Salary Range / $15.00 – 19.50

POSITION SUMMARY:

Under the supervision of the Tribal Court Director the Child Support Specialist will provide comprehensive child support services to children, custodial parent, and non-custodial parent by performing an advanced level of services including interviews, filing, research, and investigation. Work includes monitoring ongoing cases, conducting extensive research and interviews, modifying existing legal documents, preparing orders, negotiating stipulations, coordinating the processing of hearings.

DUTIES AND RESPONSIBILITIES:

1.  Research and develop policies for Tribal IV-D Plan

2.  Interview applicants to identify services needed; analyze cases to determine appropriate actions; locate parents and their assets using available information; and provide case management and activity tracking.

3.  Initiate actions to establish paternity, child support orders, and income withholding orders under guidelines set by Tribe.

4.  Contact sources for income verification to collect data for cases requiring legal action; calculate child support obligations and debts; initiates appropriate collection actions; negotiates repayment of child support debts.

5.  Document contacts, correspondence, and record all actions taken for cases in the Tribe’s child support data computer system.

6.  Examine and evaluate legal and other public records.

7.  Meet with people scheduled for court to negotiate stipulations.

8.  Inform applicants of case progress upon request.

9.  Respond to phone calls from public regarding court orders, complaint questions, etc.

10.  Provide necessary information and documentation on cases referred; testify in court as needed.

11.  File court documents, securing signatures and receiving new orders.

12.  Prepare and provide timely required paperwork and reports on assigned caseload to ensure proper notice and actions and the status of each case.

13.  Coordinate with TANF program on identifying TANF recipients eligible for child support in order to track and record child support payments collected on their behalf.

14.  Record and track all child support payments per federal regulations; inform clients of late or uncollected payments to assist in appropriate collections actions to keep clients current.

15.  Calculate allocation for distributions per Family Code regulations.

16.  Record and track court fees and court ordered payments (genetic testing costs, service fees, etc.).

17.  Reconcile child support accounts and verify calculations of arrears due.

18.  Produce and mail monthly and/or quarterly statements to the non-custodial parent and custodial parent.

19.  Review of statistical and financial reports to determine correctness, completeness, and adherence to federal regulations.

20.  Maintain confidentiality.

21.  Assist in the development of interagency MOUs/MOAs for comprehensive services.

22.  Performs other duties as assigned to meet the needs of the program or Tribal organization.

DESIRABLE QUALIFICATIONS:

·  Previous experience working with tribal and/or Native American organizations.

·  Previous experience working with Youth Programs.

·  Advanced organizational skills.

MINIMUM QUALIFICATIONS:

1.  Excellent computer skills including MS office programs and familiarity with databases.

2.  Ability to interpret and present procedures, reports and other information, both orally and in writing.

3.  Ability to read and analyze legal documents such as a summons, petition, motion, affidavit, contempt papers, warrants, and order for appearance, and wage assignment.

4.  Excellent interpersonal and public speaking communication skills

5.  Ability to work with and de-escalate disruptive or unruly clients.

6.  Ability to exercise independent judgment and determine appropriate action to be taken within specific tribal and federal statues, rules, and guidelines.

7.  Working knowledge of investigative techniques.

8.  Familiarity with the Yurok culture.

9.  Must be willing to attend child support specific training.

EDUCATION/EXPERIENCE:

High school diploma or equivalent and five years of human services related experience performing case management, vocational guidance services, employment counseling or placement work or two years of college and one year specialized work experience.

·  When necessary, must be able to lift 25 to 50 pounds.

·  Must possess a California driver’s license and be insurable through the Tribal insurance plan.

·  Must pass fingerprint clearance and comprehensive background check.
