objectives.

EDUCATION AND EXPERIENCE REQUIRED:

Graduation from an accredited fouryear college or university with major course work in civil engineering, urban planning, supplemented by ten years of responsible management experience to include the design, construction and maintenance of public facilities, or equivalent combination of training and experience; possession of State Professional Engineer's License, preferably in Civil Engineering. Safe driving record and valid drivers’ license. Pre-employment drug screen, physical exam, criminal background and Motor Vehicle History check. Master’s degree in related area preferred.

KNOWLEDGE AND SKILLS REQUIRED:

  1. Knowledge of the current methods and techniques of civil engineering.
  1. Knowledge of civil engineering administration and management methods.
  1. Knowledge of and ability to apply current modern methods and techniques used in the design, construction, and inspection of water and sewer projects and acquisition of rightsofways.
  1. Ability to plan, organize, and direct and evaluate the programs and activities of the planning and construction division.
  1. Thorough knowledge of zoning laws and comprehensive plans including their formation, process of adoption, and enforcement.
  1. Extensive knowledge of community planning programs and processes.
  1. Working knowledge of personal computers and GIS applications.
  1. Ability to make decisions on major policy and operational issues.
  1. Ability to evaluate the progress and efficiency of water and sewer programs, projects, and operations.
  1. Ability to develop short and longrange plans.
  1. Ability to develop and administer budgets and to complete projects within budget.
  1. Ability to communicate effectively, both orally and in writing, with a wide variety of individuals from different backgrounds. Ability to prepare and deliver effective and clear communications and presentations before community groups and government officials.
  1. Ability to prepare and analyze comprehensive and technical reports and data.
  1. Ability to establish and maintain effective working relationships with customers, co-workers, state and federal agency representatives, and community leaders.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

This position requires the ability to physically perform the requirements of the job including entering vaults, climbing, crawling, bending, stooping, making fine, highly controlled manipulations of small objects (e.g. making adjustments to electronic equipment), to lift and move heavy objects (100 pounds). Ability to work in an environment exposed to dust, dirt, and all weather conditions, potentially hazardous chemicals and toxic materials, hazards associated with operating a motor vehicle, high pressure lines, confined or high work places.
